For example, in view of the trade-in of old cars, the "Action Plan" proposes to promote the branding and large-scale development of second-hand cars, improve the international operation ability of second-hand car export enterprises, support their continuous expansion of overseas markets, support the standardized development of automobile modification, car rental, automobile events, RV camping, traditional classic cars and other related industries, and create a number of influential and dynamic automotive aftermarket projects, so as to promote the transformation of automobiles from transportation to living space.

For scrapped vehicles, the "Action Plan" is clear, encouraging scrapped vehicle recycling and dismantling enterprises to improve the level of high-value comprehensive utilization of resources, and extend and expand to downstream steel, non-ferrous metals, parts remanufacturing and other industrial chains, and support enterprises to become bigger and stronger.

The "Action Plan" also mentions that the pilot work of second-hand commodity circulation will be carried out to cultivate a number of leading enterprises in the circulation of second-hand commodities with convenient services and standardized and efficient. Encourage the production and circulation enterprises of electrical and electronic products to develop second-hand recycling business and expand the scale of second-hand commodity trading.
