Eligibility criteria for applying for assistance
The "Shenzhen Special Economic Zone Builders Critical Illness Care Fund" has two types of relief funds:
- Shenzhen Special Economic Zone Builders Critical Illness Relief Fund
- Critical illness relief fund for children of Shenzhen Special Economic Zone builders
The conditions for applying for assistance are as follows:
▶ Conditions for applying for the "Shenzhen Special Economic Zone Builders Critical Illness Relief Fund": Shenzhen Special Economic Zone builders who suffer from critical illness, family difficulties, have worked in Shenzhen in the past 3 years before the application and have paid social security (including medical insurance) for more than 1 year (inclusive).
The following documents are required:
1. Application form
2. Applicant's ID card
3. Applicant's household register
4. The labor contract of the applicant working in Shenzhen in the past 3 years, or the work certificate issued by the Shenzhen employer
5. The applicant has paid social security in Shenzhen for more than 1 consecutive year in the past 3 years
6. Medical diagnosis certificate or discharge summary of Shenzhen medical insurance designated medical institutions
7. Medical invoices
8. A copy of the bank card matching the applicant's name
9. Letter of Undertaking and Authorization signed and fingerprinted by the applicant and his/her family members
▶ Conditions for applying for the "Critical Illness Relief Fund for Children of Shenzhen Special Economic Zone Builders": Shenzhen Special Economic Zone Builders who have family difficulties, have worked in Shenzhen in the past 3 years and have paid social security (including medical insurance) for more than 1 year (inclusive), and their children who suffer from critical illnesses, are under the age of 18 or are studying in full-time schools in China.
The following documents are required:
1. Application form
2. Child's ID card or birth certificate
3. Applicant's household register
4. The labor contract of the applicant working in Shenzhen in the past 3 years, or the work certificate issued by the Shenzhen employer
5. The applicant has paid social security in Shenzhen for more than 1 consecutive year in the past 3 years
6. If the medical diagnosis or discharge summary of a designated medical institution in Shenzhen Medical Insurance is a rare disease, the diagnosis certificate or discharge summary of the member hospital of the National Rare Disease Diagnosis and Treatment Collaboration Network shall be provided
7. Medical invoices
8. A copy of the bank card matching the applicant's name. The bank account number must be copied in block letters on the copy and signed for confirmation
9. Letter of Undertaking and Authorization signed and fingerprinted by the applicant and his/her family members
Salvage criteria
After being diagnosed in a designated medical institution for medical insurance in Shenzhen, the cost of diagnosis and treatment in a designated medical institution for domestic medical insurance shall be borne by the individual within the scope of the policy, with a total of more than 10,000 yuan (inclusive), and the project shall be funded in accordance with the proportion of 40%.
The maximum amount of funding for the project is 50,000 yuan/person.
Answers to frequently asked questions about application materials
▶ What are the "critical illnesses"?
The "critical diseases" in this project plan include 53 specific outpatient diseases in Shenzhen, 28 major diseases stipulated in the Revised Definition and Use of Critical Illness Insurance issued by the China Banking and Insurance Regulatory Commission and the Insurance Association of China, as well as autism and rare diseases diagnosed in member hospitals of the National Rare Disease Diagnosis and Treatment Network. "Critical illness" does not include major illnesses caused by work-related injuries, occupational diseases, or traffic accidents. Other diseases that are not included in the above list of critical illnesses are not included in the scope of funding of this project.

▶ Who is included in the "family members"?
For the purposes of this project, "family members" refer to:
"Applicant's spouse, minor children, adult children who are not capable of independent living".
If the applicant is over 18 years of age and unmarried, then the applicant can be defined as having no "family members".
▶ What kind of family is considered "family hardship"?
The total amount of immovable property (including affordable housing, shops, etc.) in the name of the applicant and his/her family members shall not exceed 1;
In addition, the per capita annual income of family members and the per capita financial assets of family members (including but not limited to deposits, stocks, funds, securities, etc.) are lower than the per capita disposable income of Shenzhen residents in the previous year on the date of application. ▶ I only have 1 property in Shenzhen, but my family members have real estate in other cities in the mainland, can I still apply for funding?
No.
Because the "immovable property in the name of the applicant and his family members" in the project plan refers to the immovable property nationwide.
▶ I have applied for the project of "Looking for People in Need - Caring Fund for Builders in Shenzhen" before, and I have already received a relief fund of 20,000 yuan, can I apply for this project again?
No.
Because this project is the optimization and upgrade of the project of "Looking for People in Need - Caring Fund for Builders in Shenzhen".
Before the release of this project plan, if the cumulative amount of assistance applied for by the applicant has reached the upper limit of the project funding of "Looking for People in Need of Help - Caring Fund for Builders in Shenzhen", this plan is not applicable. You have received a relief fund of 20,000 yuan, and you have reached the upper limit of the project of "Looking for People in Need of Help - Caring Fund for Builders in Shenzhen", so you can no longer apply for this project.
If the previous application for the "Looking for People in Need - Builders Care Fund for Builders in Shenzhen" project has not reached the upper limit, you can continue to apply for this project according to the current project application conditions, but the upper limit of the subsidy must be deducted accordingly.
