Improve residents' ability to respond to disasters and their awareness of disaster prevention and mitigation, mobilize residents to participate in community safety work, and establish community volunteer rescue teams. The Tianlong Rescue Team of Xiangyuan County launched the One Foundation "Safe Home" public welfare project to assist urban and rural communities in coping with daily safety issues.

Hello everyone, my name is Bai Yong, and today I bring you the One Foundation "Safe Home" project, which is a project implemented by our Xiangyuan County Tianlong Rescue Team from March 2023, this project is mainly to improve the safety awareness of the community (residents) and build a harmonious home together.
First of all, I would like to introduce you to our Xiangyuan County Tianlong Rescue Team.
Xiangyang County Tianlong Rescue Team is a public welfare organization specializing in natural disaster rescue, mountain rescue and urban emergency rescue in Xiangyuan jurisdiction, which was initiated by me in September 2019, registered and established in Xiangyang County Examination and Approval Bureau in January 2023, and officially held its inaugural meeting on February 24.
In the area of social service, under the leadership of the Xiangyang County Party Committee and County Government, our Tianlong rescue team has always taken "if the world needs it, we will have no hesitation" as its own responsibility, actively participated in flood relief tasks and national large-scale events for many times, and actively cooperated with relevant departments at the county level during the epidemic prevention and control period, becoming the main force of epidemic prevention and control in our county.
"Origins of the 'Safe Home' Project"
So let me tell you a little bit more about the origins of this Safe Homes project.
In fact, the origin of this "Safe Home" project is first of all because we suddenly encountered this mudslide in Xialiang Town, Xiangyuan County, in the summer of 2022, when I communicated with the leaders of the township, and then we also went to the site to carry out disaster relief.
In order to strengthen the ability of townships and towns to prevent and reduce disasters, consolidate the new line of defense of rural revitalization safety management, improve residents' ability to cope with disasters and their awareness of disaster prevention and mitigation, mobilize residents to participate in community safety work, and establish a volunteer team in our community, which is especially suitable for a township like ours with many disasters.
After the subsequent communication, the leaders of the township also felt that it was very good, so we finalized the project.
Next, the "Safe Home" project is implemented in the region and who will benefit. Then the implementation area is the whole town of Xialiang Town, Xiangyuan County, and the beneficiaries are mainly these residents of the community.
Up to now, there are two project sites in Xiangyuan, and with the launch of the two project sites, more than 10 activities have been carried out, two community volunteer teams have been trained, and more than 5,000 people have benefited.
Because of the "Safe Home" project, it is mainly to incubate a community volunteer rescue team, which is the first responder when there is a disaster in the township.
Because at the disaster site, 80% of the time it is the residents who need to save themselves, so our team lives in the township and deals with these people every day, so if there is a disaster, it can arrive at the first scene as soon as possible.
Therefore, it is not only an autonomous organization at the grassroots level of the community, but also can play the role of disaster prevention and mitigation and self-help and mutual rescue.
And it can be through some of our training exercises, including some of our safety knowledge preaching, it can also unite the community for mutual assistance, including the cultural construction of new neighborhoods, including actively building the public to practice the core values of socialism, these are some of the significance and necessity of our project at that time.
"Safe Home Implementation Plan"
Then the "safe home" implementation plan is mainly raised by the township with 39,000 yuan, and the One Foundation has 39,000 yuan, a total of 78,000 yuan, for the construction of this team, including our material allocation, training, including the formulation of emergency plans, and finally we go to some towns to do some publicity and drills.
One Foundation "Safe Home" project has an implementation plan, which first in the township our community rescue team to carry out risk investigation, after the risk investigation is completed, we have to formulate some plans, and then prepare for drills, and then there are some patrol early warnings, evacuation and evacuation, and if the disaster comes, we have to search and rescue, pre-hospital medical treatment, including some information disposal, resettlement and reconstruction, it is the community disaster response capacity chain.
