In accordance with the relevant requirements of the "Notice of the Shanxi Provincial Department of Education on Carrying out the Work of Identifying Primary and Secondary School Teachers for the Society in 2024" (Jin Teacher Letter [2024] No. 14), in order to do a good job in the qualification of kindergartens, primary schools and junior high schools in Xinjiang County, the relevant matters are hereby announced as follows:
1. Scope of designation
Chinese citizens who have not reached the national statutory retirement age and meet one of the following conditions can apply for recognition of kindergarten, primary school and junior high school teacher qualifications in our county:
(1) Graduates who meet one of the following conditions
1. Social personnel with household registration in Xinjiang County.
2. Holders of Xinjiang County residence permit and within the validity period of household registration in other provinces and cities.
3. Active-duty military personnel and active-duty armed police stationed in Xinjiang County.
(2) Hong Kong, Macao and Taiwan residents who study, work and reside in Xinjiang County may apply for recognition of teacher qualifications at their place of residence with a residence permit for Hong Kong, Macao and Taiwan residents, and may apply for recognition of primary and secondary school teacher qualifications at the place where they hold a Mainland Travel Permit for Hong Kong and Macao Residents and a Mainland Travel Permit for Taiwan Residents with a validity period of 5 years. The academic qualifications, other conditions and procedural requirements for applying for recognition of teacher qualifications are the same as those for applicants from the Mainland.
The above persons who have not reached the national statutory retirement age and have obtained the "Certificate of Qualification Examination for Primary and Secondary School Teachers", or the education graduate students and normal students who have obtained the "Teacher Professional Ability Certificate for Normal Students", can apply for recognition of kindergarten, primary school and junior high school teacher qualifications.
Where teacher qualifications are revoked, they must not reapply for recognition of teacher qualifications for 5 years from the date of revocation. Those who have been deprived of political rights or have intentionally committed a crime and received a criminal punishment of fixed-term imprisonment or higher, they must not apply for designation of teacher credentials.
II. Identification Requirements
(1) Ideological and moral conditions
Support the leadership of the Communist Party of China, love the socialist motherland, adhere to the party's basic line, have good political and moral qualities, abide by the Constitution and laws, love education, fulfill the obligations stipulated in the "Teachers Law", and abide by the professional ethics of teachers.
(2) Academic qualifications
1. To apply for the qualification of kindergarten teachers, normal graduates should have a secondary education level of early childhood education majors and above with school qualifications, and non-normal graduates should have a college degree or above.
2. To apply for recognition of primary school teacher qualifications, they shall have a college degree or above.
3. To apply for recognition of junior high school teacher qualifications, they shall have a bachelor's degree or above from a college or university.
(3) Educational and teaching ability conditions
Personnel participating in the national primary and secondary school teacher qualification examination shall pass the written examination and interview, and obtain the "Certificate of Qualification for Primary and Secondary School Teacher Qualification Examination", and within the validity period. Graduate students and normal students in education who are included in the scope of the reform of exemption from examination shall obtain the "Certificate of Professional Ability for Teachers of Normal Students" through the assessment of the education and teaching ability of normal students, and it shall be within the validity period.
(4) Putonghua conditions
The Putonghua proficiency level should reach the "Putonghua Proficiency Test Grading Standards" issued by the State Language and Writing Commission, and the Putonghua proficiency of the applied language discipline should reach the standard of Level 2A and above, subject to the certificate. At present, there is no expiration date for Putonghua certificates, and the national Putonghua certificates are used nationwide, but if the validity period of the certificate is marked on some certificates, the statute of limitations shall prevail.
(5) Physical conditions
Able to adapt to the needs of education and teaching, with good physical and psychological quality. Applicants for recognition of teacher qualifications shall have physical examinations in hospitals at or above the county level or tertiary hospitals with health examination qualifications in Yuncheng City (Annex 1). The physical examination standards shall be implemented in accordance with the Ministry of Education's Teacher Qualification Guidance Center's Notice on Adjusting the Physical Examination Standards for Kindergarten Teacher Qualification Personnel Applying for Accreditation (Jiao Zi [2010] No. 15) and Shanxi Province Physical Examination Standards and Measures for Teacher Qualification Personnel (Revision) (Jin Jiao Ren Zi [2005] No. 19), and the physical examination conclusion is qualified.
