Due to the needs of public security work, the Qiantang District Branch of the Hangzhou Municipal Public Security Bureau decided to openly recruit police auxiliary personnel from the public. The relevant matters are announced as follows:

Recruitment plan

The open recruitment of 51 police auxiliary personnel, the specific positions and requirements are detailed in the recruitment plan (Annex 1), interested parties can apply for the examination in accordance with the prescribed conditions and procedures.

Scope and conditions of recruitment

(1) Have the nationality of the People's Republic of China, be over 18 years old and under 40 years old (born between April 7, 1984 and April 6, 2006);

(2) Support the leadership of the Communist Party of China, support the Constitution of the People's Republic of China, abide by national laws and regulations, and be of good character;

(3) There is no restriction on household registration;

(4) Have a college degree or above and the ability to perform the duties of the job, and some positions need to adapt to night shifts;

(5) Under the same conditions, give priority to recruiting graduates of public security or political and legal academies, personnel with professional qualifications or specialized skills required for the position, retired soldiers, activists and advanced individuals who have served as righteous and courageous, as well as the spouses and children of in-service public security people's police;

(6) The following personnel who apply for the post of service auxiliary police may have their academic qualifications relaxed to high school (technical secondary school):

  1. The surviving family members of martyrs, the surviving family members of servicemen, people's police, and auxiliary police who died in the line of duty, and the surviving family members of servicemen who died of illness;
  2. retired military personnel;
  3. Rescuers who have been transferred from the national comprehensive fire and rescue team;
  4. Righteous and courageous personnel;
  5. Other persons specified by the state and provinces.

No recruitment

In any of the following circumstances, recruitment will not be granted:

(1) Participating in illegal organizations or cults, or engaging in other activities endangering national security;

(2) The family member is serving a prison sentence or is under investigation;

(3) They have received criminal punishments or are suspected of committing a crime that has not yet been concluded;

(4) Those who have received administrative punishments for drug use, gambling, prostitution, intentional harm, picking quarrels and provoking trouble, or other such conduct;

(5) Where a lawyer's or notary's practice certificate has been revoked;

(6) They have been dismissed from public office, expelled from the military, or dismissed or dismissed due to violations of discipline or regulations;

(7) Leaving their posts without authorization before the contract period for engaging in auxiliary policing work has expired;

(8) Have a relatively serious negative personal credit record;

(9) Other situations where the state, provinces, or municipalities provide that it is not appropriate to engage in auxiliary policing work.

Recruitment Procedures

In accordance with the principles of openness, equality, competition and merit, candidates voluntarily register through online registration, qualification review, physical fitness test, written test, interview, physical examination, political assessment, publicity, employment and other procedures.

(1) Online registration

When: From now until April 14, 2024

Registration method: Scan the QR code below on WeChat and fill in the electronic registration form as required. Candidates need to ensure the authenticity and accuracy of the information submitted.

(2) On-site qualification review (on-site registration)

When: April 16-17, 2024

(9:30-11:45,14:15-16:30)

Those who have participated in the online registration can bring the original and copies of the relevant materials to the site for qualification review, and those who have not participated in the online registration can register on the spot (and provide the materials required for the qualification review at the same time).

Location: North Gate of Qiantang District Branch of Hangzhou Municipal Public Security Bureau (No. 1616, Xuelin Street, Xiasha Street, Qiantang District, Hangzhou).

Materials Required:

1. The original and 2 copies of the second-generation ID card within the validity period of the applicant;

2. Two copies of the "Registration Form for the Recruitment of Police Auxiliary Personnel of the Qiantang District Branch of the Hangzhou Municipal Public Security Bureau" (Annex 2) signed and confirmed by me;

3. The original and 2 copies of the academic certificates required for the application (graduates of domestic colleges and universities must provide the "Electronic Registration and Filing Form of Academic Certificates of the Ministry of Education" issued by the Academic Information Network; overseas students must present the certificate of foreign academic qualifications and degrees certified by the Service Center for Overseas Study of the Ministry of Education and the "Certificate of Returnees from Overseas Studies" issued by the mainland embassy abroad, and those who cannot provide it will be deemed to be unable to meet the registration conditions);

4. Two recent 1-inch bareheaded color photos;

5. A copy of my personal credit report issued by the Credit Information Center of the People's Bank of China (the deadline is April 2024, please refer to Appendix 3 for details of the online inquiry steps);

6. The original copy of the household registration book where the applicant is located, as well as two copies of the first page and page of the household registration book.

