According to the Notice on the Implementation of the Special Program for College Students and Rural Doctors (Guo Wei Ji Ji Fa [2023] No. 9), the Notice on Ensuring the Preparation of the Special Plan for College Students and Rural Doctors (Zhong Bian Ban Fa [2023] No. 248) and the Interim Provisions on Public Recruitment of Personnel by Public Institutions and other documents, Longyan City plans to recruit 43 2023 college students and rural doctor staff (included in the management of career establishment), and the relevant matters are hereby notified as follows:
1. Scope of recruitment
(1) General positions: The scope of recruitment is the 2023 medical college graduates, and the recognition of the session is subject to the year of the graduation certificate.
(2) Special positions: Shuidong Village Health Center, Jiuxian Town, Shanghang County, Longyan City, the recruitment scope is in accordance with the requirements of the 2023 College Student Rural Doctor Special Plan, as 2023 graduates (including graduates who have not confirmed their work units during the career selection period at that time) to enter the village clinic to serve, and are still serving in the village clinic.
2. Recruitment conditions
(1) Basic conditions
1. Have the nationality of the People's Republic of China, enjoy the basic political rights of citizens, abide by the Constitution and laws, have good conduct, and are willing to work as a rural doctor in our city.
2. Have the physical condition and psychological quality to perform their duties normally;
3. Have the ability to work in line with the requirements of the position;
4. Meet the academic requirements for applying for the qualification of licensed physician or licensed assistant physician.
5. Under the age of 30 (born between April 1993 and April 2006).
6. Applicants who have obtained overseas academic degree certificates should provide the academic degree certification issued by the Service Center for Scholarly Study of the Ministry of Education, and the deadline for the payment of academic certificates, degree certificates, certificates and other qualifications is March 31, 2024.
7. If the post conditions require otherwise, follow its requirements.
(2) Conditions for not applying for the examination
Persons with any of the following circumstances are not allowed to register for the examination:
1. Those who have received criminal punishment for committing a crime;
2. Those who have been expelled from the Communist Party of China;
3. Those who have been dismissed from public office;
4. Being lawfully listed as the target of joint disciplinary action for untrustworthiness;
5. Being found to have committed fraud or other serious violations of recruitment (hiring) discipline in the recruitment of civil servants or public institutions at all levels;
6. Civil servants, public service personnel, or staff of public institutions have been dismissed for less than 5 years;
7. Civil servants or public servants who have served for less than 5 years (including the probationary period) after the examination and have not reached the service period agreed with the local civil service department or the organization and personnel department of the unit;
8. Employees of public institutions who have not yet completed their probationary period and service period;
9. Active-duty military personnel, non-recent graduates;
10. A recusal relationship is constituted after being hired;
11. The law provides that they must not be hired as staff of public institutions.
Those who are not civil servants, public servants, or staff members of public institutions in this city during the probationary period at the time of registration, but become civil servants, public service participants, or staff members of public institutions in this city during the probationary period after registration and before hiring, shall be disqualified from employment.

5. Registration and qualification review
1. Registration time: 8:00 on April 3 - 17:00 on April 9
2. Registration method: This examination will be carried out by online registration, and eligible candidates shall register online through the Fujian Provincial Employment Network before the registration deadline. Applicants should register in strict accordance with the requirements of the recruitment position, and be responsible for the authenticity and validity of the submitted materials. If the information filled in by the individual is false and does not meet the requirements of the recruitment position, once verified, the examination or employment qualification will be cancelled. The contact information provided by the candidate should be accurate and ensure that the recruitment process is kept open.
3. Preliminary examination of qualifications: Candidates can receive the preliminary examination results pushed by the official account of the platform within 1 working day after successful registration, or log in to the Fujian Provincial Employment Network to check the preliminary examination results of qualifications. The deadline for appeals is 16:00 on April 10, 2024, and will not be accepted after the deadline.
4. Examination confirmation: Candidates who have passed the preliminary examination of qualifications should log in to the Fujian Provincial Employment Network from 8:00 on April 9, 2024 to 16:00 on April 11, 2024 to complete the confirmation procedures for taking the examination. Candidates who fail to confirm the exam in time will be disqualified.
