The Xifanping area is a key area for fruit tree planting in Longcheng Town, which started early and has a large scale. In recent years, affected by multiple factors, the fruit trees in the region have aged seriously, the economic benefits have declined significantly, and structural adjustment is imminent. On the basis of full investigation, the town party committee and the town government suggested that Xiguan Village should revitalize land resources, develop and expand the village collective economy through the implementation of old orchard renovation in the area, and promote the adjustment of the town's industrial structure through demonstration. The "two committees" of Xiguancun held a mass meeting to discuss this plan. After obtaining the unanimous consent of the masses, the work of digging old fruit trees, leveling plots, and planting winter flowers was immediately launched. The adjustment of the industrial structure has solved the problem of serious aging of fruit trees caused by multiple factors, a significant decline in economic benefits, and a narrow bottleneck of channels for increasing the income of the masses, and at the same time effectively promoted the development of the village collective economy.

Adopting the development model of "Party Branch + Joint-stock Economic Cooperative + Company + Base + Farmers", the two villages of Xiguan and Longquan are collectively responsible for land circulation, and an agreement is signed with Qin'an County Agricultural Development Company, and the County Agricultural Development Company provides services for farming and planting on behalf of the collection and sales, and Shangyuan Village Agricultural Machinery Association provides large-scale machinery. Through the cultivation of leading enterprises, the alliance has established a complete industrial chain of Chinese herbal medicine planting, harvesting, processing and sales of 2,000 acres of Chinese herbal medicine bases such as Beishan and Sipingshan, so as to promote the sustainable and healthy development of the town's Chinese herbal medicine industry and help rural revitalization.
