The report said that Gao Moumou (male, 53 years old), when visiting the panda base on the 12th, threw objects into the outdoor activity field of the Jiangyue Pavilion, and the staff had cleared the debris out of the outdoor activity field. In view of Gao's uncivilized visit and behaviors that may cause harm to the giant panda, he is prohibited from re-entering the panda base (including Panda Valley) for life.

After inspection and observation by the relevant staff of the panda base, the giant panda's physical condition is normal.

The Chengdu Giant Panda Breeding Research Base reminds that there are strict standards for the diet of national treasures, and feeding them without permission may cause harm to giant pandas. It is understood that since April 2023, when the Chengdu Giant Panda Breeding Research Base began to issue a notice on uncivilized behavior, many people have been banned from entering the base for uncivilized behaviors such as feeding, splashing water, and teasing pandas, and the ban period ranges from 1 year, 5 years to life.

In fact, in response to the uncivilized behaviors that occur in the process of tourism, the "Interim Measures of the National Tourism Administration on the Management of Records of Uncivilized Behaviors in Tourism" implemented in 2016 clearly stipulates that in accordance with the regulations, tourists who have committed such uncivilized behaviors will be included in the "blacklist" of uncivilized behaviors in tourism after being approved by the Review Committee of Records of Uncivilized Behaviors in Tourism, and will be announced to the public.

Article 8 of the Civil Code stipulates that civil entities engaged in civil activities must not violate the law or violate public order and good customs. Article 10 stipulates that civil disputes shall be handled in accordance with the law, and where there are no provisions in the law, custom may be applied, but it shall not be contrary to public order and good customs. Legal experts pointed out that the animals in the scenic area are for all tourists to see, and uncivilized behavior is against public order and is illegal.

Experts point out that if an animal is injured or even killed as a result of uncivilized behaviors such as feeding, tourists who commit these acts are likely to be liable for civil damages for the infringement. In addition, those who cause serious consequences may also face administrative penalties and even bear criminal liability.

Animals are divided into many categories, on the one hand, based on the Wildlife Protection Law, there are some rare animals, endangered animals, and the harm to these animals can be fatal, and the most serious will rise to criminal liability.
