The relevant matters of the 2024 second-level construction engineer qualification examination in our province are hereby notified as follows:
1. Organize the division of labor
(A) the Provincial Department of Human Resources and Social Security, the Provincial Department of Housing and Urban-Rural Development is jointly responsible for the secondary construction engineer qualification examination, the Provincial Personnel Examination Center is responsible for the organization and implementation of specific examination work, the Provincial Department of Housing and Urban-Rural Development Qualification Examination and Registration Center to undertake the provincial direct examination area examination work.
(2) The personnel examination institutions of districted cities, in conjunction with the competent departments of housing and urban-rural development, are responsible for the preliminary examination of examination registration and pre-examination spot checks, as well as the preliminary examination of the post-examination qualification examination (hereinafter referred to as the post-examination examination) of the candidates whose scores in all subjects meet the relevant standards. The Provincial Department of Housing and Urban-Rural Development is responsible for the post-examination review work, and consults with the Provincial Department of Human Resources and Social Security on the difficult issues in the post-examination review, and forms a final opinion.
2. Time arrangement and test area setting
The 2024 "Construction Engineering Regulations and Related Knowledge" and "Construction Management of Construction Projects" exam duration have changed, candidates are requested to pay attention to the reasonable arrangement of the answering time, and also pay attention to check the total score of the test paper.
In principle, test centers are set up in each districted city and county (city) district test area. This year, on the basis of providing the paper-and-pencil test mode, some test areas will also try out the electronic test mode (referred to as the computer-based test, the same below), and the specific computer-based test center, test center and number of seats will be notified before registration.
The registration for the computer-based test is limited to all candidates, and they can voluntarily choose all subjects to take the paper-based test or computer-based test when registering, and the paper-based test and computer-based test cannot be mixed.
3. Examination subjects and answering methods
(1) Examination subjects. The examination consists of three subjects: "Construction Management of Construction Projects", "Construction Engineering Regulations and Related Knowledge" and "Professional Engineering Management and Practice", of which the subjects of "Construction Engineering Construction Management" and "Construction Engineering Regulations and Related Knowledge" are objective questions, and the subjects of "Professional Engineering Management and Practice" are set up with six majors, including construction engineering, highway engineering, water conservancy and hydropower engineering, municipal public works, mining engineering and mechanical and electrical engineering, and the test questions are composed of subjective questions and objective questions. The objective questions and paper papers of the 2024 Class II Construction Engineer Qualification Examination all adopt a combination of "transformation papers" and "integration of volumes and cards".
(2) The method of answering.
1. Pencil and paper mode. Objective questions are answered with a 2B pencil on the answer sheet, and subjective questions are answered with a black ink pen on the answer sheet (special answer sheet).
2. Computer-based test mode. Answer objective and subjective questions on electronic computer equipment. In order to facilitate candidates to familiarize themselves with the computer-based test, a simulated answering system will be provided for mock testing before the test.
Candidates who choose the paper-and-pencil test mode can bring stationery such as black ink pens, 2B pencils, erasers, and calculators with silent and text-editing functions, and other items should be placed in the designated place in the examination room. Scratch paper is available in the examination room for candidates to use, and it will be collected after the examination.
Candidates who choose the computer-based test mode should carefully read the "Rules for the Computer-based Test Room" (Appendix 5) and the "Examination Instructions for Computer-based Test Takers" (Appendix 6).
Fourth, performance management
The results of the second-level constructor qualification examination are managed on a rolling basis, and those who participate in all three subject examinations (the level is to test all subjects) must pass all the examination subjects in two consecutive examination years, those who participate in the two subject examinations (the level is exempt from one subject) must pass the corresponding examination subjects in one examination year, and those who participate in one subject examination (the level is exempt from two subjects) must pass the corresponding examination subjects within one examination year to obtain the vocational qualification certificate; those who participate in the one subject examination (the level is an additional major) must obtain the second-level construction engineer qualification certificate before registering, and can obtain the score certificate after passing the examination subjects。
5. Application conditions
Those who abide by national laws and regulations and meet one of the following conditions can register for the examination.
