Scope of implementation
The implementation scope of the time-of-use electricity price mechanism will not be adjusted for the time being, that is, the time-of-use electricity price will be implemented for industrial and commercial users with a power consumption capacity of 100 kVA and above in Hubei Power Grid, except for electrified railway traction electricity, commercial electricity and non-residential lighting electricity consumption such as organs, troops, schools, hospitals, and urban public lighting. Electric boilers, ice (water) cold storage air conditioners and other electric energy storage electricity are subject to time-of-use electricity prices.
The current policy documents of the state and Hubei Province have separate provisions on the implementation objects of time-of-use electricity prices, and shall be implemented in accordance with the regulations。
Time slots
Peak hours: 20:00-22:00 in July and August, 18:00-20:00 in other months (2 hours in total).
Peak hours: 16:00-20:00, 22:00-24:00 in July and August, 16:00-18:00, 20:00-24:00 in other months (6 hours in total).
Weekdays: 6:00-12:00, 14:00-16:00 (8 hours in total).
Low hours: 0:00-6:00, 12:00-14:00 (8 hours in total).
Floating scale
The time-of-use electricity price shall be floated based on the market-based transaction power purchase price of each power user (the agent power purchase price shall be used by the agent power purchase user), and the line loss fee of the grid link shall be floated, and the medium and long-term market transaction plan shall be implemented in accordance with the relevant provisions if the contract is signed in a different time period。 The electricity price ratio during peak, peak, normal and trough hours in normal months is 1.8:1.49:1:0.48. In the peak months of summer and winter electricity consumption (July and August in summer, December and January in winter), the floating ratio of electricity price during peak hours is adjusted from 1.8 to 2, and the floating ratio of electricity price during trough hours is adjusted from 0.48 to 0.45.
Miscellaneous
(1) Do a good job of implementation. Power grid enterprises shall separately collect and reflect the time-of-use electricity price income, and report to the Provincial Development and Reform Commission the changes in the load curve, system peak difference, user peak regulation and related income of the previous year before the end of June each year。
(2) Do a good job of publicity and guidance. Local development and reform departments should carefully organize, carefully deploy, adopt a variety of methods to inform relevant users, carry out policy interpretation through multiple channels, strengthen publicity and guidance, actively respond to social concerns, and ensure the smooth implementation of policies.
(3) Do a good job of monitoring and evaluation. The Provincial Development and Reform Commission, together with relevant departments, will actively track and monitor the power supply and demand situation, the peak-to-valley characteristics of the system, the dynamics of new energy consumption and price changes, etc., regularly evaluate the implementation effect, and strengthen analysis and judgment. In the process of policy implementation, if there are major changes in the market situation, the Provincial Development and Reform Commission will adjust and improve it in a timely manner.
This notice will come into force on May 1, 2024. If the current policy is inconsistent with this notice, the provisions of this notice shall prevail.
