Mainland buildings and municipal infrastructure equipment will be updated in an orderly manner
The Ministry of Housing and Urban-Rural Development recently issued the "Implementation Plan for Promoting the Renewal of Construction and Municipal Infrastructure Equipment", which requires residential elevators, water supply, heating, gas supply, sewage treatment, sanitation, urban lifeline projects, and building energy-saving renovation as the focus to promote the renewal of building and municipal infrastructure equipment by category.
The implementation plan is clear, all localities should take large-scale equipment renewal as an opportunity to speed up the industry to make up for shortcomings, upgrade, improve quality and efficiency, and improve the overall level of construction and municipal infrastructure equipment. By 2027, the equipment with backward technology, not meeting the relevant standards and specifications, and not meeting the standards of energy conservation and environmental protection will be updated and transformed as planned.
According to the person in charge of the relevant departments and bureaus of the Ministry of Housing and Urban-Rural Development, the key tasks of building and municipal infrastructure equipment renewal are divided into ten categories, including the renewal of old residential elevators, the installation of elevators in existing residences, the renewal of water supply facilities and equipment, the renewal of sewage treatment facilities and equipment, the renewal of heating facilities and equipment, the standardization and renewal of liquefied petroleum gas filling stations, the construction of urban lifeline projects, the renewal of sanitation facilities and equipment, the renewal of building construction equipment and the energy-saving transformation of buildings.
In terms of supporting policies, the implementation plan requires that fiscal and taxation policies be improved, financial support will be provided, the fee and price mechanism will be improved, the implementation standards will be improved, and the factor guarantee will be strengthened. Appropriate support will be provided to the renewal of relevant equipment that meets the requirements through funding channels such as investment in the central budget. The central government will provide certain interest discount support for bank loans that support the renewal of construction and municipal infrastructure equipment and meet the conditions for re-loan reimbursement. Guide all localities to establish and improve mechanisms for dynamic adjustment of prices and charging standards for water supply, heat supply, sewage and garbage disposal.
