The "March 3rd" of the Zhuang nationality is a unique and long-standing ethnic festival in Guangxi Zhuang Autonomous Region. During the "March 3rd" period, the people of all ethnic groups in Guangxi will put on festive costumes and hold grand celebrations, such as "singing to the mountains", "throwing hydrangeas", "grabbing flower cannons", "dancing bamboo poles", etc., singing and dancing, celebrating the arrival of spring together, praying for good weather and abundant harvest.
For the people of Guangxi, "March 3" is a day of national holiday carnival. The rich and colorful folk activities also attracted tourists from all over the country to participate enthusiastically and go to a cultural feast. Maritime departments in Guangxi have escorted the safety of the masses on water.
Liuzhou
Located at the junction of Guangxi, Hunan and Guizhou provinces, Fulu Township, Sanjiang Dong Autonomous County, Guangxi, is inhabited by many ethnic groups such as Dong, Miao, Yao and Zhuang. On April 11th, the annual "March 3rd" Fulu Firecracker Festival was grandly opened again, and tens of thousands of men, women and children from the neighboring ten miles and eight towns came to wade through mountains and rivers to gather on the Fulu River Beach to experience this flower-grabbing competition that has been inherited for more than 100 years and is known as "Oriental Rugby" and "Chinese-style Carnival". The fireworks festival was also included in the 2024 National Spring "Village Evening" demonstration performance.
On that day, the Fulu River Beach was full of people, the reeds were melodious, and people sang and danced on the river beach, bought and sold freely, and shuttled to and fro to connect the two sides of the river. In order to control the safety from the source, the maritime department has studied and judged in advance and conducted a full-coverage "physical examination" on the ships participating in the ferry to ensure that the ships are seaworthy and the crew members are competent.

During the "March 3rd" festival, Weizhou Island in the North Sea is a popular tourist destination for tourists. The maritime department actively carried out orderly guidance at the gangway to ensure that tourists got on and off the ship in a safe and orderly manner. They supervise the whole process with the ship, focusing on inspecting the operation of machinery and equipment, the safety management of passengers during the voyage, and illegal behaviors such as sailing under unsafe conditions and overloading of members. Inspect the job responsibilities of the crew, the level of ship operation, the meteorological and sea conditions, and the knowledge of laws and regulations, pay attention to the ideological dynamics of the crew, strengthen ideological education and guidance, and ensure that the crew is fit for duty.
Nanning
At the carnival site of the Detian Waterfall Cross-border Tourism Cooperation Zone, maritime personnel publicized the correct use of life-saving equipment, precautions for raft riding, and water travel safety knowledge to the bamboo raft crew and tourists through on-site explanations, practical demonstrations, and distribution of promotional materials, so that the majority of water practitioners and tourists from all over the world have a more comprehensive understanding of the safety risks of water travel.
