The skill ecological chain of "industry-education evaluation" refers to the tripartite linkage of the government, colleges and universities, and leading enterprises, and innovates and explores the "tripartite and eight-out" skilled talent training model of "leading enterprises out of posts, standards, and masters, colleges and universities out of students, teachers, and teaching resources, and the government out of policies, funds, and management", and enterprises and schools "jointly formulate training standards, jointly formulate evaluation standards, jointly recruit and recruit workers, jointly develop courses, jointly train, jointly evaluate, jointly incentive, and jointly manage".

2. Why do we need to engage in the ecological chain of production, education and evaluation skills?

At present, the new quality productivity promoted by new manufacturing, new energy and new services has given birth to the reform of the human resource supply model, resulting in a large number of new technologies and new skill jobs, and there is a contradiction of "lack of suitable youth in the industry and lack of high-quality employment for young people". The skill ecological chain of "industry, education and evaluation" is to solve the structural contradiction of employment such as mismatch between labor force and position, and mismatch between supply and demand, so that talents and industries can achieve "two-way running".

1. Scope of declaration

It focuses on strategic industrial enterprises in Guangdong Province such as semiconductors and integrated circuits, high-end equipment manufacturing, intelligent robots, blockchain and quantum information, cutting-edge new materials, new energy, laser and additive manufacturing, digital creativity, safety emergency and environmental protection, precision instruments and equipment, new generation electronic information, green petrochemicals, smart home appliances, automobile industry, advanced materials, modern light industry and textiles, software and information services, ultra-high-definition video display, biomedicine and health, modern agriculture and food industry, as well as Cantonese cuisine, housekeeping, elderly care, childcare, Health care and other social fields and modern service enterprises.

Priority will be given to enterprises that closely serve the major national, provincial and municipal strategies, have a strong demand for technical and skilled talents, take the initiative to increase investment in human capital, have great development potential, large scale and outstanding social responsibility. Pay attention to the needs of regional economic development, and give key support to the city's "20+8" industrial clusters and advantageous industrial clusters.

Second, the application conditions

(1) Registered in our city, with independent legal person qualifications, good business conditions, high social reputation, and no record of illegal, disciplined, untrustworthy and other negative behaviors.

(2) In principle, the main unit of the chain is an enterprise above designated size, a main enterprise of the industrial chain, a listed company, a unicorn enterprise, a green manufacturing enterprise, an enterprise integrating production and education, a single champion with the ability to link leading enterprises or listed companies, specialized and special new enterprises, and enterprises representing the development direction of new quality productivity, and has a high reputation and good growth in the same industry, and has a stable cooperative relationship with chain member enterprises.

(3) Attaches great importance to the training of skilled talents, the internal staff vocational skills training system is sound, the standard system of skilled positions is established, the incentive measures for the training, use and promotion of skilled talents are complete, and the career development channel of skilled talents is smooth. In accordance with the regulations, the full amount of employee education funds can be withdrawn and used for the education and training of front-line employees.

(4) The occupations (types of work) that carry out student apprenticeship training and technical trainee apprenticeship training are consistent with the main business, can drive no less than 5 chain member enterprises to participate in the training and use of skilled talents, and can provide more than 500 actual employment positions for apprenticeship training. It has a good foundation for cooperation with colleges and universities in the province, and can arrange a sufficient number of technical skills backbone of enterprises to participate in the professional construction of colleges and universities, and carry out school-enterprise cooperation with substantive content.

(5) Priority support will be given to enterprises that correctly understand the ecological concept of industry-education evaluation skills, have a strong sense of social responsibility for the cultivation of skilled talents, and can vigorously promote the construction of ecological chain in the industry, or enterprises that have carried out independent evaluation of vocational skill level recognition enterprises and have achieved remarkable results in the training of new apprenticeship systems in enterprises.

(6) Enterprises that have made positive contributions to the city's industrial development and economic construction, urgently need the support of skilled talents, can effectively drive employment, and actively participate in the construction of the skill ecological chain will be given priority support.

(7) Priority support will be given to enterprises that can build a traceability information platform for the whole process of building a skill ecological chain, or have the basic conditions such as venues, teachers, and training resources required for shared training for chain member enterprises.

3. Application procedures and material submission requirements

(1) Enterprise declaration. Enterprises that meet the application conditions fill in the "Application Form for the Main Unit of the Ecological Chain of Industry and Education Evaluation Skills in Guangdong Province" (click to view, hereinafter referred to as the declaration form) and submit the corresponding supporting materials, and submit them to the human resources department of the district where the commercial registration is located as required (click to view the summary table of the receiving address and contact information of the human resources department of each district), and the human resources department of each district will collect and summarize it and submit it to the Municipal Human Resources Security Bureau.

(2) Recommended by the prefecture and city. The Municipal Human Resources Security Bureau, together with the Municipal Department of Industry and Information Technology and State-owned Assets Supervision, shall review the application materials of the enterprise as required, and submit the recommended list and application materials to the Provincial Department of Human Resources and Social Security.

(3) Material requirements. When filling in the declaration form, the enterprise should put forward the relevant content of the skill ecological chain to be built (including but not limited to skill positions, standard development, teaching resources, process management, talent evaluation, local industrial parks, etc., focusing on the advantages of the main unit of the declaration chain, the situation of the chain member enterprises and cooperative colleges and universities, and the plan for building the ecological chain), as well as the work plan for the number of student apprentices and technical trainees, occupations (types of work), skill levels, cooperative colleges, etc., and provide relevant supporting materials one by one according to the application conditions and the content in the declaration form.

(4) Submission requirements. The paper copy of the declaration form and supporting materials should be prepared in triplicate, bound separately and stamped with the official seal, and mailed or directly delivered to the human resources department of the jurisdiction before 18:00 on April 16, 2024 (Tuesday), and the corresponding stamped scanned electronic materials will be sent to the mailbox of each district. The human resources departments of each district will collect and summarize and report to the Municipal Human Resources Security Bureau before 18:00 on April 18, 2024 (Thursday). If the enterprise has any problems in the submission of materials, please contact the human resources department of the jurisdiction in time.
