On the rule of law message wall of the Bao'an District Youth Legal Education Practice Base (hereinafter referred to as the "Base"), there are nearly 100 voices of young students and parents, which is the most authentic feedback on the achievements of law popularization in the two years since the establishment of the base - taking root in the youth law popularization and igniting the spark of the rule of law.
Strengthening education on the rule of law for young people is a basic project for comprehensively governing the country according to law and speeding up the construction of a socialist country ruled by law, and is an objective requirement for promoting the healthy growth and all-round development of young people and cultivating qualified socialist citizens. As a four-star base for legal publicity and education in Shenzhen, a contact point for grassroots law popularization in Shenzhen's "Eighth Five-Year Plan", and a comprehensive legal culture position such as the "Characteristic Point of Civilized Practice in the New Era", the base is committed to integrating social legal education resources, combining legal publicity and education with legal practice, cultivating young people's belief in the rule of law, and enhancing the awareness and legal quality of young students.
The base is located in the Bao'an Youth Palace, with a total area of about 2,000 square meters, with a rule of law exhibition hall, a legal consultation room, a constitutional oath area, a mock court area, a rule of law reading area, a rule of law ladder and a rule of law square and other theme areas, integrating rule of law education, legal consultation, subject research and other functions, providing young students with knowledgeable, practical and interesting public welfare rule of law learning platform.
Since its operation in 2022, the base has been widely acclaimed, and the base has used modern multimedia, the Internet, virtual reality and other technical means to set up unique rule of law practice projects, and launched a series of interesting activities for the rule of law, transforming from a single dissemination of the concept of the rule of law to interactive, service-oriented, and scene-based communication, so that the majority of young students can establish the concept of the rule of law from an early age, and develop the thinking habits and behavior of consciously abiding by the law, finding the law when encountering problems, and relying on the law to solve problems. The base organizes at least 30 batches of young students to study at the base every year, and the total number of visitors has exceeded 580,000 so far, giving full play to the typical demonstration and radiation driving role of the rule of law cultural front.
Highlight important nodes for legal popularization and publicity, enriching rule of law practice activities
The base strengthens the study and publicity of the Constitution and the Civil Code, and carries out theme activities such as "Learning the Constitution and Speaking of the Constitution", "Reading the Constitution" and "A Better Life, Accompanied by the Civil Code" in combination with important time nodes such as "3.8", "4.15", "5.1", "6.26" and "12.4", and provides venue support for the youth coming-of-age ceremony and student graduation ceremony to respect the Constitution, so as to create a good atmosphere of respecting the law, learning the law, abiding by the law, and using the law.
The base deeply publicizes laws and regulations that are closely related to the promotion of high-quality development and the modernization of social governance, focusing on the "Law of the People's Republic of China on the Protection of Minors", "Law of the People's Republic of China on the Prevention of Juvenile Delinquency", "Anti-drug Law of the People's Republic of China" and other laws and regulations. There were 24 rule of law practice activities such as watching movies on the rule of law, and more than 30,000 pieces of legal popularization publicity materials such as the Constitution of the People's Republic of China, the Civil Code of the People's Republic of China Study Reader, and the Youth Legal Education Reader, as well as postcards on the rule of law, and brochures on the base.
Integrate multiple resources and establish a co-construction and sharing mechanism
The base adheres to the concept of "rule of law education" and jointly builds a cooperation mechanism with the units responsible for legal popularization. Cooperate with the Bao'an District People's Court, the District People's Procuratorate, the District Education Bureau, and other units to organize judges, procurators, and vice-principals for rule of law who have practical experience and teaching ability to guide legal education efforts at the base. The joint Youth League and district committees jointly built a base-centered matrix for juvenile law popularization, built a high-standard "Youth Civilization", "Youth Pioneers" and "Youth Rights Protection Post", and integrated and shared resources for legal popularization. Establish a long-term cooperation mechanism of "justice + taxation" with the Bao'an District Taxation Bureau of the State Administration of Taxation, cultivate "little tax propagandists", carry out a series of activities to popularize the tax law among young people, and create a good social atmosphere of knowing, understanding, abiding by and explaining the tax law.
The base makes full use of social resources, focusing on the physical and mental characteristics and growth needs of young people, mobilizing members of the legal popularization lecturer group, community legal experts, and "one community and one legal adviser" to participate in the base's legal education and practice activities, cultivating 50 small legal popularization envoys, and establishing a team of 60 legal popularization volunteers as the base's legal reserve force.

With the base as the core, it radiates 14 rule of law positions in the region, produces promotional videos and brochures of the "Bao'an Rule of Law Map", and enhances the interactive interest by punching in and collecting stamps.
The base has built exemplary rule of law classrooms with five schools, including Baomin Primary School in Bao'an District, Bao'an School, Shenzhen Foreign Chinese School (Group), Shenzhen Fuyong Middle School, Shenzhen Xin'an Middle School (Group) No. 2 Foreign Chinese School, and Hongxing Primary School in Bao'an District, Shenzhen, to broaden the legal education and legal practice scenarios for young people.
In addition, the base connects 139 rule of law corridors and 280 enterprise rule of law columns, which are coordinated with "one street, one park, one community, one corridor, and one enterprise and one column" to promote the wide penetration of rule of law education. The base has created a series of legal propaganda works, and launched 15 series of animations such as "Bao Qingtian Talks about the Constitution", "Bao Qingtian Talks about the Civil Code", and "Xiao Ming and the Story of the Civil Code".
Among them, "Constitution Promotional Film" won the gold medal of the Guangdong Provincial Rule of Law Cultural Activities Micro Video Competition, and "Civil Code Promotional Film" and "Bao Qingtian Talks about the Civil Code (Family)" won the silver award. The base inherits and develops excellent traditional legal culture, produces legal culture seals such as (亻朕)匜, Da Keding, and dragon pattern, and creates more than 20 legal cartoon images "Pig Baby" and legal IP cultural and creative products, which are combined with "Bao'an First Lesson", "The Director's Statement", "January 1st Theme", "Rule of Law Lecture Hall", "Rule of Law Starlight" and other popular legal brands, giving full play to the leading role of "small hands joining big hands" in popularizing law, promoting the culture of rule of law to be deeply rooted in the hearts of the people, and enhancing the influence, penetration and appeal of legal popularization publicity.
