In 2023, 3 new high-tech enterprises and 11 new technology-based small and medium-sized enterprises will be added to the city, and the third innovation and entrepreneurship competition of the division city will be successfully held. The special fund of 1.1 million yuan has been implemented, 66 scientific and technological research and achievement transformation projects in key areas have been implemented, and more than 20 scientific and technological achievements have been promoted and transformed.

The third innovation and entrepreneurship competition was held in Shishi, and 10 units were recommended to participate in the XPCC competition, of which 2 enterprises won the second and third prizes in the start-up group and were shortlisted for the semi-finals of the national competition. In 2023, there will be 10 high-tech enterprises in the city, including 4 new ones and 2 re-identified ones, an increase of 500% over the previous year, 28 technology-based small and medium-sized enterprises, 12 new ones, an increase of 9.1% over the previous year, 18 industrial enterprises above designated size with R&D activities, an increase of 100% over the previous year, 1 new XPCC key laboratory, 2 technological innovation centers, 1 new R&D institution, and 3 Xingchuang Tiandi. Strengthen scientific and technological support and guidance. Focusing on the theme of "Science and Technology Supporting the Improvement of People's Livelihood" to create an innovative county (city) in the division city, we will promote the implementation of 27 specific measures in 9 aspects of the "Implementation Plan for Accelerating Scientific and Technological Innovation to Support the High-quality Development of the Division City", focus on the economic and social development goals of the division city, and actively cultivate and build a two-level innovation platform for soldiers and divisions in combination with the current situation of industrial development.

In 2023, 18.08 million yuan will be invested in R&D of various types, and the first scientific and technological achievements conference of the division city will be successfully held, and experts from two schools and one institute will be invited to the division city to release 13 scientific and technological achievements;

Invest 10 million yuan to support the team of Academician Yin Feihu to carry out the "Third Division Academician Scientific Research and Experimental Base Project" in Shishi City, establish a "five-in-one" demonstration area of 400 acres of jujube garden, and train 30 agricultural water-saving production management technicians; jointly build the Southern Xinjiang Research Institute of Shihezi University and the Tumshuk Agricultural Science and Technology Research and Development Center of Xinjiang Academy of Agricultural Reclamation Sciences with Shihezi University and the Academy of Agricultural Reclamation; "Xinjiang Tumshuke Beef Cattle Science and Technology Courtyard" and "Xinjiang Tumshuk Quail Science and Technology Courtyard" of Shihezi University 6 science and technology institutes and the "Tumshuk Wheat Science and Technology Academy" of Tarim University were unveiled in Shishi City, further consolidating the foundation for the high-quality development of agricultural science and technology.

The "high-strength mulch" project was carried out in Liancun, and 7,500 acres of cultivated crops such as cotton, corn, soybeans and melons were promoted, benefiting 52 soldiers. 13 special service teams have been set up to carry out 14 projects such as cotton "dry sowing and wet out" technology demonstration, new cotton variety display, quality and efficiency improvement of fragrant pear and red dates, and ecological breeding under the forest in the paired villages, and 992 acres of demonstration gardens have been built, among which the "integration and demonstration and promotion of key technologies for efficient planting and processing of replanted corn" project undertaken by the Shishi Municipal Agricultural Science Institute has a yield of 1076.9 kg/mu per mu of replanted corn and 780 kg/mu of winter wheat, which not only set a record of high yield of replanted corn in Xinjiang, but also broke through for the first time. The "ton and a half grain" mark has greatly enhanced the confidence of the workers of the southern Xinjiang division in planting and replanting corn.

In 2023, the Division Association for Science and Technology will successfully apply for 3 popular science education bases of the Corps and 1 national popular science education base, serve more than 40 scientific and technological workers, set up a science and technology volunteer service team of the division and city, and attract more than 100 experts in various fields, carry out 65 popular science activities, go deep into 77 grassroots companies, communities and schools, invite 48 experts and scholars, give 68 popular science lectures, and popularize 35,000 employees.
