In order to further increase the recruitment of talents and enhance the talent guarantee of the institutions affiliated to the Ordos High-tech Industrial Development Zone, according to the relevant provisions of the "Notice on Printing and Distribution<鄂尔多斯市事业单位引进高层次人才和急需紧缺专业人才实施办法>" (Erdos Shefa [2023] No. 60), the Ordos High-tech Industrial Development Zone plans to openly introduce 15 professionals in short supply to the society. The relevant matters are hereby announced as follows:

First, the introduction plan

Second, the introduction of objects and conditions

(1) Basic conditions

1. Have the nationality of the People's Republic of China.

2. Abide by the Constitution of the People's Republic of China and laws, and support the leadership of the Communist Party of China and the socialist system.

3. Consciously forge a strong sense of community for the Chinese nation and maintain national unity and progress.

4. Have good conduct and professional ethics, high professional ability or skill level, work ability and physical condition to meet the requirements of the post.

(2) Qualifications

1. Academic degree requirements: Obtain a master's degree or above in the national education sequence, and fresh graduates must obtain the corresponding academic degree certificate before July 31, 2024.

2. Age requirements: As of the date of this announcement, the age of master's students is not more than 35 years old (including 35 years old), and the age of doctoral students is relaxed to 40 years old.

3. Professional requirements: meet the disciplines and professional requirements listed in the "2024 Public Introduction of Shortage of Professional Talents in Public Institutions of Ordos High-tech Zone".

4. Have other qualifications required by the introduction position.

(3) In any of the following circumstances, it is not included in the scope of this introduction:

1. Persons who constitute a recusal relationship after being introduced;

2. Persons who have previously received criminal punishment for crimes, or who have been expelled from public office or the Party, or who have been lawfully listed as targets of joint disciplinary action for untrustworthiness;

3. Persons who have not yet been lifted from Party discipline or governmental sanctions, or who are under review and investigation, and persons suspected of violating the law or committing crimes, who are under judicial investigation and have not yet reached a conclusion;

4. Persons who have been found to have committed fraud or other serious violations of recruitment (hiring) discipline in the recruitment of civil servants or public recruitment by public institutions, and who are within the period of prohibition from examination;

5. Active-duty military personnel;

6. Employees of organs and institutions who have not yet completed the minimum period of service during the probationary period; in-service civil servants and formally employed personnel of public institutions in party and government organs at all levels in Ordos City; in-service civil servants and formally employed personnel of public institutions in former party and government organs who have left Ordos City for less than one year;

7. Persons in other circumstances that laws and regulations provide must not be hired as staff of public institutions.

3. Procedures for the introduction of procedures

(1) Registration

1. Registration time: Registration starts at 9:00 on April 22, 2024, and the registration deadline is 17:30 on April 26, 2024.

2. Registration method: registration is carried out by online registration, all eligible candidates can log on to the official website of Ordos Human Resources and Social Security Bureau (http://rsj.ordos.gov.cn), click on the "personal login" in the "Ordos Personnel and Talent Public Service Hall", click on "Talent Introduction Registration" after registration, fill in personal information as required, and upload scanned copies of the following materials:

(1) Second-generation ID card;

(2) Recent 2-inch digital color photos without hats, the upload format of digital color photos is: jpg, size: below 100kb, width 400 pixels, height 600 pixels;

(2) Preliminary examination of qualifications

The preliminary examination of qualifications will be carried out simultaneously with the registration work, and the deadline for preliminary examination of qualifications will be 17:30 on April 30, 2024. The high-tech zone will conduct a preliminary examination of qualifications according to the relevant registration materials received by the registration system, and feedback the results of the preliminary examination of qualifications through the registration system. Applicants must be responsible for the authenticity of the information filled in and the relevant information provided. Those who fail to pass the examination due to failure to submit materials, information or incomplete materials, or incorrect information shall be responsible for the consequences; those who provide false information or materials will be disqualified once verified.