5. Bonus points for the written test: Candidates who can enjoy the bonus point policy according to the regulations shall scan the valid supporting materials for the extra points before 8:00 on April 9, 2024 to 17:00 on April 11, 2024 and upload them to the public recruitment examination registration platform of Fujian Provincial Employment Network Public Institutions, and communicate with the employer whether the upload is successful. If you fail to upload the bonus materials within the time limit, you will be deemed to have given up your qualification for extra points.
6. Print the admission ticket: Candidates who have passed the preliminary examination of qualifications need to log in to the Fujian Provincial Employment Network within the specified time to download and print their own admission tickets, without further notice.
6. Examinations
1. The examination adopts a combination of written test and interview. There is no opening ratio for this exam, and the total score of the written test, interview, and comprehensive score is 100 points.
2. The content of the written test is basic medical knowledge, with a 50-point passing line, and the written test time is 2:30-4:30 p.m. on April 27, 2024 (Saturday). According to the written test results from high to low, the interview candidates will be determined according to the ratio of 1:3 between the number of people to be recruited for the position and the number of people entering the interview (the proportion is insufficient to be determined by the actual number). Those who tie the last score in the written test will be shortlisted for the interview.
3. The interview will be conducted in a structured manner. Before the interview, the candidates will be qualified to review the candidates, and the interviewers should submit the original documents required by the position during the qualification review, if they cannot be provided temporarily, they can be postponed to the assessment after the consent of the unit. Applicants should be responsible for the authenticity and validity of the materials submitted, and if they do not meet the requirements of the position, they will be disqualified once verified.
Qualification review materials include:
(1) The original and photocopy of the academic qualifications and degree certificates required for the position. Applicants who have obtained overseas academic qualifications and degrees should submit the original and photocopy of the academic degree certification issued by the Service Center for Scholarly Study of the Ministry of Education; if the fresh graduates are temporarily unable to provide it, they should guarantee in writing that the academic qualifications and other materials are true and valid, and with the consent of the unit, they can postpone the submission before the assessment at the latest;
(2) Applicants who have participated in the work shall submit the materials issued by the personnel department of the current work unit to agree to apply for the examination or the materials of terminating the labor and employment contract relationship with the unit.
(3) A copy of the front and back of the ID card (printed on the same page).
4. The comprehensive score of the candidates who enter the interview is calculated according to the proportion of 50% of the written test score and 50% of the interview score. According to the comprehensive score from high to low, the candidates for assessment and physical examination will be determined according to 1:1. If the comprehensive scores are tied, the candidate with the highest interview score will be the candidate. If the interview scores are still tied, an additional interview will be taken, and the comprehensive score ranking will be subject to the additional test score. If the actual number of participants in the interview is equal to or less than the number of people to be recruited for the position, the interview pass line is 70 points.
5. Specific matters and time arrangements such as written examinations and interviews, as well as the results of all reference personnel and the list of candidates for interview, will be published on the website of Longyan Human Resources and Social Security Bureau and the website of Longyan Municipal Health Commission.
7. Assessment and physical examination
1. According to the comprehensive performance, according to the ratio of 1:1 of the number of people to be recruited for the post to determine the assessment and physical examination candidates, the physical examination standards and items shall be implemented with reference to the physical examination and project standards for civil servant recruitment.
2. Those who fail to pass the physical examination on time will be deemed to have given up automatically, and those who fail to pass the assessment or physical examination or give up automatically will be supplemented in order of comprehensive score ranking.
8. Publicity
The proposed personnel who have passed the assessment and physical examination and meet the requirements of the post shall be publicized on the website of the Longyan Municipal Human Resources and Social Security Bureau and the website of the Longyan Municipal Health Commission for 5 working days.
IX.
If the results of the publicity do not affect the employment, the employment approval procedures shall be handled, and the unit shall sign an employment contract with the personnel to be hired. After being recruited, college students and rural doctors shall continue to serve in the village clinic for no less than 6 years (excluding the time for participating in standardized training), and if they have not obtained the qualification of practicing (assistant) physicians within 3 years, they shall be terminated from the employment contract and go through the procedures for the reduction of the establishment.
