On 3 February, Li Yingchuan, Deputy Director of the General Administration of Sport of China, lit the torch and handed it over to the first torchbearer, Wang Guifang, to begin the torch relay. A total of 65 torchbearers participated in the relay, covering 230 kilometers and nearly 6 hours, starting from the Manzhouli National Gate Scenic Area, passing through the Chenbal Tiger Banner and finally arriving at the opening and closing ceremonies of the 14th Winter and the host of the ice events.

Running is the most common form of the torch relay. However, in the colorful land of Hulunbuir, the "14th Winter" torch relay integrates local topography, landform, climate and other elements into it, and adopts four forms: running relay, car relay, horseback riding relay and all-terrain snowmobile relay, which is eye-catching.
"This torch relay passed through 3 flags (cities and districts) of Hulunbuir City, and considering the long distance, we made the car relay an important part, with a distance of about 210 kilometers and a total of 7 torchbearers participating. The "Fourteenth Winter" flame "rided" on the horses of the grassland in the Chenbal Tiger Banner and galloped forward along the quietly flowing Morgrad River.
At 2:28 p.m., the flame of the 14th Winter arrived at the Scenic Avenue of Airport Road in Hailar District, where torchbearer Han Yunze rode an all-terrain snowmobile to relay the flame on a 3-kilometre uphill section.
At 15:05, the last torchbearer, Song Guixu, arrived at the Inner Mongolia Ice Sports Training Center with the torch held high, and the flame was then stored in the tinder lamp. On February 17th, we will witness the lighting of the cauldron of the "14th Winter".

There are four competition areas in the "Fourteenth Winter", the easternmost two competition areas are located in Hulunbuir City, the Inner Mongolia Ice Sports Training Center in Hailar Competition Area is the main venue, and various ice events are held here, and Jinlongshan Ski Resort in Zhalantun Competition Area will undertake ski mountaineering, freestyle skiing and other projects. The westernmost competition area is located in Liangcheng Ski Resort in Ulanqab City, and there is also Meilin Valley Ski Resort in Karaqin Banner of Chifeng City, which is located in the middle of the competition area.

There is a distance of more than 2,000 kilometers from Hailar to Liangcheng, and it takes more than an hour to take even a plane. If you enjoy the beautiful figure skating at the Inner Mongolia Ice Sports Training Center, and want to go to Zhalantun to see Su Yiming's appearance in the snowboard halfpipe competition, it takes more than four hours to drive from Hailar to the Jinlongshan Ski Resort in Zhalantun.
The competition area, which is separated by thousands of kilometers, poses a challenge to transportation security, which is not only related to the arrival and departure of athletes and team members, but also closely related to whether tourists can "watch the game from a leisurely distance". Therefore, the "14th Winter" Preparatory Committee and relevant departments such as transportation have taken a lot of targeted safeguard measures.
Hulunbuir City has completed the installation of the city's cruise taxi on-board intelligent terminal and the construction of 120 intelligent bus electronic stop signs in key areas of the central urban area, Hailar Railway Station has also strengthened management and guidance, and opened up a separate waiting area, exclusive passage for athletes, and vehicle parking spaces for pick-up and drop-off stations for the "14th Winter" to ensure the smooth travel of athletes and spectators.

In order to meet the needs of the competition, the venue was upgraded from the original halogen lighting to LED lighting, and the illumination was increased from less than 800lx (lux) to more than 1500lx. The 400-meter runway and 26-meter slalom radius of the main stadium fill the gap in hosting international A-level events in the Inner Mongolia Autonomous Region. The 11-layer ice-making process makes the ice surface even hard, smooth and silky, which is conducive to the athlete to create faster speed.

While pursuing performance, the venue has also become more "green and low-carbon".
"The electricity cost for the lighting on the four ice rinks alone costs 50,000 yuan a day, and after switching to low-carbon lighting, the electricity bill is reduced by about 30%. Tana said that the Inner Mongolia Ice Sports Training Center practices the concept of low-carbon and green environmental protection, and has built a distributed photovoltaic power station nearby.

She pointed to the traffic geographic information part of the main area of the screen and introduced that with the help of the 5G data transmission system, the data monitoring area is connected to the urban traffic dispatching platform of each competition area and Hailar District and the Tianyan system, and more than 30,000 probes at the main screen and the remote end can see the pictures of different directions of each venue, so as to better ensure the operation and scheduling of the event.

"The '14th Winter' is fully benchmarked against the 2022 Beijing Winter Olympics, with 'one policy for one game' and 'one policy for one policy', which puts forward higher requirements for the meteorological support personnel of the event. The forecasting team is racing against time, and the equipment support personnel are also non-stop. A total of 15 sets of automatic meteorological monitoring stations, 1 laser wind radar, and 1 microwave radiometer are deployed at key points of the track in the Zhalantun competition area, which can provide real-time changes in meteorological elements of the track in an all-round way. In addition, the team introduced two mature forecasting technologies for the Beijing Winter Olympics, such as the AI-based Multi-Method Integrated Forecasting Technology (MMIC) and the Central Meteorological Observatory's Deep Learning-based Site Ensemble Forecasting Method (STNF), and modified the models based on their own experience. They eventually withstood the test.
On the day before the "Fourteenth Winter" qualifying tournament, Jinlongshan Ski Resort ushered in a snowfall. The forecast team accurately grasped the start and end time of snowfall, and the precipitation level error was only 0.1 mm. At that moment, Zhao Fei, the chief forecaster of the Inner Mongolia Autonomous Region Meteorological Observatory and the chief forecaster of the rear of the Zhalantun competition area, finally let go of his hanging heart.
