2024 Sucheng District Education System, Suqian City, Jiangsu Province Open Recruitment Announcement for Public School Financial Personnel

In order to strengthen the construction of the school's financial personnel, combined with the actual work needs, after research, it was decided to openly recruit 4 public school financial staff (formal career establishment) from the public. The relevant matters are hereby announced as follows:

1. The recruiting unit, position and number of recruiters, recruitment units, recruitment positions, planned recruitment numbers and related requirements are detailed in the "2024 Sucheng District Education System of Suqian City, Jiangsu Province Open Recruitment of Public School Financial Personnel Position Profile Form" (Annex 1, hereinafter referred to as the "Job Profile Table").

2. The recruitment target is open to the public (including fresh graduates of ordinary colleges and universities in 2024).

3. Application conditions: (1) Have the nationality of the People's Republic of China; (2) Abide by the Constitution and laws and have good conduct; (3) Have the physical conditions to perform duties normally; (4) Be over 18 years old and under 35 years old (born between April 15, 1988 and April 21, 2006) ;(5) Have other qualifications and conditions required by the recruitment position, see the "Job Profile Form" for details; (6) Fresh graduates in the qualifications refer to those who will graduate in 2024 and obtain academic (degree) certificates before August 31, 2024. Graduates from outside the country (territory) in the same period (including those who have not confirmed a work unit during the career selection period) can apply as fresh graduates. Graduates from other countries refer to those who study in teaching and research institutions outside the country, graduate at the same time as fresh graduates in China (territory), and complete the academic certification of the Service Center for Scholarly Study of the Ministry of Education before August 31, 2024. (7) Those who have any of the following circumstances must not apply for the examination: 1. Soldiers on active duty; 2. Students who are currently enrolled in ordinary institutions of higher learning who are not fresh graduates in 2024; 3. Those who are undergoing disciplinary review, supervision and investigation, or who are suspected of violating the law and are under investigation, or who have violated the criminal law and have been exempted from criminal punishment, or have previously received criminal punishment or re-education through labor for crimes; 4. Those who have been expelled from public office, party membership, league membership, or higher education student status; 5. Those who have been dismissed from government organs and institutions for less than 5 years; 6. Those who have received major demerits, demotion, dismissal, Punishments such as retention (Party or school retention) or demotion of post level are less than 3 years, or the period of punishment has not yet expired;7. The 2023 annual evaluation of the staff of organs and public institutions is incompetent (unqualified), or the 2022 and 2023 annual evaluations are all basically competent (basically qualified) grades;8. Personnel who are not allowed to be recruited to public institutions as otherwise provided by the state and province; 11. Teachers and staff who are currently on the staff of each school in Sucheng District.

