Recently, after the investigation and deliberation of the Supervisory Committee of the National Natural Science Foundation of China and the approval of the committee meeting of the National Natural Science Foundation of China, the National Natural Science Foundation of China has dealt with the subjects involved in the relevant scientific research misconduct cases. In accordance with relevant provisions, the relevant facts of the case and the outcome of the handling are hereby reported.
(1) Beijing University of Civil Engineering and Architecture, Ji and others are suspected of academic misconduct
After investigation, in 2022, the season organized an online meeting, arranged for relevant personnel to collect information on possible fund project review experts, and contacted some experts by Ji Ji and others after the meeting, and in 2023, the season asked a number of potential review experts for the key projects he applied for (unfunded) through phone calls, text messages, WeChat and other forms.
It was decided to cancel the qualification for applying for and participating in the National Natural Science Foundation of China for 3 years (December 26, 2023 to December 25, 2026), and cancel the qualification for the evaluation of the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(2) Yang Lijun of North China Electric Power University is suspected of academic misconduct
After investigation, Yang Lijun applied for key projects of the National Natural Science Foundation of China for two consecutive years in 2022 and 2023 (none of which were funded), and asked a number of potential review experts by sending emails and other means.
It was decided to cancel Yang Lijun's application and participation in the National Natural Science Foundation of China for 3 years (December 26, 2023 to December 25, 2026), and gave a notice of criticism.
(3) The paper published by Cheng Jiang of Ningxia Medical University is suspected of academic misconduct
After investigation, the paper involved had the problems of buying and selling experimental research data, using other people's signatures without consent, and marking fund projects in scientific research results unrelated to science fund projects. In addition, Cheng Jiang included the paper in the progress report of the fund project.
It was decided to revoke the Chengjiang National Natural Science Foundation project, recover the allocated funds, and cancel the qualification for the application and participation of the Chengjiang National Natural Science Foundation project for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(4) Papers published by Wang Xiao and Chen Zheling of Hangzhou Medical College are suspected of academic misconduct
After investigation, the paper involved was the proceeds of sale, and the signatures of the two co-first authors were used without the consent of the two co-first authors.
It was decided to cancel Wang Xiao's application and participation qualifications for the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and gave a notice of criticism.
It was decided to revoke Chen Zheling's National Natural Science Foundation project, recover the allocated funds, and cancel Chen Zheling's application and participation qualifications for the National Natural Science Foundation of China project for 3 years (December 26, 2023 to December 25, 2026), and give a notice of criticism.
(5) Two papers published by Zhang Zhongqiang and Tan Xiao of Central South University are suspected of academic misconduct
After investigation, some of the pictures of the paper are the same as some of the pictures of multiple papers by different people in multiple units but represent different meanings, the pictures involved are from a third party, and the paper has the problem of plagiarism of pictures, improper manipulation of pictures and confusion in the use of pictures.
It was decided to revoke Zhang Zhongqiang's National Natural Science Foundation project, recover the allocated funds, and cancel Zhang Zhongqiang's National Natural Science Foundation project application and participation qualifications for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
It was decided to revoke Tan Xiao's National Natural Science Foundation project, recover the allocated funds, and cancel Tan Xiao's application and participation qualifications for the National Natural Science Foundation project for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(6) Two papers related to Tong Jingshan and others of Xuzhou Medical University are suspected of academic misconduct
After investigation, some of the pictures of the paper are the same as some of the pictures of multiple papers by different people in multiple units but represent different meanings, the pictures involved are from a third party, and the paper has the problem of plagiarism of pictures, improper manipulation of pictures and confusion in the use of pictures.
It was decided to cancel Tong Jingshan's application and participation qualifications for the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(7) The papers published by Li Ming and others at Tongji University are suspected of academic misconduct
After investigation, the paper involved had problems of chaotic use of pictures, such as repetition within or between pictures, and the problems of not being able to provide all the original data, marking other people's science fund projects without authorization, using others' signatures without consent, and false corresponding authors and co-authors. In addition, another retracted paper by Li Ming also had the problem of labeling other people's science fund projects without authorization and using other people's signatures without consent.
It was decided to cancel Li Ming's application and participation qualifications for the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(8) Two papers published by Shen Sining and others at Zhengzhou University are suspected of academic misconduct
After investigation, the two papers had the problems of repeated publication, tampering with experimental research data and charts, and there were also problems of marking other people's science fund projects without authorization and listing others as authors of the papers without authorization.
It was decided to cancel Shen Sining's application and participation qualifications for the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(9) Wu Yu of Fujian Medical University is suspected of academic misconduct
After investigation, Wu Yu obtained some experimental data and pictures of others during academic exchanges, and when writing his application for the 2023 fund project, he directly marked the experimental data, pictures and other achievements of others as the experimental results related to the application project, and wrote them into the application form as a "research basis".