(3) Examination

There is no opening ratio for this talent introduction, and the minimum passing score line is delineated. The examination is divided into performance evaluation, written test + interview, and structured interview. The examination form of the personnel applying for the professional and technical post 1 is performance evaluation, the examination form of the personnel applying for the professional and technical post 2, the professional and technical post 3 and the professional and technical post 4 is written examination + interview, and the examination of other positions is carried out in the form of structured interview. Those who fail to participate in the performance appraisal or written examination and interview as scheduled shall be deemed to have automatically given up their qualifications for talent introduction.

1. Performance evaluation: A performance evaluation expert group composed of industry experts will conduct a comprehensive evaluation of the applicant's educational experience, academic level, scientific research ability and job fit according to the performance evaluation materials provided by the applicants, and give specific scores and expert review opinions, with a full score of 100 points and a minimum qualified score of 60 points.

2. The written test + interview does not delineate the scope of the examination. The written test focuses on testing the professional ability and comprehensive application ability that candidates need to have, with a full score of 100 points, and the minimum passing score line is 60 points, which is carried out in a closed-book manner. From the candidates whose written test scores reach the minimum qualified score line, the scope of interviewers shall be determined according to the ratio of the written test scores from high to low and the number of people planned to be introduced for each position at 1:3, and the candidates who have tied scores at the end and exceed the ratio of 1:3 will enter the interview range together, and if the number of people whose written test scores reach the minimum qualified score line is less than 1:3, the scope of interviewers shall be determined according to the actual number. The interview will be conducted in a structured interview with a maximum score of 100 points, and the minimum passing score is 60 points. Examination score = written test score ×60% + interview score ×40%, the total score is kept to two decimal places, and the third digit is rounded.

3. The full score of the structured interview is 100 points, and the minimum passing score is 60 points. It mainly examines the candidates' professional quality, language skills, image and demeanor.

The written test and interview must be answered in the national common language and script, and those who do not answer according to the requirements will be dealt with as zero points. After the completion of the examination, from among the candidates who have reached the minimum qualified score line, according to the order of the examination results from high to low, the scope of personnel who will enter the qualification review will be determined according to the number of post introduction plans. If there is a tie for the last position of the same position and exceeds the number of plans for the introduction of the position, an additional interview will be organized, and the higher score of the additional test will be reviewed. The results of the examination will be published on the websites of the Ordos Municipal Human Resources and Social Security Bureau and the Ordos High-tech Industrial Development Zone.

(4) Qualification review

Within 5 working days after the announcement of the examination results, the Ordos High-tech Zone will notify the personnel who have entered the scope of qualification review by telephone, and the personnel who have entered the scope of qualification review shall bring relevant materials to the Party and Mass Work Department of the High-tech Zone (Office 607 of Ordos High-tech Industrial Development Zone) for qualification review within the specified time. Those who fail to participate in the qualification review within the specified time shall be deemed to have automatically given up their qualifications for talent introduction.

Materials required for qualification review:

1. The original and 1 copy of the second-generation ID card;

2. Fresh graduates should provide the original and photocopy of the online verification report of the Ministry of Education, and the original and photocopy of the master's or doctoral graduation certificate, degree certificate, electronic registration and filing form of the Ministry of Education's academic certificate or the Chinese higher education qualification certification report for non-fresh graduates.

Candidates must be responsible for the authenticity of the information filled in, the documents provided and the relevant materials. Those who fail to pass the review due to failure to provide materials as required, inconsistent with the registration information, concealment of important information or provision of false supporting materials, etc., will be disqualified from participating in the follow-up links.

If there is a vacancy due to the failure of the qualification review or the personal abandonment of the candidate, among the candidates who have reached the minimum qualified score line, they will be filled in equal amounts according to the examination results from high to low, and each position will only be filled once.