III. Identification Process
For the specific recognition process, please refer to the "Teacher Qualification Accreditation Flow Chart" (Annex 2).
Fourth, the schedule and precautions
(1) The time for the applicant's online registration and declaration
First batch: 8:00 on April 15 to 17:00 on April 26, 2024.
Second batch: 8:00 on June 17, 2024 to 17:00 on June 28, 2024.
The third batch: from 8:00 on September 14, 2024 to 17:00 on September 25, 2024.
(2) Physical examination
After completing the online application, the applicant shall go to the hospital for physical examination at the specified time (Attachment 1) with the "Physical Examination Form for Personnel Applying for Teacher Qualification in Shanxi Province" (Attachments 3 and 4) (double-sided printing on A4 paper) with the same photo as the online newspaper.
Note: Pregnant people must be examined item by item according to the content of the physical examination form, which is indispensable, and pregnant people can be exempted from chest X-ray items, but they need to provide relevant medical examination certificates issued by the hospital.
(3) The applicant's on-site confirmation time
First batch: 9:00 on April 16 to 17:00 on April 28, 2023
(Except national holidays).
Second batch: 9:00 on June 18, 2023 to 17:00 on July 1, 2023
(Except national holidays).
The third batch: from 9:00 on September 18, 2023 to 17:00 on September 26, 2023
(4) Precautions for application identification, on-site confirmation and material review
1. Qualified applicants should log in to the "China Teacher Qualification Network" (https://www.jszg.edu.cn) within the specified time to apply online. Applicants can register a personal account during the opening period of the "China Teacher Qualification Network", and select the module of "Teacher Qualification Applicant Online Application Portal - Teacher Qualification Certification" to register, please read the "Instructions" carefully before registration.
Applicants must choose the on-site confirmation point on the third floor of the Xinjiang County Administrative Examination and Approval Service Administration for confirmation when registering online.
Please scan the code and sign the "Personal Commitment" according to the system requirements.
Applicants can log in to the online registration system and modify the information before the on-site confirmation.
Applicants who have successfully applied for the first batch of online registration but have not confirmed at the on-site confirmation point within the first batch of on-site confirmation time period do not need to repeat the online declaration, and can directly go to the on-site confirmation point selected for the first time during the second batch of on-site confirmation time period.
(5) Issuance of certificates
Xinjiang County Administrative Examination and Approval Service Administration provides certificate mailing services, applicants can choose to mail when registering, and the postage will be paid. Other applicants will receive the "Teacher Qualification Certificate" and the "Application Form for Teacher Qualification Certification" with the official seal at the original on-site confirmation point.
5. On-site confirmation of the materials to be submitted
(1) Basic information materials
Original ID within the validity period.
(2) Materials on the scope of personnel to which the applicant belongs
1. Graduates whose household registration is in the county need to provide the original household registration book (personal page).
2. Graduates who hold a valid residence permit in the county must provide the original residence permit.
3. Full-time fresh graduates and graduate students who apply at the location of the school where they are studying must provide the original student ID card with complete registration information (the student status information is not required to be submitted if the electronic information of the China Teacher Qualification Network has been compared). Graduate students who apply for recognition at the place of household registration must present the original household registration booklet (personal page).
4. Active-duty servicemen and armed policemen of the troops stationed in Xinjiang County shall provide a certificate of personnel relationship issued by the organization and personnel department of the unit or unit to which they belong, and the format of the certificate shall be determined in accordance with the regulations of the unit or unit, and the certificate shall clearly indicate that the applicant belongs to the unit stationed in Xinjiang.
(3) Materials on academic qualifications
Original graduation certificate. Hong Kong, Macao and Taiwan academic qualifications should also be submitted at the same time as the original copy of the Certificate of Recognition of Academic Degrees from Hong Kong, Macao and Taiwan issued by the Service Center for Scholarly Study of the Ministry of Education, and the original copy of the Certificate of Recognition of Foreign Academic Qualifications and Degrees issued by the Service Center for Scholarly Study of the Ministry of Education should also be submitted at the same time. Academic information is not required to be submitted through the electronic information comparison of the China Teacher Qualification Network.