(1) Examination of all subjects
1. Have technical secondary school degree or above in engineering or engineering economics and have been engaged in construction management of construction projects for at least 2 years;
2. Have technical secondary school degree or above in other majors and have been engaged in construction management of construction projects for more than 5 years;
3. Engaged in construction management of construction projects for more than 15 years.
(2) Additional majors
Candidates must have obtained the second-level construction engineer qualification certificate before applying for the examination, and the examination results are valid for the current year.
(3) Exemption from one subject
Holders of the provisional practice certificate of second-level constructor can be exempted from the subject examination of "Construction Management of Construction Engineering" by taking the second-level constructor examination.
(4) Exemption from two subjects
Holders of the temporary practice certificate of first-class constructor can be exempted from the examination of two subjects: "Construction Management of Construction Projects" and "Construction Engineering Regulations and Related Knowledge" for taking the second-level constructor examination.
6. Eligibility criteria
According to the spirit of the Notice of the General Office of the Ministry of Human Resources and Social Security on Matters Concerning the Qualification Standards for the Vocational Qualification Examination of Some Professional and Technical Personnel and the relevant provisions of the Implementation Rules for the Mutual Recognition of Professional and Technical Personnel in the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone (Demonstration Zone Executive Committee (2021) No. 10) of the Executive Committee of the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone, starting from 2022, the passing standard for each subject of the Jiangsu Provincial Secondary Construction Engineer Qualification Examination is 60% of the full score of the test paper (If there are special circumstances, it will be demarcated by the two provinces and one municipality in the Yangtze River Delta region through consultation and announced separately).
7. Explanation of relevant matters
(1) On the relationship between the major and the examination time. After the candidates choose the major, the examination dates of the subjects of "Construction Management of Construction Engineering" and "Construction Engineering Regulations and Related Knowledge" are consistent with the dates of the subjects of "Professional Engineering Management and Practice".
(2) Regarding professional requirements. The major requirements in the application conditions are that the bachelor's degree should be determined in accordance with the "Professional Comparison Table" (see Annex 2), and the majors of applicants with other academic qualifications should be similar to the majors listed in the "Professional Comparison Table".
(3) About the change of major. Candidates who fail to pass the subject of "Professional Engineering Management and Practice" within the validity period of the examination results can change their majors and retain the original file number, and the results of the subjects of "Construction Engineering Construction Management" and "Construction Engineering Regulations and Related Knowledge" will continue to be valid during the validity period of the results;
(4) Regarding the number of years of service. The requirement of working years refers to the total number of working hours of the applicant before and after obtaining the academic qualification, and the deadline is December 31, 2024.
(5) Information on archives of previous years. The provincial unified online report archive contains the file information of candidates within the validity period of the 2023 results. The passing results of each subject obtained in 2023 will continue to be valid in 2024.
(6) Questions related to the two examination modes. The test time and test content are exactly the same in the two answering modes, and the test results are common to each other.
(7) On the issue of the number of seats. In the test area of the pilot computer-based test, due to the limited number of seats (please check the number of seats in the registration system), the registration for the computer-based test mode will be on a first-served basis until the quota is full.
8. Registration
Candidates are requested to carefully read the "Answers to Questions Related to the Review of the Professional and Technical Personnel Qualification Examination in Jiangsu Province (Continuously Updated)" (website: http://jshrss.jiangsu.gov.cn/art/2021/3/5/art_57268_9690677.html), and clarify the relevant academic qualifications, majors and audit conditions for follow-up registration.
(1) Registration date and website. The online registration period is from 9:00 on February 19, 2024 to 16:00 on February 29, 2024, and the registration website address is http://jiangsu.nomax.vip/tip/.
(2) Implement a notification and pledge system. Candidates should carefully read the registration instructions and precautions, carefully check the qualifications for the examination, and fill in the personal information truthfully after signing the online "Application Commitment" (Annex 1).
