In order to thoroughly implement the spirit of the National Conference on the Special Deployment and Enforcement Work Conference of Presidents of High People's Courts, to resolve the problem of enforcement practice being restricted by various factors, and to reduce factors that interfere with power, relationships, and human feelings. On February 1, the Shijiazhuang Intermediate People's Court selected our county court as a pilot, deployed the city's court enforcement backbone force, randomly assigned to 10 enforcement implementation groups, and simultaneously carried out centralized enforcement actions, so as to realize the cross-enforcement of cases with the most concentrated human, material, and financial resources.
At the execution site, the city's enforcement cadres and police officers were like arrows off the string, and went to 10 towns and streets in our county to carry out centralized "cross-execution" unified actions. The cross-regional centralized enforcement action of the city's two-level courts detained a total of 37 people, detained 12 people, took 21 searches, actually closed 26 cases, seized 3 vehicles, and the amount in place was more than 1.493 million yuan, and invited 25 deputies to the National People's Congress, CPPCC members, representatives of procuratorial organs, media reporters, etc. to supervise and witness the implementation on the spot, which not only protected the rights and interests of the applicant, but also created a social atmosphere of "the untrustworthy cannot move an inch", forming a strong enforcement momentum and deterrence.
This unified action of "cross-enforcement" is an important measure to implement the spirit of the Supreme Court's instructions, and it is also a practical action to implement the requirements of the provincial court on the standardized management of enforcement cases, and is the first exploration and beneficial attempt of cross-centralized enforcement.
