This opinion can be summarized as follows:

First, it is far-reaching. Why should we build a social think tank? Where is its necessity and importance? The construction of a social think tank is the result of the need for balanced political, economic, social, cultural, and ecological development in the period of China's comprehensive deepening reform. Its significance and value lie in revealing that social think tanks play an active role in political advice, theoretical research, social services, talent reserves, international exchanges, etc., and promote the orderly and innovative development of Chinese society.

Clarify the political and social responsibilities of social think tanks, take serving the decision-making of the party and the government as the purpose, and policy research and consultation as the main direction of attack, so as to ensure that social think tanks do not lose their way in strategic positioning. Through the construction of social think tanks, we will promote the modernization of the national governance system and governance capacity, and enhance China's soft power.

Second, it clarifies the nature and status of social think tanks. Social think tanks, like ordinary think tanks, focus on strategic issues and public policies as their main research objects, and serve the party and the government to make decisions in a scientific, democratic, and law-based manner. The social think tank is a part of the think tank, and together with the party and government departments, the Chinese Academy of Social Sciences, the School of Administration of the Party School, universities, the military, scientific research institutes and enterprise think tanks, they form a new type of think tank with Chinese characteristics.

The "Opinions" put forward the specific content and form of supervision from six aspects: improving the registration management system, clarifying the management responsibilities of departments, standardizing business activities, strengthening administrative law enforcement, improving the information disclosure system, and strengthening social supervision, so as to prevent problems before they occur.

At the same time, it emphasizes the optimization of environmental measures in five aspects: providing public goods in accordance with the law, participating in decision-making and consultation, expanding financing channels, improving talent policies, and supporting international exchanges. Strengthening supervision and management and optimizing the development environment are mutually exclusive, not only cultivating growth, but also supervising and inspecting, so as to ensure that the operation of social think tanks does not deviate from the normal track and exert positive energy.

Fourth, self-construction is the key. According to the opinion, internal and external factors are very important in the role of social think tanks, but it should be internal factors that play a decisive role. The opinions require strengthening self-construction and improving social credibility from six aspects: improving the governance structure, strengthening the party building work, strengthening the main responsibility, strengthening the team building, improving the financial system, and improving the service capacity.

Fifth, the system of safeguard measures is complete. On the one hand, the development of social think tanks is closely related to its own historical evolution, and on the other hand, it also needs relevant government departments to provide organizational leadership, strengthen party building responsibilities, strengthen publicity and guidance and other safeguard measures. On the other hand, social think tanks need to gradually gather popularity, attract outstanding high-end talents to engage in this meaningful work, and provide special support funds from all walks of life.
