"Forget it, I don't want a courier to come to your door"

Consumers, couriers, and express station operators who are looking forward to "home delivery" seem to have passively entered a kind of opposing stalemate. The question is, is any of them really wrong?

This spring, the express delivery industry ushered in a wave of shocks.

On March 1, 2024, the Ministry of Transport's newly revised "Express Market Management Measures" came into force, of which Article 54 clearly stipulates: without the consent of the user to confirm the receipt of the express, without the consent of the user to use the smart express box, express service station and other means to deliver the express, by the postal administration ordered to correct, to give a warning or notice of criticism, may be fined less than 10,000 yuan, and the circumstances are serious may be fined between 10,000 yuan and 30,000 yuan.

After the implementation of the new regulations, what followed was not a more standardized express delivery process, but more complaints and contradictions.

Courier: Half the salary

In an industrial park in Chaoyang District, Beijing, Xiao Liu, a Zhongtong courier, made a phone call while walking. The recipient of a company in the park could not be reached. Xiao Liu walked to the front gate of the company with the package, and then went around to the back door, but he couldn't get in.

Xiao Liu went back and forth a few times, and an employee of this company saw and stopped him and took the courier from the window.

21-year-old Xiao Liu came to Beijing from his hometown of Shanxi, and has just been a courier for more than three months before catching up with the new industry regulations. Starting this week, the company requires them to call each recipient before dropping off their shipments. Because he was busy making phone calls, Xiao Liu's delivery volume was reduced from three to four hundred pieces a day to more than one hundred. He calculated that this month's phone bill may exceed 200 yuan, and the company will not reimburse him for the phone bill.

At the entrance of the park, another Yunda courier, Tie Ge, was sorting out the packages that were ready to be delivered to the park. There were originally more than 30 couriers in his express delivery network, but after the implementation of the new express delivery regulations, six or seven couriers left. Because of the lack of manpower, Brother Tie has just been deployed here.

Brother Tie has been a courier for three years. For a long time in the past, he could deliver four or five hundred parcels a day, and almost all of these packages were placed in the express lockers of the community post station and the hospital. Tie Ge does not have a basic salary, and the salary is billed according to the number of packages delivered. The delivery fee for each package is 1.1 yuan, the post station charges 0.45 yuan, the express cabinet charges 0.35 yuan, and Tie Ge can earn about 400 yuan a day.

About a week ago, the days of "throwing the package at the courier station" came to an end. Each parcel needs to be called one by one, and if the recipient does not agree to leave it at the post station, he will have to deliver it to the door.

Recently, Brother Tie got up at 5 o'clock every day to start dividing pieces, loading them at 7:40, and delivering them until 10 o'clock in the evening.

Even with such a busy schedule, some deliveries that need to be delivered on the same day still can't be delivered. At ten o'clock the night before, Brother Tie still had more than 80 couriers left to deliver, and he had to call one by one to explain. "In the end, I still asked customer service to help me solve it, it's not that I'm lazy, I called until midnight, and people answered the phone and scolded me. It's okay to scold me, I'm afraid to complain about me. ”

A few days ago, a lady called Tie Ge and said that she had not found the courier that Tie Ge had placed at the door. She bought a cup, and Brother Tie asked the other party if he could complain, and he wanted to compensate according to the price of the goods. "If I am complained, whether it is my fault or not, I will be fined 150 yuan. Brother Tie said.

Brother Tie also considered resigning, but he is 45 years old this year, "You can only do some hard work, and other people don't want you." "The young children in the station feel that their income has been affected after the new regulations have begun, and many people have left, so Brother Tie feels that he should wait a little longer and observe and observe. "Let's see if it can change. Now that I'm gone, if there is a good policy coming out in the future, I will regret it. ”

After sorting out the express, Brother Tie pushed the cart and walked to the park: "Look at this basket, there are more than 40 pieces, all of which are from one company." But you still have to call one by one. ”

Coach Operator:

The price can only be increased!

On March 10, on the first floor of a community in Langfang, Hebei Province, in a community express station, express boxes were piled up on the shelves and the ground. The 51-year-old owner, Sister Zhen, is checking in the warehouse for the newly arrived courier and helping customers pick up the parcels.

Sister Zhen's express station is open from 8 a.m. to 8 p.m., and the rent is 1,000 yuan per month. The post station cooperates with Zhongtong, and there are about 500 express deliveries per day. Usually the courier puts a batch of express delivery at the post station and pays a fee to the post station at a price of 0.5 yuan per piece. It is this profit that the post earns.

According to Sister Zhen, her community has long been directly collected by the post station from the express station, and there is no courier responsible for delivery. The couriers in this area are all named on the post station owner, so the delivery fee of more than 1 yuan per express delivery is earned by the post station owner.

