Time witnesses, wonderful butterfly changes. In 2023, our state will resolutely shoulder the political responsibility of consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization, seize the opportunity of the five-year transition period and the key counties of national rural revitalization, strictly implement the requirements of the "four no-picks", and promote the "five revitalizations" as a whole.
Walking into the follow-up industrial park of poverty alleviation and relocation in Sanjia Town, Guanghe County, in rows of standardized breeding sheds, a fat and strong cow is leisurely eating forage...... The industrial park operates in accordance with the mode of "unified government circulation, unified planning, unified epidemic prevention, unified feed formula, unified supervision, unified lot distribution and household construction, household operation, and household accounting", and guides the masses to develop in the way of joint household breeding through the management model of "party branch + cooperative + farmer", and solves the employment and industrial development needs of the relocated masses.
In the Spring Festival, when I walked into Weichang Village, Diao Qi Town, Linxia County, whether it was the main road or the entrance lane, the first feeling was clean. "In the past, garbage was blown by the wind and sewage was evaporated, but the home was modern, and the outside of the house was dirty and messy. Now the garbage is cleared, the sewage has a 'home', and the toilets are urbanized. Talking about the changes in the village, the villagers smiled. From the unsightly appearance to the refreshed appearance of today, the gorgeous turn of Weichang Village is a true portrayal of our state's promotion of rural construction.
The development and changes of the follow-up industrial park for poverty alleviation and relocation in Sanjia Market Town and Weichang Village in Diaoqi Town are the epitome of our state's efforts to consolidate and expand the achievements of poverty alleviation and rural revitalization, and comprehensively carry out the construction of Hemei Village. In 2023, our state will take multiple measures at the same time, continue to consolidate the achievements of poverty alleviation, accelerate the construction of an agricultural industrial system, build harmonious villages according to local conditions, and deepen east-west cooperation, and all work has been fruitful.
Over the past year, our state has improved the dynamic monitoring and assistance mechanism, using the "Gansu one-click poverty report" system to monitor and follow up on assistance in a timely manner, and last year 1,951 households and 9,578 people were newly identified and monitored, and a total of 16,241 households and 77,918 people were identified, with a risk elimination rate of 73.3%. Taking the income of the masses as the core indicator for consolidating achievements, we promoted the sustained and stable increase of the people's income through various means such as developing industries and stabilizing employment, organized the transfer of labor services to 584,600 people, generated 16.355 billion yuan of income, and issued 6.063 billion yuan of guaranteed loans for entrepreneurship, small loans, and industrial loans for enriching the people.
Over the past year, our prefecture has always regarded ensuring national food security as a major political task, strictly implemented the cultivated land protection policy, resolutely curbed "non-grain" and "non-agricultural", completed the renovation of 46,500 mu of abandoned land, built 136,000 mu of high-standard farmland, completed the grain sowing area of 1.877 million mu, and produced 745,000 tons of grain, exceeding the tasks assigned by the province.
Over the past year, our state has vigorously developed the characteristic industry of "cattle, sheep, vegetables, fruits, potatoes, medicinal mushrooms, and flowers", completed 1.7692 million mu of characteristic planting, and is expected to have a total output value of more than 9 billion yuan. We will make every effort to promote the development of the whole industry chain of cattle and sheep, improve the chain of breeding, raising, processing and sales, and the number of cattle and sheep raised will increase by 12.5% and 16% respectively, and the added value of animal husbandry will increase by 8.4%. Actively create a modern agricultural industrial park, Dongxiang County national modern agricultural industrial park through the mid-term assessment, Dongxiang County, Guanghe County and Kangle County three provincial modern agricultural industrial park investment of 2.184 billion yuan, 216 enterprises in the park, a total output value of 7.37 billion yuan.
Over the past year, our state has carried out in-depth rural construction actions, guided by village planning, coordinated the work of infrastructure construction, rural industry cultivation, public service improvement, and grassroots social governance, and completed the creation of 2 provincial-level demonstration counties, 1 state-level demonstration county and 115 demonstration villages. Conscientiously implement the "Implementation Plan for the Creation of "Hemei Villages" in Gansu Province, Linxia County will create a national rural revitalization demonstration county in 2023, and 10 villages, including Bulengou Village in Dongxiang County and Zheqiao Village in Linxia City, will be selected as provincial "Hemei Villages" in 2023.
Over the past year, our state has deepened and expanded the effectiveness of cooperation and assistance. Jinan City has implemented 550 million yuan of aid funds, implemented 200 assistance projects, selected 618 cadres and talents, helped introduce 75 enterprises, aided the construction of 123 workshops, built 12 modern industrial parks, and completed consumption assistance of 970 million yuan. Continuing to strengthen friendly cooperation with Xiamen City, Xiamen City introduced 43 enterprises to Linxia, absorbed more than 1,200 jobs, and achieved consumption assistance of 350 million yuan. A total of 215 million yuan of assistance funds have been invested in 8 central designated assistance units, 79 assistance projects have been implemented, and 122 million yuan of consumption assistance has been completed.
Through the rural construction action in full swing, the villages have undergone earth-shaking changes, and the villages with perfect infrastructure, improved public services, clean and orderly village appearance, beautiful scenery, prosperous industry, harmonious villages, and rich villagers are blooming.
