In this regard, Mr. Li and his family were very puzzled. Mr. Li said that he only used the Jingdong wireless treasure router, and did not operate PCDN in violation of regulations;What is even more unacceptable to him is that he did not receive a notice at all before the network was disconnected on the afternoon of April 7, which had a great impact on his work。
What is PCDN?
What is PCDN? Telecom analyst Fu Liang said that PCDN is a content delivery network service. For example, a movie can be cut into many small clips and stored in different PCDN devices, and when the user wants to download it, the system will automatically stitch together these clips, so that everyone doesn't have to squeeze into the same server to download.
When signing an agreement with the user, the telecom operator will clarify the scope of use, and the PCDN service needs to be approved by the state, and the user is not allowed to carry out the service without authorization.
Mr. Li told reporters that he used the Jingdong wireless treasure router to share idle bandwidth resources, and he could also obtain "Jingdou" to offset the shopping expenses of Jingdong Mall.
In this regard, the customer service of Shanghai Telecom South District Bureau replied that the Jingdong wireless treasure router was "irregular", and most of the users who were disconnected from the network were because they bought a similar router, and its built-in PCDN function was detected to have abnormal traffic.
However, JD.com's customer service did not agree with this statement, and they presented the "Compliance Management Notification Letter" to prove their innocence.
In this regard, people in the legal profession believe that the operator's "one-size-fits-all" approach is too arbitrary. For the network service of a specific brand of router user, it is not only necessary to prove that the user uses a router with PCDN function, but also to further prove that the user is "doing business activities" before further measures can be taken. Disconnecting from the internet without prior notice is inappropriate and may even constitute a breach of contract.
After several rounds of complaints, on the afternoon of April 10, Mr. Li's broadband had been dismantled and reinstalled.