Because of this, once the new regulations come into effect, theoretically speaking, Sister Zhen needs to call each recipient herself, and if she does not agree to put it at the post station, she also needs to deliver it to her door. But for Sister Zhen, this is almost impossible to achieve.

A customer asked about the new rules of express delivery, and he asked Sister Zhen why his express delivery was put at the post station without anyone telling him. Sister Zhen didn't raise her head: "I don't know, no one told us about this regulation." If it really has to be implemented, it can only be an increase in the courier fee. ”

The customer was a little dissatisfied and said that he wanted to complain to the courier company. Sister Zhen said: "Then you can complain and take a look." ”

At four o'clock in the afternoon, there was a long queue of people who came to pick up the parcel at the post station, and the queue blocked the door of the unit. Some people already have two or three parcels in their hands, which they have just picked up from another post station in the community - because different express companies cooperate with different express stations, and in the same community, residents have to go to different post stations to pick up the express. A lot of people came over to take a look, sighed and turned back.

Sister Zhen in the room was still taking and scanning the pieces all the time, and the handwritten words were pasted on the wall next to the shelves: "Wangpu transfers." ”

Consumer:

Why is it so hard to deliver to your door?

Linlin, who lives in Beijing's Tongzhou District, said that before the new regulations were introduced, she had repeatedly contradicted couriers over the requirement of "home delivery".

The community where Linlin lives also defaults to the express delivery at the post station. She didn't keep quiet about it, like most people, and she would call every courier who didn't make a delivery. If the other party refuses to come to the door, she immediately complains.

"So I've long been an exception to this community, couriers know me, and as long as it's mine, they will deliver it to the door individually. ”

But Linlin's friend felt that such an approach was not only tiring, but also risky. A friend shared a video of retaliation online for complaining about a courier. In the video, a courier is emotionally abusive to the other party.

There are also many people who feel like they don't need home delivery. Xiaomo, who lives in Pinggu District, said that because he lives in a bungalow, each household does not have a clear house number, and it is not convenient for couriers to come to the door. In the past, when there was no post station, everyone asked the courier to find a place to put it or collect it in the supermarket, but no one was responsible for the loss of the express. She prefers the mode of express station, and she can pick it up at any time when she has time.

There are a large number of consumers on the Internet who agree with Xiaomo. Some people feel that the express delivery to the post station can not expose privacy, and some people feel that it is good to go to the post station to pick up after work, and they don't want to answer the phone on weekend mornings, and they don't want to miss the delivery because they can't receive the courier's call during working hours.

Among the many logistics companies, SF Express and JD.com have long been home deliveries. Many couriers said that the company required home delivery. The unit price of the delivery fee received by the courier is higher, and the salary is not fully linked to the number of deliveries. At the same time, the company will cover the courier's phone bill. Couriers are not fined across the board after being complained by a consumer. Therefore, the new regulations affect mainly express companies such as "three links and one reach" in addition to them.

Because of the price gap, among the many complaints about the "new express delivery regulations", an interesting metaphor is widely popular: "Express delivery is the same as taking a car." When you take a taxi, the driver will pick you up and deliver you downstairs to your home. If you need to take the bus, you have to take the bus at the stop, get off at the stop, and walk home by yourself. Is it possible that the price of a green car should be a first-class service?"

But many people object to such a statement, thinking that this is a change of concept: "The bus you said is called logistics, not express delivery." ”

"But we obviously pay more than 10 yuan for the courier, why do the couriers only earn a few cents? In fact, this is a dispute between the courier company and the employee, and we should not be kidnapped consumers. ”

In fact, for ordinary senders, the shipping cost of "three links and one reach" is not much cheaper than that of SF. "Three links and one reach" is considered to be "low-cost express delivery", which is more due to the cooperation between a large number of e-commerce companies and express delivery companies. The goods of "nine pieces and nine free shipping" rely on the low-cost express delivery agreement reached with the logistics company. For e-commerce, the shipping cost of a product may be as low as 1.5 yuan. And it is precisely because of the low price and large quantity that express companies such as "three links and one reach" can survive in the fierce market competition.

As soon as the new rules come out, such a pattern may be slowly broken. Many people are soberly aware that in the end, if the cost of express delivery rises, consumers may still need to pay.

Xiao Jin, who is in the most convenient express delivery "Jiangsu, Zhejiang and Shanghai free shipping area", said that the express card he sent was at the site for three days. He called the site, and the other party told him that because many of the site's couriers had resigned, there was currently no one to deliver them. "Whether it's a price increase, or a post station, I just hope that everything can return to normal. Kim said.
