Recommended items
√ Municipal green factories and green industrial parks;

Recommended conditions:
This year, the declaration of municipal-level green factories does not need to apply for warehousing cultivation, and all districts and counties should establish and improve the working mechanism for the creation of a green manufacturing system in the region in accordance with the "Notice on Building a Green Manufacturing System", and give priority to recommending green manufacturing benchmarking units in the region through the gradient cultivation mechanism.
In the past three years, enterprises or parks (including enterprises in the park) with the following conditions shall not apply, recommend and be included in the green manufacturing list:
■ Failure to operate and produce normally (industrial and commercial cancellation, continuous suspension of production for more than 12 months, being included in the list of abnormal business operations by the market supervision and management department and not being removed, etc.);
■ Accidents such as security (including network security and data security), quality, environmental pollution, and tax evasion and other violations of laws and regulations (refer to "Credit China" and "National Enterprise Credit Information Publicity System");
■ It has been dynamically adjusted out of the green manufacturing list;
■Serious problems are found in the relevant supervision work of the state and our city;
■ Included in the list of industrial energy conservation supervision and rectification and failed to complete the rectification as required;
■The enterprise is listed as a judgment defaulter.
Evaluation requirements
Green Factory
The Ministry of Industry and Information Technology regularly publishes a list of standards for the creation of green factories at the national level. The industries that have been included in the list will be evaluated in accordance with the corresponding standards, and the industries that are not included in the list will be evaluated in accordance with the General Principles for Green Factory Evaluation. Priority will be given to factories in key industrial areas that have reached the benchmark level issued by relevant state departments, and factories that have reached the advanced value or level 1 level of the corresponding national energy consumption quota standards will be recommended in other industries. Recommended to apply for a national green factory must be recognized as a municipal green factory.
Green Industrial Park
According to the "Evaluation Requirements for Green Industrial Parks", the recommended green industrial parks need to be industrial parks at or above the municipal level with product manufacturing and energy supply as the main functions, industrial added value accounting for more than 50%, legal boundaries and scope, and unified management institutions. Priority is given to recommending industrial parks with a large number of green factories and a high proportion. The recommended application for a national green industrial park must be recognized as a municipal green industrial park.
Green supply chain management enterprise
The Ministry of Industry and Information Technology regularly publishes the industry index system created by green supply chain management enterprises, and the industry index system that has been released is evaluated in accordance with the industry index system, and the industry index system that has not been released is evaluated in accordance with the "Evaluation Requirements for Green Supply Chain Management Enterprises". In principle, the recommended enterprises should be national green factories, and priority should be given to leading enterprises with a large number of green factories in the automobile, machinery, electronics, textile, communication manufacturing and other industries, as well as suppliers, and pilot enterprises for extended producer responsibility of automotive products.
Referral Programs
■The third-party institutions participating in the evaluation shall submit the relevant certification materials to the Energy Conservation Department of the Municipal Economic Information Commission for the record before April 10, 2024.
■To apply for municipal green factories and green industrial parks, you can report to the Energy Conservation Department of the Municipal Economic Information Commission before May 30, 2024.
■ To apply for national green factories, green industrial parks, and green supply chain management enterprises, report to the Energy Conservation Department of the Municipal Economic Information Commission before June 30, 2024.
■The Municipal Economic Information Commission will organize expert review, and the enterprises or parks that have no objection after publicity will be included in the Chongqing Green Manufacturing Demonstration List and announced.
Policy support
The relevant person in charge of the Municipal Economic Information Commission said that all districts and counties are encouraged to strengthen policy support for the creation of green manufacturing demonstration units, and can coordinate the use of policy tools such as finance, industry, energy, land, finance and taxation, and talents to support enterprises to improve the level of greening.
Tips
The relevant person in charge of the Municipal Economic Information Commission said that it will strengthen dynamic management, organize selected enterprises or parks to fill in the green manufacturing dynamic management form on an annual basis, and review the key indicators specified in the dynamic management table. Enterprises on the national and municipal green manufacturing lists shall fill in the dynamic management form through the management platform (https://green.miit.gov.cn) before April 15 of each year and report the key indicators of green manufacturing in the year.
It is reported that from 2024, the Ministry of Industry and Information Technology will conduct quantitative grading evaluation and coding of the green level of green factories at the national level that have been approved, intuitively reflecting the position of enterprises in all green factories and the position of their industries. After applying for the "enterprise green code", it can be presented to its buyers, financial institutions, relevant government departments, etc., to prove its green development level. The "Enterprise Green Code" is updated once a year, that is, after completing the annual dynamic management data filling, the system will re-assign the code according to the data of the new year within one month. If the enterprise does not fill in the report or the filling is not standardized, or the data is abnormal, it will not be assigned a code until it is removed from the list.