"Safe Home Implementation Process"
On June 13, 2023, after passing some preparations in the early stage, including the distribution of some materials, including some disaster investigations in the early stage, we held this inauguration ceremony in the Xialiang Town Government, and Director Zhang, director of the Emergency Safety Bureau in our county, including the deputy director of our comprehensive management office, came to participate.
Why do we ask the leaders of the comprehensive management office to come and participate? Because in our "safe home" project, some of the team members are the grid members of our townships, and the township grid members have an advantage, that is, every township and every household can have access to them, and we can release and feedback some of the safety knowledge of our later stage, including some notices of our later projects, including some on-site situations, so we can all publish and feedback back through the channel of intermediate grid members, so the grid members are in us." The "Safe Home" project plays a role in connecting the previous and the next.
Including a mayor of our Xialiang Town, including the members of our Tianlong rescue team, including the establishment of a community volunteer rescue team in Xialiang Town, we prepared this launching ceremony together.
Then we held a meeting, and we carried out some daily knowledge training, safety knowledge, disaster prevention and mitigation knowledge, which also needs to go to the site to teach everyone one by one.
So at the time of this teaching, our theory and practice were carried out at the same time, you can see, we have fire extinguishers on the spot, teach everyone how to use it, including how to wear personal protective equipment, including our community volunteer rescue team at that time held a meeting together, we have to study the rules and regulations of our team.
So the next photos are some of our drills at the scene, for example, we may reach the flood season in the summer, so we have to carry out some flood drills, you can take a look, this is we make a rope simple stretcher, including taking the sheets, we make a simple stretcher, and then carry out this casualty transport, because we need to find some items that can be found on the site to do something that can be used on the spot, it is impossible to say that when you have a disaster, the residents will go to find a stretcher, so we are on the spot to teach everyone to make some things that can be used at hand。
You can take a look, this is the formulation of our risk map and emergency plan, this is also the highlight of a relatively large safe home project in the One Foundation, it allows the residents of the community to draw a risk map of their community, find the risk points, find the hidden dangers, and then plan their own retreat route, disaster avoidance route, he let the residents of the community do it themselves.
What's the advantage of this? Whether it's the community rescue team or the community residents, he can know where we're running from in the event of a disaster, and in a place as big as our township, it's different from our community, and we have to know which route is safe.
We also had a generator and a water pump (operation), and at that time, because it was the basic material in the township, it also had it, and we all carried out this on-site drill.
And then this is one of our flood control sandbags, this everyone thinks it is very simple, at the beginning I think it is just a sandbag, but according to our formal process after doing it, it is really difficult, including its height, including this thing is laborious, right, its standard still has requirements, according to what kind of terrain to do, this has requirements, we only found through practice through exercise, thinking and doing that are completely two different things.
This is a forest fire prevention drill we conducted in Xialiang Town at that time, because in April is the Qingming Festival is approaching, the main task in the township is fire prevention, and in summer it is flood control, so we have to carry out different drills for different periods.
"Effectiveness of the implementation of 'Safe Home'"
In the almost year since the implementation of our "Safe Home" project, we have carried out a lot of activities, that is, we have gone into the community to carry out safety knowledge preaching, and we have to distribute some of this publicity materials to these residents and these kindergarten children, including when we are in the township market.
Another is that we go to the campus to tell you some first aid knowledge, talk about drowning prevention, and some earthquake prevention, which we want to talk to you.
Next, we also go into the family to help the people, that is, the residents of the community, to find some potential safety hazards, and make family safety plans, including we conduct some commissaries (preaching), all for the safety of community residents, and at the same time, we also want to instill this safety concept into everyone's heart, (because) there are real safety hazards.
With the development of this project, we in Xialiang Town in a training exercise, the mayor of Xialiang Town said this at the scene, he is also a main person in charge of our community volunteer rescue team, he said that the formation of a community team is very good, not only to improve their community rescue team rescue ability, but also to let the community people really feel that we have done some work, effectively play the role of this community resource rescue team, and improve the ability of community disaster response.
