Limited space

Article 3 of the newly implemented Regulations on the Safety Management of Limited Space Operations of Industry and Trade Enterprises (Order No. 13 of the Ministry of Emergency Management) in 2024:

Limited space refers to a space that is enclosed or partially enclosed, is not designed as a fixed workplace, and can be entered by personnel, and is likely to cause the accumulation of toxic, harmful, flammable and explosive substances or insufficient oxygen content.

It is worth noting that the new compilation replaces the Interim Provisions on the Safety Management and Supervision of Limited Space Operations of Industry and Trade Enterprises (repealed), the second of which is:

Limited space refers to the space that is closed or partially enclosed, relatively isolated from the outside world, with narrow entrances and exits, where workers cannot work for a long time, and where natural ventilation is poor, which is easy to cause the accumulation of toxic and harmful, flammable and explosive substances or insufficient oxygen content.

Through comparison, we found that the new standard will be "relatively isolated from the outside world, the entrance and exit are relatively narrow, the operator can not work for a long time, and the natural ventilation is poor", therefore, whether the entrance and exit are restricted, whether the personnel can work for a long time, and the natural ventilation is poor, no longer as a limited space limitation, more emphasis is placed on the closed or semi-enclosed, easy to cause toxic and harmful, flammable and explosive substances accumulation or lack of oxygen space.

Confined space

Confined space is a term often mentioned in the hazardous chemical industry, which comes from Article 3.5 of the Safety Code for Special Operations of Hazardous Chemical Enterprises GB30871-2022.

Confined space refers to closed and semi-enclosed facilities and places with restricted access, poor ventilation, flammable and explosive, toxic and harmful substances or lack of oxygen, which pose a threat to the health and life safety of entering personnel.

The confined space is mainly "closed and semi-enclosed facilities and places that may contain flammable, explosive, toxic and harmful substances or lack of oxygen, which pose a threat to the health and life safety of the people entering the space".

The frequent occurrence of accidents in confined spaces has proved time and again that the dangers mainly come from the accumulation of toxic and harmful gases, flammable and explosive gases, as well as various risks caused by the lack of oxygen.

What is the difference

A confined space is usually a place that is limited in size, capacity, or scope of use, and such a space may have specific safety or operating procedures. Confined spaces, on the other hand, focus on spaces that indicate safety risks or special management requirements, especially terminology used in sensitive areas such as hazardous chemicals.

Although the two phrases may seem subtle on paper, they represent specific concepts of work and safety in different industries and contexts. In the industry and trade, the expression "confined space" tends to be used, while in the hazardous chemicals industry, it is more customary to refer to it as "confined space".

What is the connection

Both confined and confined spaces emphasize the potential hazards to those who enter, and in this sense, they are similar in meaning.

In fact, there is no need to pay too much attention to the title, the key is to identify whether there is a possibility of injury due to the characteristics of the space itself in the process of space operation, so as to determine whether it is a limited space or a confined space.
