In order to adjust and optimize the structure of urban and rural teachers and promote the rational flow of teachers, the Party Committee of the District Education Bureau has studied and agreed to carry out the selection and recruitment of rural teachers in the city in the first half of 2024. The selection and recruitment work in the city is carried out in accordance with the procedures of qualification review, interview, assessment, job selection, inspection, and publicity, and the relevant matters are hereby announced as follows:

First, the principle of selection and employment

1. The principles of openness, fairness and justice.

2. The principle that all candidates must be examined. In principle, all teachers who apply to teach in urban schools must participate in the examination for the selection and recruitment of rural teachers to teach in urban areas organized by our region.

3. The principle of post setting. Set up posts according to the actual needs of schools in urban areas, and hire them according to the school post settings.

4. The principle of good faith. Candidates must abide by the principle of good faith, participate in all aspects of the selection examination in good faith, and do not cheat, violate discipline and regulations, otherwise they will be disqualified.

Second, the selection and recruitment plan

It is planned to select and hire 159 teachers, and the specific selection positions, planned numbers, and qualifications are detailed in the "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City" (Annex 2).

3. Selection and employment conditions

1. Have good conduct and professional ethics, be a role model, love and dedication, love students, abide by discipline and law, be willing to contribute, work actively in the original teaching school, perform well, have good teacher ethics and style, and make remarkable achievements in teaching and educating people.

2. Scope of selection: As of August 31, 2024, on-the-job teachers in rural schools who have completed their service period and have actually taught in rural schools in Suxian District for 3 years or more.

3. Applicants must have completed 216 credits from 2021 to 2023 (subject to the score of the credit management system).

4. Have the required teacher qualifications for the selection position and be regularly registered.

5. The preschool education (kindergarten) professional training in Suxian District is limited to applying for kindergarten teacher positions.

6. The annual assessment conclusion in the past 3 years is qualified and above.

Fourth, the circumstances under which the applicant is not allowed to apply for the examination

1. Persons who have not been released from Party discipline or political discipline or are currently undergoing disciplinary review;

2. Persons suspected of violating the law or committing crimes, who are under judicial investigation and have not yet reached a conclusion;

3. Persons lawfully listed as targets of joint disciplinary action for untrustworthiness;

4. The following personnel who have passed the 2023 teacher ethics and teacher style assessment;

5. Personnel who shall not be determined as mobile deployment in the provisions of the "Measures for the Flow and Deployment of Personnel below the Section Level of Suxian District Organs and Institutions (Trial)".

Fifth, the implementation steps of the selection and recruitment work

1. Release of the selection announcement (before April 11, 2024): The relevant information of each link of the selection and recruitment will be published on the Suxian District Government portal (http://www.hnsx.gov.cn). All rural schools should encourage qualified teachers to actively apply for the examination, and be responsible for organizing and notifying the applicants to participate in all aspects of the selection and recruitment work.

2. Registration and preliminary examination of qualifications (April 12-18, 2024): Each teacher selects the position to apply for according to the announced selection plan, and each person is limited to one position, and submits the registration materials to the school for preliminary qualification review. The registration materials include: "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City" (Annex 3) in duplicate, the original and photocopy of the teacher's qualification certificate, the certificate of expiration of service or the actual teaching of rural schools for 3 years, the certificate of completing credits from 2021 to 2023, the annual assessment form in the past 3 years and other proof materials required by the post.

3. Announcement of the results of the preliminary examination (before April 23): Each school will publicize the candidates who have passed the preliminary examination according to the selection conditions, and the publicity period shall not be less than 3 days. The person in charge of the school shall sign and affix the official seal of the school on the "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City" (Annex 3) and the "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City" (Annex 4) (indicating the publicity results).

4. Qualification review (April 24): After the announcement has no objection, each school will submit the list of qualified personnel and registration materials to Room 0309, Personnel Unit of the District Education Bureau for qualification review. The submitted materials are the "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City" in duplicate, the "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City Preliminary Examination Qualified Personnel Summary Table" and the registration materials.

5. Reduction or cancellation of positions (April 25): There is no opening ratio for this open selection. After the completion of the qualification review work, the number of plans to reduce or cancel the selection and recruitment positions will be announced. The reduced or cancelled positions will be announced on the Suxian District Government portal on April 25, 2024.

6. Interview: Candidates must participate in the interview and comprehensive assessment.

(1) Time and place of interview. The time, place and specific requirements of the interview will be announced separately on the Suxian District Government portal.

