On the morning of April 9, Pingchao Town held a meeting to announce the appointment order of political instructors of the People's Armed Forces Department. Zhang Xiaozhong, member of the Standing Committee of the Tongzhou District Party Committee and Minister of the District People's Armed Forces Department, Wu Jiajia, Secretary of the Party Committee of Pingchao Town, all middle-level cadres of the town organs, special military cadres of the Town People's Armed Forces Department, heads of the general party branches of each village (community), and militia battalion commanders attended the meeting. The meeting was presided over by Li Gang, member of the Party Committee of Pingchao Town and Minister of the People's Armed Forces Department of Pingchao Town.
Chinese Zhang Xiaozhong, member of the Standing Committee of the Tongzhou District Party Committee and director of the District People's Armed Forces Department, read out the order of the political instructor of the People's Armed Forces Department of Pingchao Town and issued a certificate.
Wu Jiajia, Secretary of the Party Committee of Pingchao Town and the new political instructor of the People's Armed Forces Department of the town, made a statement:
"The party's management of the armed forces is a fine tradition of our party and a political system that must be upheld. Today, I am very grateful to Minister Zhang Xiaozhong for making a special trip to our town from his busy schedule and appointing me, which is the trust and test of the Party Committee of the District People's Armed Forces Department, and I feel a great responsibility and a glorious mission. He said that in the future work, we will adhere to the guidance of the ideology of socialism with Chinese characteristics in the new era and the idea of strengthening the army, fully understand the importance of the armed work in the new period, and actively manage and grasp the armed forces in accordance with the deployment requirements of the higher authorities, closely integrate economic construction with national defense construction, reform and development, stability and armed work, and unite the new joint force of the armed forces at the grassroots level.

Pingchao Town is the main battlefield of economic construction, the main position of industrial development, and the main force of high-quality development in the region. In recent years, the party committee and government of Pingchao Town have attached great importance to the armed work, actively supported the construction of the armed forces, and formed a good situation in which development and strengthening the armed forces go hand in hand. Second, the work of the people's armed forces has been fruitful. Third, the building of national defense reserve forces has been vigorously promoted.
Zhang Xiaozhong put forward four requirements:
First, it is necessary to improve the political position and manage the armed forces. It is necessary to strengthen political guidance, strengthen high-level co-ordination, and strengthen the implementation of the system. Second, we must focus on the country's mobilization and reinforcement of the armed forces. It is necessary to pay close attention to the building of the militia, to the training of actual combat readiness, to respond to emergencies, and to recruit for military service.
Third, we must adhere to integration, innovation, and rejuvenating the armed forces. On the one hand, we should pay attention to the integration of military and civilian, and on the other hand, we should pay attention to innovation-driven.
Fourth, we must do a good job of supporting both sides, building together, and promoting the armed forces. Town party committees and town governments should vigorously support the building of armed forces, work together between the military and the local government to resolve contradictions and difficulties, and create a strong atmosphere of respecting the army and advocating martial arts and loving national defense.