(3) Physical fitness test

The physical fitness test items are vertical jump and 1000 meters (male) or 800 meters (female), and the relevant standards are carried out with reference to the "Physical Fitness Assessment Items and Standards for the Recruitment of People's Police by Public Security Organs (Provisional)". If one of the physical fitness tests fails, the qualification to enter the next link will be cancelled.

(4) Written examination

The scope of the written test includes, but is not limited to, current affairs, politics and basic legal knowledge ("People's Police Law of the People's Republic of China", "Criminal Law of the People's Republic of China", "Criminal Procedure Law of the People's Republic of China" and "Public Security Administration Punishment Law of the People's Republic of China", etc.), and the written test score is 100 points, which is conducted in a closed-book manner.

(5) Interview

According to the written test results from high to low to determine the interview candidates (the number of job recruits in more than 10 people according to the ratio of 1:2 into the interview, the number of job recruits in less than 10 people according to the ratio of 1:3 into the interview), the interview score is 100 points, the passing score is 60 points, and the qualification for the next link is cancelled if the score is less than 60 points.

(6) Physical examinations and political assessments

After the interview, according to the written test score of 40%, the interview score of 60% is converted into a comprehensive score, sorted according to the total score from high to low, and the physical examination personnel are determined in the ratio of 1:1 of the recruitment plan (if the total score is the same, the high written test score is ranked first). Physical examination standards refer to the people's police recruitment requirements.

Political evaluation standards and procedures are to be conducted with reference to the requirements for people's police recruitment.

Those who fail to pass the physical examination or political assessment or give up will be replaced in order from high to low according to the comprehensive results of the post. If there is no suitable candidate, the position can be vacant.

(7) Publicity and employment

According to the results of the examination, the results of the physical examination and the political assessment, determine the list of personnel to be hired and publicize it to the public for 5 working days.

After the expiration of the publicity period, if there are no problems or the problems reflected do not affect the recruitment, they will be hired; if there are problems and there is evidence, they will not be hired; and if there are problems but it is difficult to verify for the time being, the employment shall be suspended, and the decision on whether to hire will be made after the investigation and conclusion is made.

Personnel who meet the employment conditions shall be subject to unified and centralized training in accordance with relevant regulations. After receiving the employment notice, candidates must report within the specified time, and those who are overdue without a legitimate reason will be disqualified.

Miscellaneous

(1) The hired personnel shall sign a labor contract in accordance with the current regulations, and the first term of the contract shall not be less than 5 years, and the probation period shall be 6 months. Those who pass the probationary period shall go through the formalities of regularization in accordance with the regulations; those who fail to pass the probationary period shall terminate the labor contract in accordance with the regulations. Wages and benefits are managed hierarchically, and "six insurances and one housing fund" are paid.

(2) This open recruitment does not specify teaching materials and does not set the examination syllabus, and does not hold or entrust any institution to hold a counseling and training course for the staff recruitment examination.

(3) The application information and materials submitted by the applicants shall be true, accurate and valid, and shall be consistent with the original documents (certificates) such as ID cards, household registration booklets, academic (degree) certificates, qualification certificates and other relevant documents. Those who provide false application materials will be disqualified from applying for the examination and employment. The qualification review runs through the whole process of recruitment, and if it is found that the applicant is not allowed to apply for the examination or does not meet the qualification conditions for the examination, the recruiting unit can cancel his examination or employment qualifications.

(4) The open recruitment of shortlisted candidates for interviews and qualified results but not finally hired, according to the comprehensive results from high to low ranking to establish a talent pool, such as the subsequent absence of similar recruitment positions, can be selected from the reserve for recruitment, if there is no suitable candidate, the quota can be vacant. The reserve is valid from the date of the announcement of the proposed recruitment to the date of the next police auxiliary personnel recruitment announcement, and within 6 months.
