In order to meet the needs of supplementary staff of public institutions in Wuqing District, in accordance with the relevant provisions of the "Implementation Measures for Open Recruitment of Personnel in Public Institutions in Tianjin" (Jinren She Bureau Fa [2011] No. 10) and other relevant regulations, the district government has decided to organize and implement the open recruitment of staff in public institutions in Wuqing District in 2024. The relevant matters are hereby announced as follows:

1. Recruitment positions and quantity

This time, it is planned to recruit 81 staff for management positions and professional and technical positions with strong versatility for public institutions and town street institutions under some district departments in Wuqing District.

2. Recruitment targets and recruitment conditions

(1) Recruitment targets

Fresh graduates, social personnel and retired soldiers in the city who meet the requirements of the post.

Fresh graduates refer to graduates in 2024 (unemployed college graduates after graduation in 2022 and 2023 are regarded as fresh graduates).

Retired soldiers in this city refer to soldiers who have household registration in this city and have been conscripted into the army by this city, have served for two years or more, and have been honorably discharged from active service, excluding retired soldiers who have been placed in work in accordance with relevant provisions or have voluntarily given up their qualifications for resettlement work.

In accordance with the requirements of the "Notice of the Municipal Human Resources and Social Security Bureau on Matters Concerning the Implementation of the Notice of the Ministry of Human Resources and Social Security on Issues Concerning the Participation of Vocational College Graduates in Public Recruitment in Public Institutions" (Jinren She Ban Fa [2021] No. 83), graduates of the preparatory technician (technician) class of technical colleges are treated the same as those with a bachelor's degree, and graduates of senior engineering classes are treated equally with those with a college degree.

(2) Applicants should meet the following conditions:

1. Have the nationality of the People's Republic of China;

2. Generally over 18 years old and under 35 years old (born after April 12, 1988). The age requirement is under 30 years old, and the date of birth is after April 12, 1993.

Positions requiring household registration in Tianjin must obtain Tianjin household registration (including collective households) before registration (April 12, 2024), and positions requiring members of the Communist Party of China (including probationary party members) must join the party before April 12, 2024.

3. Support the Constitution and laws of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

4. Have good political quality and moral character;

5. Bachelor degree or above;

6. Have the professional or technical skills required by the position. The majors of the applicants shall be subject to the majors marked on their graduation certificates, and the majors of Hong Kong, Macao, Taiwan and foreign universities shall be subject to the academic certification materials issued by the Service Center for Scholarly Study of the Ministry of Education, and the majors shall refer to the Catalogue of Undergraduate Majors in Ordinary Colleges and Universities (2012), the Catalogue of Undergraduate Majors in Ordinary Colleges and Universities (2020), and the Catalogue of Disciplines and Majors for Postgraduate Students Awarded for Doctoral and Master's Degrees (promulgated in 1997 and updated in 2008) issued by the Ministry of Education. Catalogue of Disciplines for Degree Conferment and Talent Training (2011), Catalogue of Disciplines for Degree Conferment and Talent Training (2018), etc. Among them, those who apply for the examination with a minor major must also provide the academic certificate (minor certificate) and degree certificate of the minor major recognized by the national education department and can be verified on the relevant certification website.

7. Have the physical conditions and psychological quality to meet the requirements of the post;

8. Comply with the relevant provisions of recusal;

9. Have other conditions stipulated in the recruitment position.

(3) Those who have any of the following circumstances are not allowed to apply for the examination:

1. Persons who have been criminally punished or dismissed from public office for crimes;

2. Those who are under review or have criminal suspicions that have not yet been clarified;

3. Those who have been expelled from the Communist Party of China or have received party (regimental) discipline, political discipline, school (college) discipline, or military discipline and are within the punishment period;

4. Participated in a cult organization;

5. Active-duty soldiers;

6. Full-time non-fresh undergraduate and graduate students are not allowed to apply for the examination, nor can they apply for the examination with the academic (degree) certificate they have obtained;

7. Those who are found to have violated discipline and rules in the recruitment of civil servants and the open recruitment of public institutions, and are within the period of prohibition from examination;

8. Those who are included in the list of targets for joint disciplinary action for untrustworthiness and are lawfully restricted from recruiting as staff of public institutions;

9. After being hired, a recusal relationship is constituted;

10. There are other circumstances in which laws and regulations provide that they must not participate in public recruitment by public institutions.

3. Recruitment information release

The recruitment announcement will be published on April 7, 2024 on Tianjin Talent Service Center Network (https://www.tjtalents.com.cn/), Northern Talent Network (https://www.tjrc.com.cn/), and Wuqing Public Employment Service Network (https://www.wqggjy.com), and the announcement time will be 7 working days.

