On March 22, the Municipal Committee for the Comprehensive Rule of Law held its first meeting in 2024 to thoroughly study and implement Xi Jinping Thought on the Rule of Law, strengthen the main responsible comrades of the Party and government at all levels to fulfill their responsibilities as the first responsible person for advancing the construction of the rule of law, and make arrangements for the construction of the rule of law this year.

The meeting pointed out that in 2023, the construction of the rule of law government in Karamay has achieved new results in the performance of responsibilities, system construction, and governance according to law. The meeting emphasized that it is necessary to accelerate the pace of the construction of the rule of law in townships (streets), find out the implementation situation, sort out difficult problems, strengthen coordination and resolution, continuously improve the efficiency of grassroots governance, promote the modernization of the grassroots governance system and governance capacity, and continue to consolidate the foundation for the construction of the rule of law at the grassroots level. In accordance with the requirements of the autonomous region, continue to exert efforts in the demonstration and creation of rule of law governments, conscientiously sort out and summarize the experience and wisdom of grassroots innovation and practice, give full play to the demonstration effect, take the initiative to reserve and plan, and do a good job in the evaluation of the rule of law government in 100 cities across the country and the consolidation and re-examination of the achievements of the "National Rule of Law Government Construction Demonstration City", and strive to achieve new breakthroughs.
The meeting required that we should gather joint efforts in the administrative law enforcement and supervision system, do a good job in the empowerment and expansion of townships (streets), continue to make great efforts to catch and manage well, and strive to improve the level of law enforcement at the grassroots level, and build a city, district, township (street) three levels and the same level between the relevant regulatory clues transfer, coordination and linkage mechanism, the formation of administrative law enforcement coordination and supervision system, to achieve the dual interaction of law enforcement and management. It is necessary to strengthen the awareness of compliance with laws and regulations in the resolution of contradictions and disputes, give full play to the role of administrative reconsideration as the main channel for resolving administrative disputes, increase the correction of illegal and improper administrative acts, and promote the city's administrative reconsideration and administrative response work to be deepened and effective.

The meeting listened to the 2023 annual report on the construction of the rule of law government at the municipal and district levels, and reviewed the key points of the 2024 work of the Municipal Committee for Comprehensively Governing the City according to Law, the work methods for the rule of law supervision in Karamay City, the legislative plan of the Standing Committee of the Municipal People's Congress, and the plan for formulating rules and regulations of the Karamay Municipal Government.
