Some problems at the grassroots level involve multiple regions, industries, and fields, and cannot be solved by a single unit or department. Only by innovating the model and mechanism, gathering one strength, and playing a good game of chess, can we draw a "concentric circle" to serve the soldiers. A certain unit of the Rocket Force has optimized and perfected the mechanism of "cross-regional coordination and territorial handling" and has actively helped officers and men at the grassroots level to solve problems and problems, and has achieved good results.

Although the officers and men involved are serving in other places, their homes are in our department's station, and we must assume the responsibility of handling them in our territory. According to a cadre of the political work department of the ministry, in the past, when solving the problems of urgency, hardship, and longing of officers and men, there were many demands for solving problems in different places, and due to the influence of structural barriers and other factors, it was difficult to properly solve them by relying on the strength of their own units. To this end, the Rocket Force organs have uniformly built a new mechanism of "cross-regional coordination and territorial handling" to solve problems, and built a work link of "one-stop acceptance, one-network co-ordination, and first-line penetration".
Organs set up a platform, and troops helped each other to solve problems. The ministry optimizes and improves the mechanism of "cross-regional coordination and territorial handling" in combination with its own reality, and adopts methods such as regular combing, classified reporting, special person handling, and tracking and questioning, so as to continuously improve the quality and efficiency of territorial handling work. At the same time, they have established relevant methods for communication and docking with the relevant operational departments in charge of the units where the troops are stationed and the units where the officers and soldiers who have submitted their needs for cross-regional problem solving, coordinated the resources of the military and local forces, and carried out consultations, regional cooperation, and joint problem-solving with the "one need and one policy".
Xiao Peng, a cadet of a military academy, is a beneficiary of the cross-regional problem-solving mechanism. Xiao Peng's father lent money to others and encountered a "bad guy", although there was a court judgment, but it was not implemented for a long time. In accordance with the territorial handling mechanism, the ministry designated a special person to be responsible for coordinating and providing legal consulting services in a timely manner, and used legal means to help Xiao Peng properly solve this problem.
The father of a sergeant, Xiao Wu, took out a loan to buy a car, and the car sales company declared bankruptcy shortly after receiving the payment. Xiao Wu's father not only did not mention the car, but was also sued by the bank for overdue loans. After this difficult problem was reported to the ministry as a matter of cross-regional coordination and resolution, the ministry, together with the local armed forces, assisted Xiao Wu's family in defending their rights in accordance with the law.
"According to the rolling update of the ledger according to the handling situation, we regularly conduct research, supervise the whole process, and write off the account in a timely manner. The cadres of the ministry responsible for solving difficulties and helping the poor took out a "ledger of matters that need to be resolved through cross-regional coordination", which recorded two types of needs: "the department submits matters that need to be solved across regions" and "brother units submit matters that need to be solved by the department", and each item is marked in detail with the type of difficulty, the region involved, the specific situation and related demands, the applicable policies and regulations, the lead unit, the progress of problem solving, and the time limit for completion. In order to better improve the efficiency of problem solving, the ministry has also established a "double list" system with the local veterans' affairs department and the national defense mobilization department, and has taken stock of the progress of the ledger and updated the progress on a quarterly basis, and discussed and studied new ideas and new methods for solving problems.
This reporter has learned that while solving difficulties and helping the officers and men of fraternal units through territorial handling, the department has also reaped the "dividends" of "one for everyone and everyone for one," and the difficult problems submitted by a number of officers and men that need to be handled in a coordinated manner across regions have been properly resolved. When an engineer of this unit encountered a law-related problem at home, a certain brigade stationed in his hometown coordinated with the local government to list it as a priority issue for the army-related affairs, and various departments jointly solved the problem on the spot according to law; after Xiao Zhou, a sergeant of this unit, encountered a dispute over demolition and relocation at his home, a certain unit stationed in his hometown sent special personnel to assist in resolving the problem, and progress was made in stages.
According to statistics, in the past six months, the department has done practical things for many officers and men of fraternal units, and has handled more than 10 difficulties in accordance with laws and regulations. The officers and men of the unit reported that the organization has taken our urgency, hardship, and sorrow to heart, and has taken the initiative to eliminate worries and solve problems in a timely manner, so that everyone can have no distractions and plot to win the war, and the atmosphere of training and preparing for war at the grassroots level has become stronger and stronger.
