Announcement on the introduction of on-site applicants for the special talent introduction activities of "Recruiting Talents, Wisdom Grassland" and "Civilized Red Mountain, Youth Chifeng" in colleges and universities

According to the work arrangement, Chifeng City decided to select the best talents from the on-site applicants of "Recruiting Talents, Wisdom Grassland" and "Civilized Red Mountain, Youth Chifeng" colleges and universities to carry out talent introduction work, and the relevant matters are hereby announced as follows:

First, the principle of introduction

Adhere to the principles of eclecticism, recruitment, convenience and efficiency, smooth and orderly, standardized operation, coordinated promotion, sunshine operation, fairness and justice.

Second, the scope of introduction

On-site applicants for the 2023 "Recruiting Talents, Wisdom Gathering Grassland" and "Civilized Red Mountain, Youth Chifeng" University Special Talent Introduction Activities. For the list of personnel, please refer to the announcement on the announcement of the on-site applicants for the special talent introduction activities of "Recruiting Talents, Zhihui Grassland" and "Civilized Red Mountain, Youth Chifeng" on November 20, 2023 on the official website of the Municipal Human Resources and Social Security Bureau and the announcement on announcing the on-site applicants for the special talent introduction activities of "Recruiting Talents, Wisdom Grassland" and "Civilized Red Mountain, Youth Chifeng" (List of Graduates in 2024) on November 24, 2023.

Third, the introduction of conditions

(1) Qualifications for introduction

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws of the People's Republic of China;

3. Good ideological and political quality, good conduct;

4. Full-time undergraduate graduates should be under the age of 30 (born after March 22, 1993), full-time master's students should be under the age of 35 (born after March 22, 1988), and full-time doctoral students should be under the age of 40 (born after March 22, 1983).

5. Undergraduate graduates are only allowed to apply for Tsinghua University and Peking University, full-time master's degree students (graduate students or undergraduate universities must be in the second round of national "double first-class" construction universities or the top 200 universities in the authoritative world university rankings), full-time doctoral students in domestic universities, and overseas full-time doctoral students in the top 200 universities in the authoritative world university rankings (undergraduate degree must be full-time undergraduate students in domestic public universities or the top 200 universities in the authoritative world university rankings);

6. The academic qualifications for special positions shall be subject to the post conditions announced by the talent introduction unit;

7. Have the physical condition to perform the job duties of the position normally;

8. Have the ability to work in line with the requirements of the position you are applying for;

9. Have other qualifications required for the position.

(2) Circumstances in which registration is not allowed

1. Active-duty military personnel;

2. Full-time graduate students (excluding full-time graduates of ordinary colleges and universities who graduated before July 31, 2024);

3. Persons who have been criminally punished for crimes or have been dismissed from public office;

4. Persons who have been found to have committed fraud or other serious violations of recruitment or employment discipline in the recruitment of civil servants or public recruitment by public institutions, and who are within the period of prohibition from examination;

5. Persons expelled from the Communist Party of China;

6. Persons lawfully listed as targets of joint disciplinary action for untrustworthiness;

7. Civil servants who are on the job within the administrative area of Chifeng City, staff of public institutions managed with reference to the Civil Servant Law, staff of public institutions, and personnel who have resigned or been dismissed from administrative institutions in the city in the past 5 years;

8. Employees of public institutions (listed recruitment) or civil servants who are within the probationary period outside the city and have not yet completed the minimum service period;

9. Personnel who have formed a recusal relationship with the introduction unit;

10. In the past three years, in the process of talent introduction in Chifeng City, they were included in the proposed introduction of personnel and then voluntarily gave up personnel;

11. Personnel in other circumstances that laws and regulations provide must not be hired as staff of public institutions.

(3) Circumstances in which the introduction is not permitted

Those who are hired by other organs (participating in public institutions) or are hired by public institutions (subject to the publicity time) due to participating in the examination of other civil servants (public participation personnel) or open recruitment within the establishment of public institutions due to the end of the registration for this talent introduction activity and before the employment procedures are completed;

Fourth, the introduction of procedures

(1) Publish an announcement

On March 22, the introduction announcement was issued on the portal of Chifeng Yulong Pioneer, Chifeng Human Resources and Social Security Bureau, and Chifeng Municipal News Media to publicize the job information and related policies of the introduced talents. See Appendix 1 for job information.

