The National Development and Reform Commission's feasibility study and approval means that the preliminary work of the Jingling Reservoir Project in Zhejiang Province has taken a crucial step and is about to enter the implementation stage. It is also the only large-scale reservoir in Zhejiang Province that has been submitted to the state for approval during the 14th Five-Year Plan period. As the reservoir project with the largest reservoir capacity in the province in recent years, Jingling Reservoir is an important "node" project of Zhejiang water network and even the Yangtze River Delta water network, which can form a joint dispatch with Qincun Reservoir and Tangpu Reservoir, which will improve the flood control and water supply system in eastern Zhejiang, especially Shaoxing, Ningbo and other places, and promote the high-quality development of regional economy and society.

Jingling Reservoir Project is located in Dagunian Village, Jingling Town, Xinchang County. As early as 1952, Zhejiang had a plan to build a reservoir here, but it has been shelved due to the scale of immigration and the lack of funds. "Jingling Reservoir is the last large-scale reservoir in the Cao'e River basin that has been planned but not built, and it is also a major control 'upper storage' project that Zhejiang has wanted to do for many years but has not done. The Cao'e River is the largest tributary of the Qiantang River, with a basin area of 6,080 square kilometers. In 2019, affected by Super Typhoon No. 9 "Lekima", the direct economic losses of Xinchang County and Shengzhou City reached 340 million yuan. In the past three years, the eastern part of Zhejiang has suffered from spring drought for consecutive years, and Shaoxing City has issued a total of more than 10 responses to drought resistance level III and above, and the restrictive water supply has lasted for more than 100 days, directly affecting the drinking water safety of 4 million people.
As a "big water tank" in eastern Zhejiang, once the Jingling Reservoir is completed, it can completely solve the historical problem of substandard flood control in the middle and lower reaches of the main stream of the Cao'e River, and make up for the shortcomings of the flood control project in the basin. By reducing the water level of the main stream of the Cao'e River, the drainage time of the Yaojiang West Drainage Project, an important hub of water diversion in eastern Zhejiang, can be effectively extended by about 15 hours, further improving the flood control and drainage capacity of eastern Zhejiang, and providing more powerful water security for 4 million residents in Shaoxing and 1.5 million urban and rural residents in Cixi, Ningbo.

The land acquisition scope for the construction of the Jingling Reservoir Project involves 10 administrative villages in Jingling Town, Xinchang County, with a relocated population of about 12,000 people, about 14,000 mu of land expropriated, and about 790,000 square meters of houses demolished.
