Special Technician

Special technician refers to the high-skilled leading talents who are engaged in technical skills work in the front line of enterprise production and scientific research, and have outstanding performance contributions, who can skillfully use special skills and special skills to complete complex and unconventional work in various fields of the profession, are proficient in the important theoretical principles and key technical skills of the profession and related occupations, can independently deal with and solve difficult technical problems or process problems, undertake the task of imparting skills, and make outstanding contributions to the training of skilled talents.

▶ Those who meet the above requirements and have one of the following basic conditions can participate in the evaluation of special technicians:

(1) After obtaining the senior technician vocational qualification (vocational skill level) certificate corresponding to the participating occupation (type of work), he has been engaged in this occupation or related occupations for 1 year.

(2) After obtaining the senior professional title (professional and technical personnel professional qualification) related to the participating occupation (type of work), he has been engaged in the occupation or related occupations for a total of 2 years.

(3) After obtaining the technician vocational qualification (vocational skill level) certificate corresponding to the participating occupation (type of work), he has been engaged in this occupation or related occupations for a total of 3 years, and has obtained the honor of skilled talents issued by the listed government departments (including the department and bureau level) (the winner of the "model worker", "technical expert" and "May Day Labor Medal" listed at the prefecture level, the person in charge of the skill master studio and the award of the leading talent of the listed skills at the prefecture level) or the second (provincial) or above units of central enterprises, Outstanding contribution award for skilled talents awarded by the world's top 500 companies (in the list in the past three years).

Chief Technician

Chief technician refers to a high-skilled leader in a place or industry who has made significant contributions to the field of technical skills, or who has been recognized as having superb skills and exquisite skills in the region or industry. It has made outstanding contributions to the construction of high-skilled talent teams in local and industrial enterprises, and has made outstanding contributions to major national technological research, achievement transformation, technological innovation and invention. It plays a key role in the technological progress and development of local and industrial enterprises, and its professional level has a high degree of recognition and influence in local and industrial enterprises.

▶ Those who meet the above requirements and have been commended at or above the provincial level for skilled talents, and have one of the following basic conditions, can participate in the evaluation of chief technicians:

(1) After obtaining the special technician vocational skill level certificate corresponding to the participating occupation (type of work), he has been engaged in this occupation or related occupations for a total of 1 year.

(2) After obtaining the senior technician professional qualification or vocational skill level certificate corresponding to the participating occupation (type of work), he has been engaged in this occupation or related occupations for a total of 3 years.

(3) After obtaining the senior professional title (professional and technical personnel professional qualification) related to the participating occupation (type of work), he has been engaged in this occupation or related occupations for a total of 3 years.

The scope of commendation above the provincial level is mainly as follows: "Nanyue Technical Expert", "Model Worker", "May Day Labor Medal" winners, people enjoying special government allowances issued by the State Council, national technical experts, medalists of the World Skills Competition or National Vocational Skills Competition, and leaders of national skill master studios.

On the basis of the above basic conditions, the enterprise can further set up or refine the position conditions of the special technician and chief technician of the enterprise in combination with the company's skilled talent planning, and select the skill masters who best meet the needs of the enterprise.

Exceptional declaration conditions

The winners of the China Skills Award, as well as those who have made significant contributions to major technological research, achievement transformation, technological innovation, invention, etc., and have won the second prize and above of the National Science and Technology Award issued by the national ministries and commissions, can directly apply for special technician or chief technician without the above conditions.

Provincial and municipal vocational skills evaluation guidance institutions will organize experts to review the information submitted by the enterprise and give feedback to the enterprise in a timely manner. The list of chief technicians will be announced to the public on the website of the Guangdong Provincial Department of Human Resources and Social Security and the WeChat public account of "Guangdong People's Society".

(1) The enterprise shall sign an employment agreement with the personnel who have passed the evaluation of the chief technician or special technician, and set up a working platform such as a skill master studio to provide conditions for them to carry out technical skill innovation, process improvement, and solve major technical problems. Personnel hired to the position of special technician can enjoy relevant treatment according to the senior professional title personnel of the enterprise. The remuneration of the chief technician can be determined with reference to the standards of the senior management personnel of the unit or according to the actual situation, and shall not be lower than the remuneration of the special technician.

(2) According to the provisions of the Guangdong Province chief technician or special technician vocational skill level certificate, the Provincial Department of Human Resources and Social Security will be in the province to publish the list of enterprises and certified personnel who have carried out this review work, and if they meet the requirements, they will be given priority to be included in the scope of high-skilled leading talents or high-level talents in Guangdong Province.