(2) Registration and preliminary examination of qualifications

The introduction of talents is carried out by means of online registration, and each person can apply for no more than 2 positions (except for colleges and universities, institutions at the municipal level are only allowed to apply for 1 position per person). From the date of the announcement, all graduates who meet the introduction conditions and job requirements must download and fill in the "Registration Form for the Introduction of Talents for Special Activities in Chifeng Colleges and Universities" (Annex 2), and send the registration form and necessary supporting materials such as academic degree certificates to the email address of the talent introduction unit corresponding to the post during the period from 12:00 on March 22, 2024 to 17:00 on March 27, 2024. After the registration email is sent, the applicant should contact the talent introduction unit to confirm the successful registration. If the registration deadline is exceeded, the registration form will not be accepted.

After the registration is over, the preliminary examination of qualifications will be carried out by the talent introduction unit, and after the preliminary examination is completed, the basic information of all applicants and the audit situation will be summarized and reported to the Office of the Talent Work Leading Group of the Municipal Party Committee, and the results of the preliminary examination will be announced to the public before March 30. The qualification review runs through the whole process of talent introduction, and if it is found that the introduction of personnel has violated rules and disciplines, provided false information, does not meet the introduction conditions, violates the requirements of the introduction procedures, etc., the introduction qualification will be cancelled, and the relevant responsible persons will be held responsible.

The introduction of talents does not charge any fees, does not specify the exam tutoring book, does not hold or entrust any institution to hold exam tutoring training courses, reminds candidates to be vigilant, do not be deceived.

(3) Interview and selection

Chifeng College, Inner Mongolia Transportation Vocational and Technical College, Chifeng Industrial Vocational and Technical College, Chifeng Vocational College of Applied Technology, Chifeng University Affiliated High School and other 5 units of interview and selection methods are set by themselves, organized under the supervision and guidance of the Office of the Municipal Party Committee Talent Work Leading Group, and completed before April 4, and the results are publicized on the website of the unit and the Municipal Human Resources and Social Security Bureau. In addition to the four colleges and universities and the middle school affiliated to Chifeng University, the city-level institutions at the same level to introduce talent interview and selection work, by the Municipal Party Committee Talent Work Leading Group Office overall organization, specific organizational procedures, methods and other matters will be announced separately.

(4) Qualification review

According to the interview score, the list of personnel who enter the qualification review will be determined according to the ratio of 1:1 of the number of positions introduced. The qualification review work is arranged after the interview and before the physical examination, and the talent introduction unit will conduct the qualification review of the personnel who enter the qualification review on the spot. Those who have passed the qualification review will enter the physical examination.

(5) Physical examination

The physical examination work shall be organized by the Office of the Talent Work Leading Group of the Municipal Party Committee, and the physical examination standards shall refer to the relevant provisions on the physical examination of civil servants recruited by administrative institutions of state organs.

(6) Investigation

Those who have passed the physical examination are listed as the objects of inspection. The inspection team formed by the talent introduction unit will conduct a serious and comprehensive investigation of the personnel to be introduced, and after the collective study of the party group (party committee) meeting of the department, a written inspection material will be formed before April 30 and submitted to the office of the talent work leading group of the municipal party committee.

(7) Publicity and formalities

Inspect qualified personnel, determine the personnel to be introduced, and publicize them on the website of the Chifeng Human Resources and Social Security Bureau for a period of 5 working days. If the problems that affect the introduction are reflected during the publicity period and there is evidence, the introduction qualification shall be cancelled; if the problems reflected are difficult to verify for a while, the introduction shall be postponed, and the decision on whether to introduce them will be made after the problems are clarified. After the announcement of the personnel to be introduced without objection, the competent department of the talent introduction unit shall handle the introduction procedures for it in accordance with the relevant regulations, and sign the employment contract of the "Chifeng City" Green Channel "Talent Introduction Institution" with a minimum service period of 5 years, and the candidates must serve at least 5 years (including the probation period) in the hiring authority (unit), and shall not be seconded to other units, participate in the civil servant recruitment examination, public recruitment examination of public institutions without the written approval of the competent department of talent introduction during the service period. The probationary period for newly hired personnel is 12 months if they are employed for the first time; the probationary period for other hired personnel is generally not more than 3 months, and it may be extended under special circumstances, but the maximum is not more than 6 months, and the probationary period is included in the term of the employment contract.

5. Other matters

(1) The information provided by the applicant should be detailed and true, and if the information is not detailed or true and affects the introduction, he shall be responsible for it. During the introduction of talents, it is necessary to keep communication unimpeded, and if the information is not communicated smoothly due to personal reasons, the introduction shall be affected by the person.

(2) The introduction of talents, in line with the "Chifeng City to promote a strong city of talents", will be honored with the relevant talent introduction policy.

(3) Supplementary and supplementary introduction matters shall be organized according to the situation and announced separately.
