Second, it is necessary to further improve the flood prevention system and mechanism, speed up the completion of the shortcomings and weaknesses of flood prevention and drainage engineering facilities, improve the ability of grassroots emergency response and emergency response, and make every effort to ensure the safety of the flood season. Third, it is necessary to make solid preparations based on the prevention of major floods, the fight against major droughts, the rescue of major dangers, and the relief of major disasters, strengthen the monitoring and early warning of various disastrous weather, consultation, research and judgment, keep a close eye on major risks such as floods in the Yellow River and urban waterlogging, thoroughly investigate and rectify all kinds of hidden dangers, pay close attention to improving emergency plans, strengthen actual combat drills, strengthen material preparation and emergency duty duty, and further strengthen the region's disaster preparedness and prevention capabilities and safety capacity building.
