After more than two years of piloting, the overall feeling of the enterprise is good. The "Implementation Plan for the Reform of the Commitment System for Enterprise Investment Projects in the Lingang New Area of the China (Shanghai) Pilot Free Trade Zone" issued on August 31, 2023 regards the reform of the commitment system as a normalized measure for the new area, and adjusts the commitment items to 20, providing institutional guarantee and continuous impetus for the new area to optimize the business environment.
PART2 focuses on the creation of whole-process elements to further enhance the sense of gain of enterprises
In 2023, the Lingang Special Area will complete the construction of an underground 3D data base covering an area of about 412 square kilometers, and establish a database of underground pipelines and road elements in the new area and a database of underground structures in the new area, as well as a dynamic update mechanism.

On this basis, the Lingang New Area explores and carries out the land use list system, provides enterprises with land use list information packages, and collects project information such as the red line of the planned land, the control plan where the project is located, the consultation single package, the regional assessment approval and the simplified version, the reminder letter of the temporary construction land, the current pipeline diagram around the plot, the design plan and model submission instructions for key projects, and the guidelines for the construction of small and micro facilities in advance, and distributes them to enterprises at one time.
PART3 takes institutional innovation as a breakthrough to further solve the concerns of enterprises
Explore new construction organization models. The Pilot Work Plan for the Architect Responsibility System in the Lingang New Area and the Pilot Work Plan for the Whole-process Engineering Consultation in the Lingang New Area were issued, the pilot approval procedures were optimized, the supporting documents for the notification and commitment of the project planning certificate were formulated and issued, and the two batches of projects under the architect responsibility system were reported and served.
Efficient implementation of "one certificate and multiple inspections" (phased acceptance). In order to meet the needs of some enterprises for early entry for decoration and trial production, combined with the actual situation of the Lingang New Area, the "Implementation Rules for the Phased Acceptance of Engineering Construction Projects in the Lingang New Area (Trial)" was formulated.
Establish a communication mechanism for temporary land services. Compile the caliber of temporary land use approval services, receipt guidelines, handling procedures and related document templates, set up special reception windows to ensure the smooth flow of temporary land use services and approvals, effectively reduce the frequent occurrence of illegal land use in new areas, and solve the worries of enterprises in construction;
Establish a style coordination mechanism. Issued the notice of "Work Requirements for Further Strengthening the Design and Control of Small and Micro Infrastructure in Building Open Space", and the "Guidelines for the Style of Small and Micro Infrastructure in Building Open Space in New Areas", establish a style coordination on-site inspection mechanism, inspect key projects and key areas at least once a week, form a work briefing and problem list every month, and form a summary supervision mechanism. Focus on key areas and establish a control mechanism for the participation and evaluation of the whole process of architectural style. Strengthen the design control and style guidance of small and micro infrastructure, strictly control the selection of building materials and construction processes, and do a good job in the overall coordination between architecture and the environment.