▶ The applicant has been working in Shenzhen for 5 years, with an annual income of 120,000 yuan before tax and 80,000 yuan after tax, and his spouse's annual income is 100,000 yuan before tax and 70,000 yuan after tax, and both parties have no children. How is the per capita annual income of family members calculated?
According to (80,000 yuan + 70,000 yuan) ÷2 people = 75,000 yuan / person.
In this case, the per capita annual income of family members did not exceed the per capita disposable income standard of Shenzhen residents in 2023 (76,910 yuan), so they met the application conditions.
▶ The applicant has a bank deposit of 30,000 yuan and a stock of 60,000 yuan (market value on the date of application, the same below), his spouse has a bank deposit of 40,000 yuan, a securities deposit of 80,000 yuan, and one minor child of both parties. How to calculate the per capita financial assets of family members?
According to (30,000 yuan + 60,000 yuan + 40,000 yuan + 80,000 yuan) ÷ 3 people = 70,000 yuan / person.
In this case, the per capita financial assets of the family members did not exceed the per capita disposable income standard of Shenzhen residents in 2023 (76,910 yuan), so they met the application conditions.
▶ What are the children referred to in this programme as "children who have reached adulthood but are not capable of living independently"?
One of the following conditions is met:
Children who are at least 18 years old and have received academic education in full-time schools in China must provide proof of attendance.
Children who are unable to maintain a normal life due to non-subjective reasons, such as those who have lost or partially lost their ability to work, such as those with disabilities or mental disabilities, must provide a certificate of disability or a hospital certificate.
▶ I belong to the Shenzhen medical assistance object, standardized referral and medical treatment in the province, when applying for this project assistance, what is the funding standard?
According to Article 7 of the "Shenzhen Medical Assistance Implementation Rules", the medical assistance recipients who are referred to the standard and seek medical treatment in the province are inclined to provide assistance, and when they apply for the assistance of this project in 2024, after being paid by basic medical insurance, serious illness insurance, medical assistance, etc., the reimbursement amount of compliant medical expenses in the province in 2024 will be capped at 14,000 yuan, and the part of the compliant medical expenses borne by the individual exceeding 14,000 yuan shall be rated by the medical insurance department at 80% The annual assistance limit is 300,000 yuan.
▶ What are the requirements for the Social Security Contribution List?
Applicants must provide a list of social security payments in Shenzhen for more than 1 consecutive year in the past 3 years, and the list must be stamped with the seal or electronic seal of the social security department.
▶ Are there any requirements for medical invoices?
Medical invoice refers to the medical expense bill issued by the designated medical institution in the domestic medical insurance in the past 2 years after the diagnosis of the designated medical institution of Shenzhen medical insurance (if it is a rare disease, it can be diagnosed in the member hospital of the National Rare Disease Diagnosis and Treatment Network), and after the settlement and payment of basic medical insurance, serious illness insurance, medical assistance, etc., the total compliance expenses that should be borne by the individual within the scope of the policy exceed 10,000 yuan (inclusive).
The medical expense bills issued by the designated medical institutions in China in the past 2 years refer to the medical invoices issued within the previous 2 years from the date of the applicant's application, and the medical invoices provided must be submitted at the same time as the medical insurance reimbursement statement.
For example, if Zhang San suffers from lung cancer and is ready to apply for project assistance on May 20, 2024, then the medical invoice submitted by Zhang San should be issued with the date of May 21, 2022 - May 20, 2024, and the bill with the invoice date on or before May 20, 2022 cannot be used as the application materials.
▶ Can I use a receipt for the purchase of drugs at a pharmacy as an application material?
No.
The medical invoice shall be the invoice issued by the designated medical institution for medical insurance, and shall be settled and paid by basic medical insurance, serious illness insurance, medical assistance, etc.
▶ Why do I need to provide a medical certificate or discharge summary?
In order to prove that the illness suffered by the applicant does fall within the scope of the major diseases assisted by this project, the applicant shall provide the medical diagnosis certificate or discharge summary provided by the designated medical institution of Shenzhen Medical Insurance, or the diagnosis certificate or discharge summary of rare diseases diagnosed by the member hospitals of the National Rare Disease Diagnosis and Treatment Collaboration Network.
▶ What do I need to pay attention to when signing the Letter of Undertaking and Authorization?
In accordance with the provisions of the Measures for Checking the Economic Status of Shenzhen Residents, the applicant and his family members are required to sign the Letter of Commitment and Authorization to check the economic status of the applicant's family.
There are two ways to sign the Letter of Undertaking and Authorization:
First, the applicant and his family members should sign the "Letter of Commitment and Authorization" at the receiving unit of the application materials, and the staff of the unit should confirm in person that they should sign and fingerprint in person. Minor children of family members, persons who lack or have limited capacity for civil conduct, are to be signed and fingerprinted by their guardians.
The second is to record video footage of the process of family members or guardians signing and fingerprinting. The recorded video image must be clear and can prove that the "Letter of Commitment and Authorization" is signed and fingerprinted by the applicant, and the video image shall be submitted to the receiving unit of the application materials for verification and confirmation when the applicant submits the application materials.
