"As a grassroots judge, I am faced with the trivial and miscellaneous matters of the masses every day. Doing a good job in these 'key and small matters' of the masses and properly handling the masses' anxieties, difficulties, sorrows, and hopes is the most important task in our work. Zhou Shuqin said.
Most of the cases heard by the basic courts are family disputes such as divorce and maintenance. Zhou Shuqin, who was born in the countryside, knows that many disputes may be caused by small things, but the parties generally have great grievances in their hearts and are easily emotional, and it is not easy to properly handle disputes. If the judge does not intervene in a timely manner and resolve it inappropriately, it is likely that a small dispute will turn into a big problem.

He is Huang Guangde, a judge of the People's Court of Pingguo City, Guangxi Zhuang Autonomous Region. On May 25, 2023, Huang Guangde went to work as usual, but suddenly fainted and passed away at the age of 55 after being rescued by the hospital. A heart that loves the cause of judgment has stopped beating forever. On his desk, a stack of open files had not yet had time to close.
In the 30 years of judicial work, Huang Guangde has always maintained his excellent nature, interpreting the original intention and mission of the people's judges, and inspiring countless cadres and police officers to move forward. "Handling cases quickly and accurately" is the unanimous evaluation of his colleagues.
Huang Guangde's "excellence" can be confirmed by a series of heavy statistics: In the past five years, Huang Guangde has accepted a total of 1,993 civil cases and concluded 1,973 cases, with a completion rate of 99 percent; the rate of dismissal of first-instance judgments has been higher than 90 percent for five consecutive years, and none of the cases he has undertaken have been reversed or remanded for retrial.

At the beginning of 2022, 25 migrant workers sued the contractor in court after repeated unsuccessful wage bargains. After several rounds of communication and coordination, the defendant and the subcontractor were willing to repay the arrears of wages, and the two parties reached a settlement, and the wages of 25 workers totaling more than 90,000 yuan were all recovered.
Huang Guangde's handling of cases has never been based on the standard of opening and closing the case, he attaches great importance to the final effect of the trial of the case, often works overtime, constantly optimizes the working methods, and seeks the best legal way. In the trial of a contract dispute case involving a certain enterprise and a certain company, in order to investigate the facts of the case, he led the clerk to go deep into the factory and workshop many times to understand the facts of the case and find the best solution. In order to prevent the parties from being deceived again, Huang Guangde also used his spare time to carry out legal popularization propaganda to the person in charge of the enterprise and the workshop workers, which was unanimously recognized and praised by the parties.