IV. Registration and Payment

Online registration time: 9:00 on April 12 to 16:00 on April 17.

Written test payment time: 9:00 on April 12 to 16:00 on April 19.

Candidates can only choose to apply for a position in a unit, the application materials submitted by the candidates should be true and accurate, the whole process of recruitment will be strictly reviewed, and those who provide false application materials will be disqualified once verified, and the consequences will be borne by themselves. If the ratio of the number of applicants for each position to the number of recruitment plans is less than 3:1, the number of recruits for that position will be reduced accordingly. If the actual number of applicants for the position (the number of people who have passed the qualification examination and paid the fee) is less than 3, the recruitment of the position will be cancelled, and the candidates will be notified to change to other positions within the specified time. Those who do not meet the conditions for re-reporting and pass the qualification review cannot be refunded.

After submitting the registration application, the applicant can check the qualification review result through the registration system within 48 hours. Candidates should pay attention to the results of the review in a timely manner, and if they need to be revised and improved, they should be completed and submitted within the specified time. Candidates who have passed the registration review cannot change to other positions, and should pay the fee within the specified time for confirmation, and no refund can be made after confirmation. Those who fail to pass the review after the deadline for registration cannot submit the application again or change to other positions.

The written test fee is $45 per subject. In accordance with the relevant policies of the state and Tianjin Municipality, the examination fees will be waived or exempted for applicants from urban families who enjoy the national minimum living allowance. According to the relevant policies of the state and Tianjin, members of families with minimum living allowance should go to Tianjin Human Resources Evaluation Service Center (Address: Room 301, No. 5, Xinghua 1st Road, Dasi Town, Xiqing District, Tianjin) to apply for examination fee reduction and exemption procedures (Tel: 022-28013603) from April 12 to April 18, 2024 (9:00 to 11:30, 14:00 to 17:00).

5. Examination subjects and time

The exam consists of a written test and an interview. The written test is a public subject test, including "Vocational Ability Test" and "Comprehensive Knowledge" (comprehensive text), which mainly assesses the basic potential, knowledge and skills that candidates should have to work in public institutions, and the full score of the test paper is 100 points each. The interview is a structured interview.

(1) Written examination

Written test time: April 27, 2024, please refer to the admission ticket for the specific time and place.

The time to download the written test admission ticket is from 9:00 on April 25 to 9:30 on April 27.

Candidates should take the examination at the time and place determined on the admission ticket. When taking the test, you must bring the written test admission ticket, ID card and other relevant materials (see the written test admission ticket for details), and candidates who lack any certificate are not allowed to take the test.

On May 10, candidates can log in to the registration website to check the written test results and related information.

(2) Qualification review

After the written test, the written test results will be sorted from high to low, and the list of candidates for each position will be determined according to the ratio of the number of recruitment plans for each position to the ratio of 1:3 of the candidates participating in the interview. If the number of people entering the interview for the recruitment position does not reach the ratio of 1:3, the interview will be conducted according to the actual number of people entering the interview for the position.

Candidates who enter the interview will participate in the qualification review at the specified time and place in accordance with the requirements of the qualification review notice (please pay attention to the registration website at any time). The materials required for the qualification review include:

1. The original and photocopy of my ID card (copy the front and back onto an A4 paper);

2. The original and photocopy of the academic qualifications and degree certificates, and the certification materials can be queried on the academic information network. The 2024 college graduates who have not yet obtained the graduation certificate and degree certificate can implement the "tolerant and post-filling" mechanism on the premise that they meet the other conditions of the position they are applying for, that is, postpone the time for verifying the graduation certificate and degree certificate to the inspection link, and at that time, if the applicant cannot provide the relevant documents, his or her application qualification will be cancelled.

3. Other qualification certification materials required by the position (such as party member certification materials, relevant qualification certificates, etc.);

The above materials are photocopied and bound in order on A4 paper (the original is returned after review).

Those who fail to pass the qualification review, voluntarily give up the qualification review, or fail to participate in the qualification review at the specified time and place, as well as those who falsify and provide untrue materials during the qualification review, will be disqualified from the interview once verified.

Candidates who pass the qualification review should log in to the registration website from 9:00 on May 23 to 17:00 on May 24, pay the interview fee and print the interview admission ticket (the system will be closed after the deadline, and the payment and download will not be possible, and it will be deemed to have automatically given up the qualification for the next link).