Fourth, the recruitment procedures and methods of this open recruitment work in accordance with the release of recruitment announcements, online registration and preliminary examination of qualifications, written examinations, qualification review, interviews, physical examinations, inspections, publicity and employment filing and other steps. (1) Publish recruitment announcements In accordance with the principle of "prior notification, openness and transparency", the recruitment information will be publicly released to the public through the website (http://www.sqsc.gov.cn/) of the Sucheng District People's Government before registration. (2) Online registration and preliminary qualification registration, photo uploading, preliminary qualification examination, payment confirmation and other work are carried out through the Internet. The registration acceptance and preliminary examination of qualifications shall be organized by the District Education Bureau. 1. Registration and photo upload time: 9:00 on April 15, 2024 - 16:00 on April 21, 2024. 2. Preliminary examination time: 9:00 on April 15, 2024 - 18:00 on April 21, 2024. 3. Statement and defense time: 9:00 on April 15, 2024 - 20:00 on April 21, 2024. If the applicant has any objection to the result of the preliminary examination of qualifications, he or she may submit a statement and defense within the specified time. Candidates will pay the fee after passing the preliminary examination of qualifications and photo review, and the written test fee is 100 yuan/person. After the payment is confirmed, it will be deemed to have registered online for the position. Payment time: 9:00 on April 15, 2024 - 12:00 on April 22, 2024. Precautions for registration and preliminary examination of qualifications(1) The information required for registration (including the registration process, technical requirements, electronic photo processing requirements, online banking payment methods, etc.) will be published on the website of the Sucheng District People's Government for inquiries by applicants. (2) Applicants should fill in the relevant information truthfully according to the job requirements and online prompts, and upload the electronic photos of the candidates themselves. Photo requirements: recent two-inch (35×45mm) passport photo with no head, jpg format, size less than 20Kb. If the applicant commits fraud when filling in the information and uploading the photo, it shall be dealt with in accordance with the "Provisions on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions". (3) The district education bureau conducts a preliminary examination of qualifications based on the information provided by the applicants. Candidates can go to the registration website to check whether they have passed the preliminary examination of qualifications 24 hours after submitting the registration information online (candidates who register on the last day should check in time). During the registration period, those who fail to pass the preliminary examination of qualifications can be re-applied for other positions that meet the requirements; (4) Candidates can only use the second-generation ID card within the validity period to choose a position for registration, and the valid resident ID card used for registration and examination must be consistent, otherwise the examination qualification will be cancelled. (5) The ratio of each position is 1:3. After the registration is over, if the number of applicants does not reach the proportion of the opening of the examination, the number of recruits will be reduced accordingly until the recruitment plan is cancelled. Those who have applied for the cancelled positions can re-apply for other eligible positions. Late registration time: 14:00-16:00 on April 22, 2024. (6) Candidates who have passed the preliminary examination can use WeChat or Alipay to pay the registration fee of 100 yuan online. Candidates who fail to pay the fee will be deemed to have failed to pass the registration. Print the written test admission ticket online. After passing the payment confirmation, candidates must download and print the "Admission Ticket" from the original registration website at the specified time. April 27, 2024, 9:00-11:00. 2. The content of the written test. The name of the written test subject is "Comprehensive Knowledge and Ability Quality". The scope of the examination refers to the "Jiangsu Province 2024 Provincial Public Institutions Unified Public Recruitment Personnel Public Subjects Written Examination Syllabus". There is no tutorial book for the exam. 3. Written test location. See Admission Ticket. The written test is a closed test, and no papers can be submitted or left in advance during the examination. 4. Passing the written test. Candidates whose written test score is not less than 60% of the total score of the written test paper are qualified, otherwise, their qualification to enter the next stage of the procedure will be cancelled. 5. Written test results inquiry. The results of the written test will be published on the website of the Sucheng District People's Government (http://www.sqsc.gov.cn/). (4) After the written examination of qualification review, the candidates for the interview shall be determined according to the candidates' written test scores from high to low scores in the proportion of 3 times the number of job recruitment plans. If the ratio of the number of participants to the number of recruitment plans is less than 3:1, the interview will be conducted according to the actual number of entrants. Before the interview, the district education bureau will organize a qualification review. The specific matters will be announced separately on the website of the Sucheng District People's Government (http://www.sqsc.gov.cn/). 1. During the qualification review, candidates must provide all valid certificates and materials that meet the requirements of the application conditions listed in this announcement and the "Job Profile Form". This includes, but is not limited to: (1) ID card (front and back are copied on the same sheet), academic qualifications and degree certificates. (2) Intermediate and above accounting professional and technical qualification certificates. (3) Fresh graduates in 2024 need to provide their student ID, the "Graduate Two-way Choice Employment Recommendation Form" and the "Employment Agreement for Graduates of Ordinary Colleges and Universities" issued by their school, as well as other supporting materials that meet the conditions listed in the "Job Profile Form". Among them: graduates of commission, orientation and joint office also need to provide a certificate of consent issued by the commission, orientation and joint organization unit, and be approved by the institution. (4) In-service teachers in public schools shall provide a certificate of consent issued by the school and its competent department, as well as other supporting materials that meet the conditions listed in the "Job Profile Form". (5) Civil servants of government agencies (including personnel of public participation management units) shall provide the "Civil Servant Registration Form" or "Civil Servant Recruitment Approval Form", the certificate of the unit's consent to apply for the examination, and other supporting materials that meet the conditions listed in the "Job Profile Form". (6) Personnel of public institutions shall provide the "Employment Contract of Public Institutions", the certificate of consent issued by the public institution and its competent department, and other supporting materials that meet the conditions listed in the "Job Profile Form". (7) Social personnel (including in-service personnel) need to provide other supporting materials for the conditions listed in the "Job Profile Form". In-service personnel need to provide proof of approval from the unit. Those who are on the job at the time of registration but have resigned before the qualification review must provide a legal and valid "Certificate of Termination of Employment (Labor) Contract". (8) Returnees from studying abroad must also provide academic certificates certified by the national education administrative department. (9) Two recent bareheaded 1-inch photos of myself. The above (1)-(8) supporting materials are required to be original, and copies must be provided. All kinds of certificates and supporting materials provided by candidates must be accurately proved to meet the conditions required by this announcement and the "Job Profile Form", and shall not be falsified. After review, those who fail to provide all the original valid documents and materials on time according to the above requirements, those who do not participate in the qualification review within the specified time (if the candidates cannot be notified or contacted due to their own reasons, the responsibility and consequences shall be borne by the candidates), those who provide false information online or fail to pass the qualification review, and the candidates give up the qualification review, their interview qualifications will be cancelled. 