Special note: In the process of reviewing materials, for the academic qualifications that cannot be directly compared and verified by the China Teacher Qualification Network, the applicant must submit the "China Higher Education Qualification Authentication Report" (website: https://www--chsi--com--cn--01077v738413a.wsipv6.com/xlcx/bgcx.jsp, online application of the Academic Information Network), otherwise it will not be accepted as unqualified academic qualifications. It is recommended that applicants verify their academic qualifications in advance on the academic information network, and apply for certification reports in time if they cannot be verified. Applicants who have graduated from secondary education level early childhood education majors offered by colleges and universities with school running qualifications in Shanxi Province do not have any requirements for academic verification, and only need to provide the original graduation certificate. Those who are enrolled in adult education (self-study examinations, telecommunications, night colleges, correspondence courses) and online education must graduate and obtain a national education series of qualifications.
(4) Examination conditions and materials
The Certificate of Qualification Examination for Primary and Secondary School Teachers or the Certificate of Professional Ability for Teachers of Normal Students has been verified by the registration system of the China Teacher Qualification Network, and there is no need to submit it on site.
(5) Putonghua condition materials
If the China Teacher Qualification Network is unable to compare the Putonghua proficiency test level of the applicant who has successfully verified, the original Putonghua Proficiency Test Grade Certificate shall be submitted on site. Those who have been successfully verified by the China Teacher Qualification Network do not need to submit it.
(6) Physical condition materials
The original physical examination form of applicants for teacher qualification in Shanxi Province (the results of the physical examination are valid at the time).
Precautions for physical examination:
1 copy of the physical examination form (Attachment 3 or 4, the front and back of an A4 paper are required to be printed and taken to the designated hospital to participate in the physical examination for applying for teacher qualification).
Physical examination requirements: 1. Fasting;2. Please bring your original ID card and one one-inch ID photo of your recent white background bareheaded headgear (the same negative version as the photo uploaded by online registration);3. After the physical examination, take back your physical examination report within the time specified by the physical examination hospital, and submit it together with on-site confirmation.
(7) Certificate of no criminal record
1. Persons with household registration in Shanxi Province can apply for a certificate of no criminal record under the WeChat "Shanxi Public Security" official account - "Minsheng Police", which can be downloaded and printed by themselves within 3 working days;
2. The certificate of no criminal record of Hong Kong, Macao and Taiwan residents shall be issued by the applicant to the relevant departments of the Hong Kong Special Administrative Region, the Macao Special Administrative Region and the Taiwan Region. Applicants from Hong Kong and Macao who need the assistance of the education administrative department to provide a letter shall contact the Teacher Qualification Accreditation Guidance Center of the Shanxi Provincial Department of Education for issuance.
(8) Other materials
1. One one-inch ID photo on the front of the personal recent bareheaded headgear with white background (the same version as the electronic photo of the online registration for teacher qualification certification), with the name, registration number, and ID number indicated on the back, which can be used when making the teacher qualification certificate.
2. Those who apply for the qualification of internship instructors in secondary vocational schools must submit the original certificates of the technical level of the equivalent assistant engineer and above or the technical level certificate of intermediate and above workers.
If the applicant has committed fraud or fraudulently obtained teacher qualifications in any of the above links, once verified, it will be handled in accordance with the fraud or fraudulent acquisition of teacher qualifications, and must not reapply for recognition of teacher qualifications within 5 years from the date of discovery.
6. Other things you need to know
1. Applicants can only apply for recognition of one type of teacher qualification at a time, and cannot apply for a second type of teacher qualification nationwide in the year after successful identification.
2. It is forbidden for schools or any institutions to register in lieu of registration, and the responsibility for violating the regulations and affecting the applicant's application for teacher qualifications shall be borne by the applicant.
3. The applicant is requested to carry out online declaration and on-site audit according to the specified time, place and requirements, etc., and if the online declaration and on-site confirmation work are not completed within the specified time due to missing the declaration time, selecting the wrong accreditation agency or on-site confirmation point, incorrect application information or incomplete submitted materials, etc., the accreditation agency will no longer accept it, and the responsibility shall be borne by the applicant himself.
4. The Xinjiang County Administrative Examination and Approval Service Administration shall make a conclusion on the first batch of applicants before May 20, the second batch of applicants before July 20, and the third batch of applicants before October 30. After the completion of each batch of certification, the qualified applicants will be issued with the "Teacher Qualification Certificate" and the "Application Form for Teacher Qualification Certification" with the official seal.
5. For other unfinished matters, please pay attention to the notice and announcement issued by the Xinjiang County People's Government website, and the applicant must check it in time to avoid missing the work arrangements of the accreditation body.
