According to the latest report on the website of Qufu Normal University in Shandong Province on March 27, Qufu Normal University has issued a notice titled "Notice on Effectively Strengthening School Traffic Safety Management". The notice emphasizes that in view of the recent frequent traffic safety accidents involving students and schools inside and outside the campus, which have caused serious consequences, therefore, in response to the requirements of the "Notice of the Shandong Provincial Department of Education on Effectively Doing a Good Job in Traffic Safety Work Involving Schools and Students" (Lu Jiao An Han [2024] No. 22), the school has decided to strictly prohibit students from driving any type of vehicles inside the campus.
This notice further clarifies the school's position by stating that students are not allowed to drive any vehicles on campus. However, for students who require special care due to special health conditions, they are required to provide a certificate issued by the College and submit it to the Security Office together with a copy of their personal medical records for special travel arrangements.
In addition, Qufu Normal University also made it clear that the use of skateboards, roller skates and other sliding tools on campus, as well as vehicles such as electric balance scooters, is also not allowed.
In recent years, more and more colleges and universities have begun to pay attention to campus traffic safety. For example, in November 2023, Cangzhou Normal University in Hebei Province promulgated the "Regulations on the Management of the Driving and Parking of Teachers' and Students' Vehicles on Campus", which clearly stipulates that students are prohibited from driving motor vehicles, electric bicycles, and electric tricycles on campus.
Xinjiang Agricultural University also issued the "Campus Road Traffic Safety Management Regulations (Trial)" in September 2023, which prohibits students from driving motor vehicles into the campus in principle to ensure traffic safety on campus.
In the "Announcement on Carrying out Campus Traffic Safety Rectification" issued by Guangdong Jiaying University in May 2023, it is clearly stated that students are not allowed to drive cars, motorcycles, electric vehicles and other motor vehicles into the campus, and it is strictly forbidden to use electric scooters, balance bikes and other sliding tools on campus roads.
In October 2021, the Law School of Inner Mongolia University of Finance and Economics also issued the "Regulations on Strictly Prohibiting Students from Driving Motor Vehicles into the Campus", which not only prohibits law students from driving all kinds of motor vehicles into the campus, but also prohibits them from contacting off-campus personnel to drive motor vehicles into the campus, thereby further strengthening the management of campus traffic safety.
Shandong Jianzhu University has also previously issued the "Campus Traffic Safety Management Regulations (Trial)", which explicitly prohibits students from driving cars and motorcycles on campus. In January 2021, Shandong University of Science and Technology issued the "Campus Traffic Safety Management Measures", which prohibits students from storing and driving all kinds of mopeds, motorcycles, cars and other vehicles on campus in principle. For vehicles that need to be stored temporarily under special circumstances, the storage time is also limited to 7 days. For motor vehicles that are unused and parked on campus for a long time, the Safety Management Office has the right to take appropriate measures to dispose of them to ensure campus traffic safety and order.
Why are colleges and universities prohibiting college students from driving on campus?
With the rapid development of society and the improvement of people's living standards, cars have gradually become the standard configuration of many families. But at the same time, more and more colleges and universities have explicitly banned college students from driving motor vehicles on campus. There are many deep-seated reasons behind this regulation.
Safety is the primary consideration of universities in formulating this ban. College students driving on campus are often prone to ignore traffic rules because of their high familiarity with the campus environment, and behaviors such as speeding, wrong-way driving, and random parking occur from time to time, which seriously threaten the safety of other pedestrians and students. At the same time, the road design on campus is often dominated by walking and cycling, and the entry of motor vehicles undoubtedly increases the risk of traffic accidents.
Second, parking resources on campus are limited. With the increase in the number of cars, parking difficulties have become a common problem for many colleges and universities. If college students are allowed to drive on campus, the contradiction between supply and demand of parking spaces will be more prominent, which will not only affect the normal order of the campus, but also may cause conflicts between students.
In addition, as the cradle of cultivating talents, colleges and universities have the responsibility to guide students to establish correct values and behavioral habits. Prohibiting driving on campus helps students develop a sense of compliance and respect for others, as well as the rational allocation and use of public resources.
