Therefore, if the cemetery is honestly operated in accordance with the local approval plan of 87.53 acres, it is still in line with the management regulations. However, in order to seek personal gains, some people continue to expand the illegal occupation of land, harming the collective interests of the local people.
In fact, in 2019, CCTV News reported that there were a large number of illegal graves scattered in the Laoshan Scenic Area, and there were still illegal cemeteries in some villages.

At the beginning of its establishment in 1996, the cemetery belonged to the collective enterprise of Huayin Community in Chengyang District, and later in 2001, it was developed and constructed by Qingdao Taipingshan Public Welfare Service Co., Ltd.
The legal representative of this public welfare service company is actually the general secretary of the Huayin Community Party and the director of the neighborhood committee, and the director of the neighborhood committee is also the largest shareholder of the company, holding 51% of the shares.
From this point of view, the actual management rights of this cemetery are likely to be held by the director of the neighborhood committee alone.