2. Substitution Rules. After the on-site review of the District Education Bureau, if it is found that the materials submitted by the candidates do not meet the requirements of this announcement and the "Job Profile Form", the candidates will be informed of the results of the qualification review on the spot. If the candidate has no objection, the district education bureau can fill in the candidates for the same position according to the ranking score (the score of the candidate participating in the written test must reach the pass line and above) from high to low. If the candidate has any objection to the result of the qualification review, he or she shall submit a statement and defense on the spot, and the district education bureau shall reply within 1 working day after receiving the statement and defense, and it shall be deemed as no objection after the deadline. 3. Interview fee. Candidates who have passed the qualification review shall pay an interview fee of 100 yuan/person when receiving the "Interview Notice". Those who fail to pay the interview fee will be deemed to have failed the qualification review. (5) The interview shall be organized and implemented by the District Education Bureau, and the time and place of the interview shall be subject to the "Interview Notice". 1. Interview format. The interview format is a structured interview. 2. Interview pass line. The interview will be conducted on a 100-point scale, and candidates must pass the interview with a score of 60 points, otherwise, they will be disqualified from entering the next stage of the process. Candidates will be informed of the results of the interview on the spot. After the interview, the total score of the candidates will be calculated according to the proportion of 50% of the written test score and 50% of the interview score. (6) The physical examination shall be determined according to the order of the candidates' total scores from high to low (if the total score is the same, it shall be determined according to the interview score; if the interview score is still the same, the examination shall be organized separately to determine), and the candidates for the physical examination shall be determined in a ratio of 1:1, and the list of physical examination personnel shall be published on the website of the Sucheng District People's Government (http://www.sqsc.gov.cn/). The physical examination work will be organized by the District Education Bureau, and the physical examination time will be notified separately. The physical examination standards shall be implemented in accordance with the Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial) and the Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140). The cost of the physical examination shall be borne by the candidate. (7) The inspection of qualified personnel shall be organized by the District Education Bureau, and the inspection work shall be carried out with reference to the "Implementation Measures for the Recruitment of Civil Servants in Jiangsu Province", and the personal credit and illegal and criminal records of the subject of the inspection shall be included in the scope of the inspection. Before the end of the inspection, if the candidate is an in-service employee, he or she must provide a certificate of no economic problems issued by the original unit. The qualified personnel for the inspection are the personnel to be hired. (8) Publicity and employment filing: 1. List publicity. The list of personnel to be hired shall be publicized on the website of the Sucheng District People's Government, and the publicity period shall be 7 working days. 2. Formalities. If there is no objection to the expiration of the publicity period or the problems reflected during the publicity period do not affect the employment, and the candidate obtains the graduation certificate and degree certificate within the specified time, the district education bureau shall report to the district human resources and social security bureau for the record, go through the relevant employment procedures, and sign the employment contract. If the problems reflected during the publicity period affect the employment and are verified, the employment qualifications shall be cancelled; if the materials provided are incomplete or the report is not made within the time limit, it shall be deemed to have been automatically abandoned, and the formalities shall not be completed, and the employment qualifications shall be cancelled. Candidates in the country (territory) who fail to obtain the corresponding qualification certificate before August 31, 2024 will be disqualified, and candidates outside the country (territory) who fail to complete the academic certification of the Service Center for Scholarly Study of the Ministry of Education before August 31, 2024 will be disqualified, and the consequences shall be borne by the candidate, and the district education bureau will make up the replacement in accordance with the replacement rules. Where employed social incumbents sign labor (employment) contracts or various agreements with their original work units, they shall be responsible for handling the matter themselves. 3. Term of Service. The list of personnel to be hired shall be reported to the District Human Resources and Social Security Bureau by the Sucheng District Education Bureau for the record, go through the relevant employment approval procedures, and sign the employment contract of the public institution (the service period shall not be less than three years, as agreed when signing the employment contract). During the service period, the hired personnel shall not be transferred, borrowed, or not transferred to the personnel file, and the departing personnel who have not completed the service period shall bear the liability for breach of contract and record it in the personal integrity file. The probationary period of hired personnel shall be implemented in accordance with national regulations. If the probationary is not qualified, the employment contract shall be terminated. In the stage of physical examination, inspection and publicity, if there is a vacancy due to various reasons (such as unqualified results of physical examination and inspection, candidates who do not meet the policy provisions and are disqualified from physical examination, inspection and employment, or candidates who voluntarily give up their qualifications for physical examination, inspection and employment, etc.), the candidates in this position will be filled in order according to the candidates' total scores from high to low, and each position will be filled up to twice. After the approval of employment, if there is a vacancy due to various reasons, it will not be filled.

5. Discipline and supervision: The open recruitment work strictly implements the principle of "openness, equality, competition, and merit", strictly adheres to the prescribed procedures, conditions and standards, and strictly prohibits fraud, favoritism, and malpractice. Recruitment work is subject to the supervision of discipline inspection and supervision organs and society, and once it is verified that staff members who violate examinations, employment discipline, or dereliction of duty and make mistakes that cause adverse consequences, they will be severely dealt with in accordance with relevant regulations. The District Human Resources and Social Security Bureau is the comprehensive management department of open recruitment, performing the functions of guidance, supervision, and investigation and correction in accordance with laws and regulations, establishing a mechanism for supervising and correcting deviations before, during, and after the open recruitment work, accepting reports and complaints, and organizing the investigation and punishment of violations of laws and disciplines in accordance with the prescribed procedures.
