In order to implement the Supreme People's Procuratorate's requirement of "handling every case with high quality and efficiency" and promote the high-quality development of the procuratorial work of job-related crimes in Guangdong Province, the Guangdong Provincial People's Procuratorate has put capacity building in a more prominent position, organized and carried out the 2023 provincial evaluation of outstanding public prosecution divisions for job-related crimes and the selection of excellent review reports, and gave full play to the exemplary and leading role of excellent public prosecution divisions and review reports in improving the ability to appear in court and the level of reasoning in legal documents.

Ensure the fairness of the judging activities
At the beginning of 2023, the Guangdong Provincial People's Procuratorate included the selection of outstanding public prosecution tribunals and excellent review reports in the key points of the province's prosecution of job-related crimes, and made arrangements in advance and planned early. In the middle of the year, a special work plan will be formulated to refine the form of activities, evaluation plans and selection content. The procuratorial organs of the province attached great importance to the two evaluation activities, actively organized recommendations, and selected 27 excellent public prosecution divisions and 50 review reports.
The evaluation activities of the outstanding public prosecution court adopt a combination of video review and on-site observation and evaluation, and select the shortlisted public prosecutors through the trial video that has been held, and then organize a jury composed of people's congress deputies, senior prosecutors, senior judges, senior supervision officials, lawyers, experts and scholars to observe the trial of a case of the shortlisted public prosecutor on the spot, and finally select 5 outstanding public prosecution courts for duty crimes in the province. In the selection of excellent review reports, a jury composed of senior prosecutors from the public prosecution department finally selected 10 excellent review reports after three links: preliminary evaluation, expert re-evaluation, and final evaluation.

In the face of the new situation, new tasks and new requirements of anti-corruption work, it is particularly important to strengthen the ability to review cases of job-related crimes and the ability to appear in court for public prosecution. The Provincial Procuratorate took the selection of excellent review reports as an opportunity to further standardize the review report, the writing of the Three Outlines and the production of PPT through the issuance of guidelines and templates related to the case of cadres at the department and bureau level, and continuously improved and strengthened the level of reasoning and standardization of legal documents through the point to the surface.
At the same time, with the selection of outstanding public prosecution courts as the starting point, the front-line prosecutors in the nearby urban areas are organized to participate in the on-site observation and evaluation process, and after the trial is scored, the provincial court procurator organizes internal evaluation activities to comment on the trial activities one by one, points out the existing problems, promotes reform with evaluation, and substitutes training with evaluation, so as to promote the improvement of the level of court accusations and cross-examination and argumentation of public prosecutors. Summarize and publish the selection results and outstanding documents, and give full play to the role of outstanding models in demonstrating, leading, and guiding the ability to improve the procuratorial quality of crimes abusing public office.

The two evaluation activities not only created a platform for selecting outstanding people and improving their professional qualities, but also provided an opportunity to show the characteristics and demeanor of the prosecution of job-related crimes. Senior prosecutors from criminal prosecution departments other than the provincial court's duty crimes prosecution department are invited to participate in the review of outstanding public prosecution reports, and the on-site review of outstanding public prosecution courts invites local people's congress deputies and CPPCC members to observe the scene and participate in the observation and evaluation work.
Some of the trial activities organized local party and government leading cadres, supervisors, and investigators from self-investigation departments to observe the trial. The evaluation activities are closely integrated with the new measures and new work requirements of the procuratorial organs for job-related crimes, and while playing the role of warning and education and publicizing the anti-corruption functions of the procuratorial organs, they also fully display the style of the procuratorial and public prosecution of job-related crimes.
In the next step, the procuratorial department of the Guangdong Provincial Procuratorate will continue to carry out the selection of outstanding procuratorial documents, public prosecution trials, and procuratorial suggestions, actively carry out activities such as training and professional competitions for procuratorial posts for job-related crimes, strengthen the construction of systems such as professional guidance, control, and evaluation, promote high-quality and efficient case handling with high-level management, and strive to achieve the organic unity of the quality, efficiency, and effectiveness of procuratorial case handling with fairness and justice.