It was decided to revoke Wu Yu's application for the 2023 National Natural Science Foundation of China, and cancel Wu Yu's application for the National Natural Science Foundation of China and his qualifications to participate in the application for 5 years (December 26, 2023 to December 25, 2028), and give Wu Yu a notice of criticism.
(10) A number of papers published by Wang Chuanxin and others of Shandong University are suspected of academic misconduct
After investigation, the paper had the problems of chaotic use of pictures and non-standard management of experimental raw data (patient follow-up records, etc.). In addition, Wang Chuanxin included the paper in the application form and final report of the fund project.
It was decided to revoke Wang Chuanxin's National Natural Science Foundation of China project, recover the allocated funds of 4 projects, and cancel Wang Chuanxin's application and participation qualifications for the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and give a notice of criticism.
(11) Papers published by Han Shuai, Li Fuyong, and others at China Medical University are suspected of academic misconduct
After investigation, it was found that there were multiple pictures in the papers involved that were the same as all or part of the pictures in multiple papers by multiple units, but they represented different meanings, and there was a problem of confusion in the use of pictures. In addition, Han Shuai and Li Fuyong included the papers involved in the application for the fund project.
It was decided to revoke Han Shuai's National Natural Science Foundation project, recover the allocated funds, and cancel Han Shuai's application and participation qualifications for the National Natural Science Foundation of China for 3 years (December 26, 2023 to December 25, 2026), and give a notice of criticism.
It was decided to cancel Li Fuyong's application and participation in the National Natural Science Foundation of China for 3 years (December 26, 2023 to December 25, 2026), and give a notice of criticism.
(12) The papers published by Zhang Cong and others at Jiangnan University are suspected of academic misconduct
After investigation, Zhang Cong had the problem of fictitious Nanyang Technological University Bangi Toshiyuki and Shen Y as the authors of 12 papers.
It was decided to revoke Zhang Cong's National Natural Science Foundation project, recover the allocated funds, and cancel Zhang Cong's National Natural Science Foundation project application and participation qualifications for 3 years (December 26, 2023 to December 25, 2026), and give a notice of criticism.
(13) Papers published by Liu Zhikui, Liu Qingguang, Tu Kangsheng, Yang Nan, and others at Xi'an Jiaotong University are suspected of academic misconduct
After investigation, the paper has the problems of plagiarism, improper manipulation of pictures, confusion in the use of pictures, and duplication of pictures with other people's papers. In addition, Liu Zhikui should also be responsible for the unauthorized labeling of other people's fund projects and the unauthorized use of others' signatures; Yang Nan should also be responsible for the unauthorized labeling of other people's fund projects; and Liu Qingguang, Tu Kangsheng, and Liu Zhikui should also be responsible for including the papers involved in the fund project application or progress and final report.
It was decided to revoke Liu Zhikui's National Natural Science Foundation project, recover the allocated funds, and cancel Liu Zhikui's application and participation qualifications for the National Natural Science Foundation of China project for 3 years (December 26, 2023 to December 25, 2026), and give a notice of criticism.
It was decided to revoke Liu Qingguang's National Natural Science Foundation of China project, recover the allocated funds of 2 projects, and cancel Liu Qingguang's application and participation qualifications for the National Natural Science Foundation of China for 2 years (December 26, 2023 to December 25, 2025), and give a notice of criticism.
It was decided to revoke the project of the National Natural Science Foundation of Tu Kangsheng, recover the allocated funds of the two projects, and cancel the qualification of Tu Kangsheng's application and participation in the National Natural Science Foundation of China for 2 years (December 26, 2023 to December 25, 2025), and give a notice of criticism.
It was decided to cancel Yang Nan's application and participation qualifications for the National Natural Science Foundation of China for 2 years (December 26, 2023 to December 25, 2025), and give a notice of criticism.
(14) Li Xiao of Shenzhen University is suspected of academic misconduct
After investigation, Li Xiao used a large number of other people's fund project applications without the knowledge of others to write his own 2023 fund project application.
It was decided to revoke Li Xiao's application for the 2023 National Natural Science Foundation of China, and cancel Li Xiao's application for the National Natural Science Foundation of China and her qualifications to participate in the application for 3 years (December 26, 2023 to December 25, 2026), and give a notice of criticism.
(15) Chi Guotai of Dalian University of Technology is suspected of illegal use of funds for science fund projects
After investigation, Chi Guotai obtained funds for key projects of the Science Foundation by issuing labor fees to students and recovering them, and the circumstances were more serious.
It was decided to revoke the Chi Guotai National Natural Science Foundation project, recover the allocated funds, and cancel the Chi Guotai National Natural Science Foundation project application and participation qualification for 5 years (January 9, 2024 to January 8, 2029), and give a notice of criticism.