(5) Physical examination and inspection

Personnel who have passed the qualification review shall be determined in equal amounts according to the actual number of plans introduced into the post. The physical examination and inspection work shall be organized and implemented by the Party and Mass Work Department of the High-tech Zone.

The physical examination shall be carried out in a designated medical institution, and the items and standards of the physical examination shall be implemented in accordance with the provisions of the General Standards for Physical Examination for Civil Servants (Trial) and the Operation Manual for Physical Examination for Civil Servants (Trial), and shall be completed within 15 days after the notice of physical examination is issued. If a re-examination is required according to the regulations, a re-examination shall be organized in other hospitals, and the results of the re-examination shall prevail. If the candidate fails to participate in the physical examination on time without a legitimate reason, fails the physical examination, or falsifies the physical examination results during the physical examination, the introduction qualification will be cancelled.

According to the State Civil Service Bureau's "Notice on Doing a Good Job in the Recruitment and Inspection of Civil Servants" (Guo Gong Bureau Fa [2013] No. 2), in accordance with the requirements of the introduction of posts, the candidates' morality, ability, diligence, performance, integrity and other conditions and their adaptability to the introduction of posts are comprehensively investigated, and their files are consulted, and they are subject to political review. The results of the inspection will be used as one of the bases for determining the candidates. When the object of the inspection has any objection to the inspection results, the Party Working Committee of the High-tech Zone will review and make a review conclusion. If it is found that the subject of the inspection has any circumstances that affect the employment, the introduction qualification will be cancelled. Candidates should submit the personnel files and related materials required for the inspection within 20 days after the inspection notice is issued, and the candidates who fail to pass the inspection or give up automatically will be disqualified.

If there is a vacancy due to unqualified physical examination and inspection or giving up halfway, from among the candidates who have reached the minimum qualified score line, they will participate in the physical examination and inspection in equal amounts according to the examination results from high to low, and only one time will be made up for the same post physical examination and inspection link.

(6) Publicity and employment

According to the results of the examination, physical examination and inspection, the candidates to be introduced are determined by the meeting of the Party Working Committee of the High-tech Zone, and the candidates to be introduced are listed on the Ordos Party Building Network (http://www.ordosdj.gov.cn/), the website of the Ordos Human Resources and Social Security Bureau (http://rsj.ordos.gov.cn), and the website of the Ordos High-tech Industrial Development Zone (http://gxq.ordos.gov.cn) The publicity period is 5 working days. During the publicity period, it is subject to social supervision, and the supervisor and whistleblower should reflect the problem truthfully with their real name and provide necessary investigation clues. If there are serious problems and there is solid evidence, the qualification for introduction will be revoked; for those that have serious problems but it is difficult to verify or deny for the time being, the introduction will be postponed, and the decision on whether to introduce them will be made after the investigation and conclusion is made.

Before the issuance of the talent introduction and employment documents, if the candidates are hired as civil servants or hired to other institutions through open recruitment, etc., resulting in vacancies, they will not be filled.

The probationary period system is implemented for the introduction of talents. The probationary period is 12 months for newly hired personnel who are employed for the first time, and for other hired personnel, it is generally not more than 3 months, and under special circumstances, it can be extended, but not more than 6 months. Those who pass the examination at the end of the probationary period shall be formally employed; those who fail to meet the requirements shall be cancelled.

5. Other matters

(2) The Discipline Inspection and Supervision Working Committee of the High-tech Zone shall supervise the whole process of talent introduction.

8. Fresh graduates fail to obtain graduation certificates and degree certificates as scheduled;

9. Other violations of relevant recruitment regulations.

(4) Strictly implement the recusal system. Persons who need to be recused in accordance with the regulations must be recused. Depending on the severity of the circumstances, the staff members who violate the relevant discipline will be given criticism and education up to disciplinary punishment.

(5) The unfinished matters shall be implemented in accordance with the relevant policies of the Inner Mongolia Autonomous Region and Ordos City for the introduction of talents.
