Military and political commissions at all levels are generally composed of military and political chiefs, their deputies, chiefs of staff, directors of political departments (political training offices), and other principal responsible persons, and their names and secretaries are designated and approved by the military and political commissions at higher levels or by the party Central Committee.

On April 30, 1941, with the approval of the Central Military Commission of the Communist Party of China, the military and political committees were established in each of the seven divisions of the New Fourth Army.

1. Military and Political Committee of the 1st Division of the New Fourth Army

The Military and Political Committee of the 1st Division of the New Fourth Army is composed of division commander Su Yu, political commissar Liu Yan, director of the Political Department Zhong Chiguang, and Zhou Lin, director of the hoeing and rape department of the Political Department of the New Fourth Army, with Liu Yan as secretary. The Military and Political Committee of the 2nd Division of the New Fourth Army is composed of division commander Zhang Yunyi, deputy division commander Luo Binghui, director of the Political Department Guo Shushen, chief of staff Zhou Junming, and political commissar Zheng Weisan, with Zhang Yunyi as secretary. On February 15, 1943, the Central Committee approved Political Commissar Tan Zhenlin as secretary and Chief of Staff Han Zhenji as a member. It was revoked in September 1945.

Zhang Yunyi was awarded the rank of general in 1955;

Luo Binghui died of illness in Linyi, Shandong Province on June 21, 1946;

Guo Shushen left the army when he was awarded the title and served as secretary of the Luda Municipal Party Committee and secretary of the Secretariat;

Zheng Weisan was not responsible for specific leadership work due to physical illness when he was conferred the title, and he was recuperating from his illness;

Tan Zhenlin left the army when he was conferred the title and served as deputy secretary general of the Central Committee and director of the Second Office of the Secretariat;

Han Jin-ki was awarded the rank of lieutenant general in 1955.

3. Military and Political Committee of the 3rd Division of the New Fourth Army

The Military and Political Committee of the 3rd Division of the New Fourth Army is composed of division commander and political commissar Huang Kecheng, director of the Political Department Wu Faxian, chief of staff Peng Xiong, commander of the 7th Brigade of the 3rd Division Peng Mingzhi, and political commissar of the 7th Brigade of the 3rd Division Zhu Dixin, with Huang Kecheng as secretary. In February 1943, Peng Xiong was transferred to Yan'an to study, and died on the way on March 18, and in the same month, Hong Xuezhi, chief of staff, was added as a member of the Military and Political Committee. It was revoked in mid-November 1945.

The Military and Political Committee of the 4th Division of the New Fourth Army is composed of division commander and Peng Xuefeng, chief of staff Zhang Zhen, director of the Political Department Xiao Wangdong, secretary general of the 4th Division Headquarters Yue Xia, and Lai Yi, deputy director of the Political Department and director of the Organization Department of the 4th Division, with Peng Xuefeng as secretary. On August 7, 1941, it was changed to political commissar Deng Zihui as secretary. In October 1942, Xiao Wangdong was transferred to the 2nd Division, and Wu Zhipu, director of the Political Department of the 4th Division, was added as a member of the Military and Political Committee. On September 11, 1944, Peng Xuefeng died, and Zhang Aiping, commander of the 4th Division, was added as a member of the Military and Political Committee. It was revoked after August 1945.

Deng Zihui left the army when he was awarded the title and served as vice premier of the State Council;

Wu Zhipu left the army when he was awarded the title and served as the governor of Henan Province;

Zhang Aiping was awarded the rank of general in 1955.

The Military and Political Committee of the 5th Division of the New Fourth Army is composed of division commander and political commissar Li Xiannian, director of the Political Department Ren Zhibin, chief of staff Liu Shaoqing, and deputy political commissar Chen Shaomin, with Li Xiannian as secretary. In January 1944, Zheng Weisan, Secretary of the Party Committee of the Henan-Hubei Border Region and Political Commissar of the Fifth Division, was added as a member of the Military and Political Committee. It was revoked after August 1945.

Li Xiannian left the army when he was conferred the title and served as Vice Premier and Minister of Finance of the State Council;

Ren Zhibin received the impact of the Shandong Xiangming incident when he was conferred the title, and delegated the "squatting" of Licheng County, Jinan City;

Liu Shaoqing was awarded the rank of lieutenant general in 1955;

Chen Shaomin left the army when he was awarded the title and served as the chairman of the National Textile Trade Union and the secretary of the Secretariat of the All-China Federation of Trade Unions;

6. Military and Political Committee of the 6th Division of the New Fourth Army

The Military and Political Committee of the 6th Division of the New Fourth Army is composed of Tan Zhenlin, commander and political commissar of the division, Jiang Weiqing, commander of the 18th Brigade of the 6th Division, and Luo Zhongyi, chief of staff, with Tan Zhenlin as secretary. On October 26, 1942, the Central Military Commission of the Communist Party of China decided to merge the 6th Division into the 1st Division.

Tan Zhenlin left the army when he was conferred the title and served as deputy secretary general of the Central Committee and director of the Second Office of the Secretariat;

Jiang Weiqing left the army when he was awarded the title and served as secretary of the Jiangsu Provincial Party Committee;

Luo Zhongyi died heroically in a fierce battle with the Japanese invaders in the Tangma area of Liyang County, Jiangsu Province on November 28, 1941.

7. Military and Political Committee of the 7th Division of the New Fourth Army

The Military and Political Committee of the 7th Division of the New Fourth Army is composed of Political Commissar Zeng Xisheng, Division Commander Zhang Dingcheng, Commander Sun Zhongde of the 19th Brigade of the 7th Division, and He Wei, Director of the Political Department, with Zeng Xisheng as secretary. On March 28, 1942, the Central China Bureau of the Central Committee of the Communist Party of China formed the Military and Political Committee of the 7th Division with Zeng Xisheng, deputy division commanders Fu Qiutao, Sun Zhongde, and He Wei. It was revoked after August 1945.

Zeng Xisheng left the army when he was awarded the title and served as secretary of the Anhui Provincial Party Committee;

Zhang Dingcheng left the army when he was awarded the title and served as the chief procurator of the Supreme People's Procuratorate;

Sun Zhongde left the army when he was conferred the title, and served as the party secretary and president of Shanghai Second Medical College;

He Wei left the army when he was conferred the title and served as assistant minister of foreign affairs and secretary of the party committee of the organ;

Fu Qiutao was awarded the rank of general in 1955.
