On August 20, 2023, the Spanish women's football team won the Women's World Cup after defeating England women's football team. During the award ceremony, Rubiales kissed player Hermoso on the lips without the consent of the other party.

Six days after the incident, Rubiales was banned from participating in any football activities by FIFA for three years before resigning as president of the Spanish Football Federation.

Spanish High Court prosecutor Duránz charged Rubiales with sexual assault and coercion in March, demanding a two-and-a-half-year prison sentence and at least 50,000 euros in compensation to the players who were forced to kiss him.

At the same time, Spanish prosecutors are also investigating the agreement signed by Rubiales in Saudi Arabia for the Spanish Super Cup signed during his tenure as president of the Spanish Football Federation, as well as the agreement with Gruconsa, suspecting him of commercial fraud and dishonest business operations. On Monday, Spanish police searched Rubiales' home in Dominica.

Rubiales has remained in Dominica since 21 February. Since there is no extradition agreement between Spain and Dominica, Rubiales has not been arrested for the time being.

On Wednesday, Rubiales returned to Spain on a night flight and arrived in Madrid at 10:30 local time. At this time, the Central Operations Group (UCO) of the Spanish Civil Guard was already waiting for Rubiales in Terminal 1.

At 11:50 local time, the newspaper Marca revealed that Rubiales had been detained by the police and had left the airport in a van with the Spanish National Guard.