(3) Interview

Interview time: May 25, 2024

Candidates should attend the interview at the time and place determined on the interview admission ticket. When participating in the interview, you must bring the interview admission ticket, ID card and other relevant materials (see the interview admission ticket for details), and candidates who lack any of the documents are not allowed to participate in the interview.

The interview takes the form of a structured interview, which mainly examines the ability of comprehensive analysis, organization and coordination, language expression, etc., with a full score of 100 points and a passing mark of 60 points. Those who fail to reach the passing line will not be allowed to enter the next recruitment link. The results of the interview will be announced on the spot.

The total score of the examination is calculated as follows:

Total score = written test score ÷2 (i.e. converted to a 100-point scale) ×50% + interview score ×50%.

The written test score and interview score will be kept to 1 decimal place, and the total score will be kept to 2 decimal places. If there is a tie in the total score of the applicants, resulting in the number of people entering the physical examination exceeding the number of job employment plans, the personnel who enter the physical examination shall be determined according to the principle of giving priority to the higher score in the written examination. If there is still a tie, they will be determined to be the participants in the physical examination.

3 working days after the interview, candidates can log in to the registration website to check the total test score.

6. Physical examination and inspection

After the interview, the list of participants in the physical examination will be determined according to the total score of the examination from high to low, and the number of recruits for each position will be determined according to the ratio of 1:1 to the personnel entering the physical examination. Before the introduction of the physical examination standards for public institutions' open recruitment personnel, the items and standards for physical examinations shall be implemented with reference to the "General Standards for Physical Examination for Civil Servants (Trial)" and regulations uniformly provided by the state. Applicants who fail to participate in the physical examination, re-examination or appraisal at the specified time and place due to reasons not attributable to the recruiting unit shall be deemed to have given up automatically. The re-examination will only be conducted once, and the results of the physical examination shall be subject to the conclusion of the re-examination. The cost of physical examination and re-examination shall be borne by the applicant. If the results of the physical examination are not qualified, their employment qualifications will be cancelled.

The inspection shall be organized and implemented by the recruiting unit or its superior competent department. The inspection adheres to comprehensiveness, objectivity, and fairness, and according to the requirements of the position to be hired, adopts various forms such as individual conversations, on-site visits, strict review of personnel files, inquiries into social credit records, and interviews with the person, to fully understand the political ideology, moral character, ability and quality, work attitude, compliance with discipline and law, study and work performance, integrity and self-discipline, and the need to avoid, and at the same time review the qualifications of the subject of the investigation. Where upon investigation it is not suitable to be hired as a staff member of a public institution, their employment qualifications shall be revoked.

7. Publicity and employment

In accordance with the prescribed procedures and standards, the list of personnel to be hired shall be determined according to the candidates' examination results, physical examination results and inspection conditions. For the personnel to be hired, it will be uniformly publicized on the announcement website, and the publicity period will be 7 working days. At the same time, the supervision and reporting telephone number will be announced and the social supervision will be accepted.

After the expiration of the publicity period, if there is no problem to be reflected, or if there is a problem that does not affect the employment, the employment formalities shall be handled in accordance with the prescribed procedures; if the problems that affect the employment are reported and there is evidence, the employment qualifications of the public institution shall be revoked; and if it is difficult to verify the problems reported for the time being, the employment formalities shall be postponed, and the decision on whether or not to hire will be made after the investigation is clarified.

The hired personnel shall be subject to a probationary period, and if they fail to pass the assessment at the end of the probationary period, the employment contract shall be terminated.

8. Substitution

For the situation of automatic abandonment and unqualified personnel in the recruitment process, according to the provisions of the relevant documents, from the personnel who apply for the same position and pass the examination, they will be supplemented according to the examination results from high to low. If there is a tie in the scores of the replacement personnel, resulting in the number of replacement personnel exceeding the number of job recruitment plans, the replacement candidates shall be determined according to the principle of the higher score in the written examination.

9. Other matters

Candidates should establish the concept that honesty and examination are honorable, and violations of discipline and fraud are shameful. In the process of public recruitment examination of public institutions, if the applicant has violated discipline and regulations, it shall be dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment of Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security). Where the circumstances of the violation of discipline are serious and the "Law of the People's Republic of China on Public Security Administration Punishments" is violated, it shall be handed over to the public security organs for handling in accordance with law, and where a crime is constituted, criminal responsibility shall be pursued in accordance with law.

In case of emergencies, the time and method of each procedure of this open recruitment will be notified separately through the announcement website, and those who do not participate in the recruitment procedures due to personal reasons will be deemed to have given up automatically.

This public recruitment examination of public institutions does not specify counseling books, and does not hold or entrust any institution to hold counseling training courses.
