According to Hainan Province's "Latest Work Tips on the Filing of Micro-short Dramas", micro-short dramas will be divided into 3 categories according to the investment amount:
1. "Key micro-short dramas" (in line with special themes, with a total investment of 1 million yuan or more, mainly promoted by long and short video platforms or recommended for broadcast on the first page of the homepage of each terminal, voluntarily declared according to key micro-short dramas, etc.) are still to be declared for planning and filing and review of finished films according to the original channel (unified filing and publicity management by the State Administration of Radio, Film and Television).
2. "Ordinary micro-short dramas" (with a total investment of 300,000 yuan (inclusive) - 1 million yuan and not recommended by key points) shall be declared on the "Online Audio-visual Program Filing System" of the State Administration of Radio, Film and Television, and the provincial bureau will conduct the planning and filing review and complete the film review (the website of the system is: http://117.134.1.55:9034/).
3. For "other micro-short dramas" (with a total investment of less than 300,000 yuan and not recommended by key points), the online audiovisual platform that broadcasts or directs or pushes it is to perform the duties of content management, is responsible for content review and copyright verification, and regularly reports the review of repertoire information to the local provincial-level radio and television department for the record.
To put it simply, the national radio and television management key micro-short dramas, the provincial radio and television management ordinary micro-short dramas, and other micro-short dramas with an investment of less than 300,000 yuan in the platform management.
In addition, the document specifically pointed out that the State Administration of Radio, Film and Television will review the completed films for the first recommended micro-short dramas on the first screen of the platform's homepage. For major and special themes, the review requirements shall be implemented in accordance with the relevant co-review work mechanism. The producers, streamers, promotion platforms, and broadcast platforms of micro-short dramas must review and check the publicity and promotion content produced and released by them.
All online micro-short dramas that are broadcast, drained, or pushed must hold an "Online Drama Film Distribution Permit" or complete the corresponding online registration procedures. Before the program is launched, the "Online Drama Film Distribution Permit" number or program registration and filing number must be marked on the beginning of the film according to the corresponding format requirements.
That is, even if it is an ordinary micro-short drama, as long as you want to broadcast, drain, and push, you must file it.
The document also clearly requires: If a short drama that has not been reported is being produced, it must be filed immediately. From June 1, 2024, micro-short dramas that have not been reviewed and filed shall not be disseminated online.

The second is that this move means that the micro-short drama may lose its original production characteristics of "low cost, high turnover, and small volume".
