Key points of environmental inspection

  First, environmental protection policy

  1. Comply with the national industrial policy and local industry access conditions, and meet the relevant requirements for eliminating backward production capacity.

  2. Strictly implement the environmental impact assessment system and the "three simultaneous" system.

  3. Apply for a pollutant discharge permit in accordance with the law, and discharge pollutants in accordance with the content of the permit.

  Second, the production environment of the factory

  1. According to the actual situation, the ground of the production workshop shall take corresponding anti-seepage, anti-leakage and anti-corrosion measures, and the workshop shall implement dry and wet separation, and the factory must fully implement the "two modernizations", that is, the hardening of the road site and the greening of other areas.

  2. There is no leakage phenomenon in the production site, and the environment is clean and orderly.

  3. The ground of the tank farm and the general waste collection site should be hardened and impermeable, and a cofferdam should be built around it, and rainproof measures should be taken for the general waste collection site.

  4. All kinds of pipelines in the plant area are set up clearly, and the pipeline layout should be clearly installed and concentrated in rows or columns along the wall or column, and laid in parallel overhead.

  3. Wastewater management

  1. Implement rain and sewage diversion. The initial rainwater collection tank should meet the volume requirements of the initial rainfall; the workshop with wastewater generation shall establish a wastewater collection tank respectively, and the collected sewage shall be sent to the total wastewater collection pool of the enterprise through the closed pipeline laid overhead; the cooling water shall be recycled through the closed pipeline laid overhead; the rainwater collection system shall adopt open ditch; all ditches and pools shall be poured with concrete, and there shall be anti-seepage or anti-corrosion measures.

  2. Disposal of production wastewater and initial rainwater. Enterprises that treat and discharge wastewater by themselves should establish wastewater treatment facilities that are compatible with their production capacity and types of pollutants, and the wastewater treatment facilities should operate normally and be able to discharge up to the standards; enterprises that take over wastewater should establish pretreatment facilities that are compatible with their production capacity and types of pollutants, and the pretreatment facilities should operate normally and be able to stably meet the standards for taking over; enterprises entrusted with the disposal of wastewater should sign agreements with qualified units, complete the procedures for examination and approval, and establish an entrusted disposal account.

  3. Disposal of domestic sewage. Enterprises that have the conditions to take over must take over the domestic sewage into the sewage treatment plant for treatment, and those that do not have the conditions for taking over must be treated according to the specifications.

  4. The discharge port is set. In principle, each enterprise is only allowed to set up one sewage outlet and one rainwater outlet, and set up sampling monitoring wells and signs. The sewage discharge port should meet the requirements of standardized remediation, so as to achieve "one obvious, two reasonable, and three convenient", that is, the environmental protection sign is obvious, the sewage outlet is set reasonably, the sewage discharge destination is reasonable, it is convenient to collect samples, it is convenient to monitor and measure, and it is convenient for public participation and supervision and management.

  Fourth, waste gas management

  1. Each production enterprise should select a mature and reliable waste gas treatment process route after comprehensive analysis according to the amount of waste gas generated, the composition and nature of pollutants, temperature, pressure and other factors.

  2. For high-concentration organic waste gas, condensation (cryogenic) recovery technology, pressure swing adsorption recovery technology and other organic compounds in the waste gas should be used to recover and utilize the organic compounds in the waste gas, and then other treatment technologies should be used to achieve the standard discharge.

  3. For medium concentration organic waste gas, the organic solvent should be recovered by adsorption technology or purified by thermal incineration technology and discharged up to the standard.

  4. For low-concentration organic waste gas, adsorption technology should be used when there is recovery value, and adsorption concentration combustion technology, regenerative thermal incineration technology, biological purification technology and other treatment standards should be used when there is no recovery value.

  5. The odorous gas can be purified and discharged by microbial purification technology, low-temperature plasma technology, adsorption or absorption technology, thermal incineration technology, etc., without affecting the surrounding sensitive protection targets.

  6. In principle, chemical enterprises with continuous production should adopt the method of recycling or incineration of combustible organic waste gas, and chemical enterprises with intermittent production should adopt incineration, adsorption or combined process treatment.

  7. Dust exhaust gas should be treated by bag dust removal, electrostatic dust removal or a combination process with bag dust removal as the core. Priority should be given to clean energy and efficient purification processes for industrial boiler and kiln exhaust gases, and to meet the requirements for reducing major pollutants.

  8. The height of the exhaust cylinder should be set according to the requirements of the specification, the height of the exhaust cylinder shall not be less than 15 meters, and the height of the hydrogen cyanide, chlorine and phosgene exhaust cylinder shall not be less than 25 meters. The inlet and outlet of the end treatment should be equipped with sampling ports and facilities to facilitate sampling, and the number of exhaust cylinders of the enterprise should be strictly controlled, and the exhaust cylinders of the same kind should be combined.

  5. Noise management

  Enterprises should choose equipment with low vibration and low noise as much as possible, and the noise emission should meet the requirements of the "Environmental Noise Emission Standard for Industrial Enterprises" (GB 12348-2008).

  6. Solid waste management

  1. Hazardous wastes are collected and stored according to their characteristics.

  2. The ground of the hazardous waste storage site should be hardened, with measures to prevent rain, dispersion and leakage, and the leachate enters the collection pool through the diversion tank.

  3. Hazardous waste warning signs should be set up in hazardous waste storage sites, and obvious signs of hazardous waste should be set up on hazardous waste containers and packaging bags.

  4. Establish a hazardous waste management account, truthfully record the storage, utilization and disposal of hazardous waste, formulate a hazardous waste management plan and report it to the District Environmental Protection Bureau for the record, declare and register hazardous waste, and truthfully declare the type, amount, flow, storage, disposal and other relevant information of hazardous waste.

  5. Hazardous wastes shall be entrusted to units with corresponding hazardous waste management qualifications for use and disposal, and the system of approval and transfer of hazardous waste transfer plans shall be strictly implemented.
