At about 18:20 on March 9, the man Chen entered the country through the "no declaration channel" in the passenger inspection hall of Gongbei Port. Customs officers at the scene noticed the man's hurried steps and stopped him for inspection.
Upon further inspection, Customs officers found a package of dried seahorse products of aquatic animals packed in sealed bags from the shopping bag he was carrying. After counting, the number totaled 407, with a net weight of about 300 grams. The customs temporarily seized the batch of dried seahorse products in accordance with the law and submitted them for inspection in whole batches.
After the appraisal of Gongbei Customs Technology Center, it was confirmed that the batch of dried seahorse products were thorny seahorses, brown seahorses, and Kuda seahorses. The above species are listed in Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and all of them are national second-class protected wild animals.

According to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the Regulations of the People's Republic of China on the Administration of Import and Export of Endangered Wild Fauna and Flora, in addition to legally holding the Certificate of Permitted Import and Export of Endangered Species and going through customs formalities in accordance with the regulations, it is forbidden to trade, carry, or send endangered animals and plants and their products into or out of the country, and if the circumstances are serious and constitute a crime, they will be investigated for criminal responsibility in accordance with the law.