(3) Online payment. The payment period is from February 20 to March 4, 2024. After the applicant confirms the registration, the fee paid will not be refunded.
(4) Printing of the admission ticket. From May 27 to 31, 2024, candidates can log in to the registration website (http://jiangsu.nomax.vip/tip/) to download and print the admission ticket.
9. Pre-test spot check and post-test review
(1) Pre-test spot checks. During the registration period, the examination body will conduct random checks on the candidates, and the candidates who have the correct results can pay the fees, and the candidates who fail the random inspection results cannot pay the fees. Candidates who have not been randomly checked can still pay the fee.
(2) Post-examination review
1. Subject to review. As of the 2024 academic year, candidates who have achieved the passing line in all subjects.
2. Review time. Our province will issue a review announcement in September on the "Jiangsu Personnel Examination Network" (website: http://jshrss.jiangsu.gov.cn/col/col57253/index.html), please be sure to keep the mobile phone of the number filled in during registration unblocked, so as to receive relevant reminders in time.
3. Upload supplementary materials. The review department will inform the review object that has doubts about the qualifications of the examination must log in to the "Jiangsu Provincial Department of Human Resources and Social Security Online Service Hall (https://rs.jshrss.jiangsu.gov.cn/index/) Personal Service - Talent and Personnel - Jiangsu Provincial Personnel Examination Registration" within the specified time limit to upload supplementary supporting materials, and those who fail to upload within the time limit will be deemed to have given up their examination qualifications.
4. Announcement of review results. The provincial personnel examination agency will publicize the list of candidates who meet the qualifications for certification in the Jiangsu Personnel Examination Network (http://jshrss.jiangsu.gov.cn/col/col57253/index.html) - professional and technical column, and the publicity period will be 10 days.
5. Review the statement and defense after the examination. The subject of the review has the right to make statements and defenses in accordance with law. If there is any objection to the results of the post-examination qualification examination, within 7 working days from the receipt of the SMS notification or telephone notification of the review results, the relevant competent department of the districted city shall make a statement and defense in accordance with the law, and the competent department shall reply after review, and the contact information shall be shown in the "Consultation Service Telephone" (Annex 3).
6. If the applicant does not meet the application conditions, or fails to handle the relevant matters in accordance with the qualification review requirements, the examination registration will be invalid or the examination result will be invalid, and the paid examination fee will not be refunded. If the examinee deliberately conceals the true situation, provides false promises or obtains the corresponding qualification certificate or score certificate by other improper means, and other serious violations of discipline and regulations, it shall be dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in the Professional and Technical Personnel Qualification Examination" (Order No. 31 of the Ministry of Human Resources and Social Security) and recorded in the integrity archive of the professional and technical personnel qualification examination. and where a crime is suspected, it shall be transferred to the judicial organs for handling.
10. Certificate issuance
Candidates can log in to the "Jiangsu Provincial Department of Human Resources and Social Security Online Service Hall (https://rs.jshrss.jiangsu.gov.cn/index/) Personal Service - Talent Personnel - Jiangsu Provincial Personnel Examination Registration" to print the "Result Certificate" 4 working days after the end of the online publicity period. This certificate is as valid as a qualification certificate on a provincial basis.
11. Charges
According to the spirit of the Provincial Price Bureau and the Provincial Department of Finance's "Reply to the Approval of the Fee Items and Standards for the Qualification Examination for Second-level Constructors in Our Province" (Su Fei Han [2005] No. 232 and Su Caizong [2005] No. 94), the 2024 Class II Constructor Qualification Examination "Construction Engineering Construction Management" and "Construction Engineering Regulations and Related Knowledge" subjects will be charged an examination fee of 60 yuan per person per subject. The examination fee is charged at the standard of 120 yuan per person, and the registration fee is charged at the standard of 10 yuan per person. The computer-based test is charged the same as the paper-based test.
12. Examination syllabus