(2) Interview format. The interview format is a structured interview, and the interview time for each candidate is 10 minutes, and the "5+5 mode" is adopted, that is, 5 minutes to read the questions in the question reading room and 5 minutes to answer the questions in the interview room, with a full score of 100 points.

(3) Interview content. According to the job requirements, the main test is the ability and quality of the candidates and the matching degree with the recruitment position.

(4) Interview organization. The interview was organized and implemented by the Suxian District Education Bureau. Guidance and supervision of the Suxian District Human Resources and Social Security Bureau, and supervision of the Suxian District Commission for Discipline Inspection and Supervision.

(5) Interview scores. Interviews are scored on a 100-point scale. The interview scoring range is unified at 25 points, and the starting score is 70 points, that is, the score is scored between 70 and 95 points. For those who refuse to answer during the interview, have major knowledge errors, or do not have the basic literacy of the post, the chief judge will convene the judge group to discuss, and score as appropriate below the starting score.

Those who do not participate in the interview and whose interview score is less than 70 points (excluding 70 points) will not be hired.

7. Assessment. Those with an interview score of 70 points or above will be comprehensively assessed, and the assessment content is detailed in the "2024 Suxian District Open Selection and Recruitment of Rural Teachers to Teach in the City" (Annex 1). The school where the applicant is located shall assess and score the candidates according to the scoring method, and publicize the scoring items and results, and the publicity period shall not be less than 3 days. After the expiration of the publicity period, the person in charge of the school shall sign and affix the official seal on the scoring items and the result publicity form, and be responsible for the reported results. The school will report the results and copies of the additional points to the Suxian District Education Bureau for review, and if there is a report, the relevant responsible personnel will be held accountable.

8. Comprehensive score synthesis and ranking.

(1) Score synthesis. Comprehensive score = interview score ×70% + assessment score ×30%, and the interview and assessment scores are calculated with two decimal places.

(2) Ranking of grades. Candidates will be ranked according to the highest score from the highest to the lowest score in the interview, and if the comprehensive score is the same, they will be ranked from the highest score to the lowest score in the interview. The interview results, assessment results and comprehensive score rankings are announced on the Suxian District Government portal.

9. Post selection. In accordance with the principle of comprehensive scores from high to low scores and the ratio of 1:1 in the selection and recruitment plan, the candidates will select the specific unit, and the time and place of the selection will be notified separately on the portal website of the Suxian District Government.

10. Investigation. The inspection will be carried out by the selected schools and will be completed in July 2024. The focus of the inspection is on the candidates' political ideology, moral character, law-abiding, integrity and self-discipline, job ability matching, etc., as well as the performance of the study work and the application period, and the formation of specific inspection conclusions.

11. Publicity. According to the comprehensive results and the conclusion of the inspection, the Suxian District Education Bureau collectively studied and determined the list of personnel to be hired, and submitted to the Suxian District Human Resources and Social Security Bureau for review. In order to protect personal rights and interests, when reflecting problems during the publicity period, the real name must be signed and relevant clues or evidence must be reflected in writing, otherwise it will not be accepted.

12. Hiring. For the personnel to be hired who have no objection to the publicity, the selection unit and the Suxian District Education Bureau shall fill in the relevant employment materials and report to the Suxian District Human Resources and Social Security Bureau for review, and the Suxian District Human Resources and Social Security Bureau will issue the employment documents, and the selection and hiring unit shall go through the employment procedures.

Where there are problems that affect employment and there is evidence, they will not be hired. If it is difficult to verify the problems reported for the time being, the employment shall be suspended, and the decision on whether to hire will be made after the investigation is clarified.

6. Discipline and supervision

Seven special tips

1. All rural schools conscientiously publicize and organize qualified teachers of their schools to apply for the examination, and organize the selection and recruitment of all aspects of the work in strict accordance with the time and relevant requirements.

2. When candidates participate in the interview, they must bring the admission ticket and the original valid ID card (the admission ticket must be kept until after the employment procedures), and the candidates who lack the original documents are not allowed to participate in the interview and job selection.

3. After the interview, the candidates shall not give up the follow-up links, otherwise they shall not participate in the selection and recruitment examination for rural areas in Suxian District in the past three years. Vacancies caused by giving up assessment, job selection, inspection or qualification review, and unqualified inspection will not be filled.

4. The minimum service period of the hired personnel is 3 years, and the application for the examination or transfer to other public institutions outside the education system of Suxian District will not be approved during the service period.

5. The qualification review of candidates runs through the whole process of selection and recruitment. If it is found that the selected personnel do not meet the job conditions or the materials provided are fraudulent, once verified, the examination or employment qualification will be cancelled.
