Since the 18th National Congress of the Communist Party of China, the aviation industry has firmly grasped the primary task of high-quality development, comprehensively promoted reform and innovation and party building, and explored and laid the foundation for the development of new quality productivity.

Focus on the construction of aviation equipment and develop new quality productivity. Facing the two major markets, we will develop and produce advanced aviation equipment and create a growth pole for new quality productivity and new quality combat effectiveness. The first is to focus on the primary responsibility of "strengthening the army" and strengthen the construction of aviation weapons and equipment. The third is to gather momentum in the international market and strategic emerging industries, and cultivate and expand new economic growth points. We will accelerate the high-level opening up to the outside world, successfully hold the Air Silk Road International Aviation Cooperation Forum, and make greater efforts to promote the export of domestic aviation equipment. Guidance on the development of strategic emerging industries has been issued, and 17 units have been rated as specialized and new "little giant" enterprises.

Empower the development of new quality productivity with "three firsts". Adhere to the important thesis of "three firsts" of science and technology, talent and innovation, vigorously promote aviation science and technology innovation, cultivate aviation talent team in the new era, and constantly shape and develop new momentum and new advantages. The first is to strengthen top-level planning and promotion. The "30 Innovation Decisions" of the Party Group of the Group were introduced, the five major actions of innovation and nine major scientific and technological projects were fully implemented, and the "construction drawings" of aviation scientific and technological innovation were drawn. Give full play to the role of enterprises as the main body of innovation, create an orderly and efficient innovation platform system, promote cross-industry, cross-institutional, and all-factor collaborative innovation, and build a number of national-level innovation platforms for major projects, major tasks, and major needs. In 2023, the National High-end Aviation Equipment Technology Innovation Center, the first national innovation center in the field of defense innovation in mainland China, will be officially unveiled in Chengdu. The fourth is to gather and activate the first resource of talents. First, it is necessary to comprehensively complete the reform tasks at all stages. In 2022, it successfully completed the three-year action of state-owned enterprise reform, ranked fifth in the assessment of the State-owned Assets Supervision and Administration Commission, and all 7 "Double Hundred Enterprises" and "Science and Technology Reform Enterprises" were rated as benchmarks or excellent, and the mixed reform was rated second. In 2023, the party group decision to build a world-class enterprise will be promulgated, and the implementation plan for deepening and upgrading the reform will be formulated. The second is to improve the corporate governance structure. Adhere to the "two consistent", vigorously strengthen the party building, integrate the party's leadership into all aspects of corporate governance, and continue to provide political, ideological and organizational guarantees for reform and development. In 2023, the high-quality party building project of the aviation industry in the new era will be released and implemented, and the engineering system architecture of "one core guidance, one top-level planning, two party group decisions, and two operating mechanisms" will be upgraded. The third is to realize the optimization and upgrading of the product industry structure. Adhere to the development of the main business, withdraw from the non-main business, the business of the whole group covered by the industrial areas from more than 70 to 27, reduce the number of enterprises by thousands, recover hundreds of billions of yuan, the management level of the enterprise is generally compressed from the initial seven or eight levels to the current four levels, and the product industry structure is more optimized. The aviation industry will accelerate the formation of new quality productive forces with aviation characteristics and have a wide and revolutionary impact on the economy and society, and effectively fulfill its mission.

Accelerate the promotion of high-level self-reliance and self-improvement in aviation science and technology. We will implement the new national system in an all-round way and cultivate new momentum for the development of new quality productivity. The first is to build a complete and effective systematic and distributed scientific and technological innovation system. Implement the "Qingyun Project", build a digital innovation headquarters base, open up a new track for scientific and technological development, and build a "leading goose" in aviation scientific and technological innovation; give full play to the role of various innovation subjects, increase diversified and independent investment, improve scientific and technological investment and evaluation mechanisms, build and strengthen various innovation consortiums, establish substantive industry-university-research alliances, and build a new innovation-driven model. The second is to accelerate breakthroughs in core and key technologies. We will resolutely fight the battle of key core technologies, continue to enhance our original innovation capabilities, and strengthen the supply of forward-looking technologies. The third is to accelerate the creation of a source of original technology. Focusing on key fields such as aviation equipment, civil aircraft industry, and industrial software, we will build a source of aviation original technology, and enhance the ability of original technology demand traction, source supply, resource allocation, and transformation and application in the whole life cycle of the aviation industry.

Accelerate the construction of a modern aviation industry system. Focusing on the development of new quality productive forces, we will develop the aviation industry chain and build a modern aviation industry system. The first is to cultivate and expand emerging industries. Facing the main battlefield of the national economy, we will comprehensively promote the development of large aircraft, regional aircraft, general aircraft, helicopters and airborne industries. We will further implement the three major special projects of aviation industrialization, build a world-class helicopter enterprise, accelerate the development of the large aircraft industry, and build a modern airborne industry group. Actively develop emerging industries such as artificial intelligence and unmanned aerial vehicles, and compete for the development of low-altitude economy and other businesses. The second is to lay out and build future industries. Focusing on the national strategic direction, we will actively undertake the action plan for the future industry of central enterprises, cultivate start-up enterprises, make breakthroughs in key technologies in the fields of quantum metrology, nanomaterials, laser manufacturing, etc., and explore technical fields such as the metaverse, brain-like intelligence, and biological intersection, so as to enhance the core competitiveness of the aviation industry. The third is to transform and upgrade traditional industries. Actively adopt the application and support capabilities of green, low-carbon, digital, networked, and intelligent technologies in traditional advantageous industries, promote centralized data collection, management, sharing, and empowerment, accelerate transformation and development, and improve quality, efficiency, and market competitiveness.

Comprehensively deepen the reform of state-owned enterprises. Guided by the national strategy, focusing on improving core competitiveness and enhancing core functions, we will strive to break through the blocking points. The first is to improve the organizational structure of the group. Strengthen the core functions of the group headquarters to strategically lead, drive innovation, and efficiently empower, build a modern high-tech industrial group with international competitiveness, and create a number of specialized leading enterprises with market competitiveness in subdivided fields, so as to form a new model of systematic innovation-driven development. The second is to improve the efficiency of state-owned capital allocation. We will unswervingly strengthen and specialize, concentrate resources to become stronger, better and bigger aviation, and give full play to the "three roles" of scientific and technological innovation, industrial control and safety support. The third is to deepen various special reforms. With the reform of state-owned capital investment companies as a pilot, we will do special reforms such as the "Double Hundred Action" and "Science and Technology Reform Action". Fourth, improve the modern enterprise system with Chinese characteristics.
