In accordance with the requirements of the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on Planning Environmental Impact Assessment and other relevant documents, the Fuzhou Municipal Bureau of Industry and Information Technology entrusted Fujian Huaxia Energy Design and Research Institute Co., Ltd. to carry out the environmental impact assessment of the "Fuzhou Iron and Steel Industry Transformation and Upgrading Layout Plan (2020-2025) (Revised)". In accordance with the relevant provisions of the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), the public participation in environmental impact assessment was publicized for the first time, and the specific publicity content is as follows:
1. Overview of the layout planning for the transformation and upgrading of the iron and steel industry in Fuzhou

(1) Fuzhou City plans to use about 15,800 acres of land for the iron and steel industry, and through capacity replacement, the transformation and upgrading of the process equipment of the iron and steel industry; in strict accordance with the standards of energy saving, ultra-low emission, and the development of circular economy, the pollutant emission level of iron and steel enterprises in the region will fully reach the ultra-low emission level in the "Opinions on Promoting the Implementation of Ultra-low Emissions in the Iron and Steel Industry" (Huan Qi [2019] No. 35), and further reduce the comprehensive energy consumption per ton of steel, and reach the "Energy Consumption Limit per Unit Product of the Main Process of Crude Steel Production" (GB21256-2013). Promote the co-production of steel and coke, improve the utilization efficiency of steel by-products, build a circular economy industrial chain of iron and steel, promote iron and steel enterprises to expand their energy conversion functions, make full use of secondary energy, realize all receivables, minimize energy consumption, and build a steel industry cluster oriented by ecological priority and green development.
(2) Promote the transformation and upgrading of regional steel products in Fuzhou City, improve the added value of products, and develop high value-added high-quality steel and stainless steel and deep processing industries (large and medium-sized H-shaped special steel, flat products and high-quality round bars, hot (cold) rolled stainless steel coils, nickel alloy coils, stainless steel strips, excellent special steel coils and other high value-added stainless steel varieties on the basis of the layout of leading projects such as Baosteel Desheng, Luoyuan Minguang and Yixin Iron and Steel. With Fujian Dadonghai as the leader, Changle Area focuses on the development of high-value-added plate and strip products such as automotive steel, hot-rolled high-strength plate for construction machinery, high-weathering steel, pipeline steel, container steel, etc., with Fujian Wuhang as the leading enterprise, focusing on the development of high-end and high-quality stainless steel products, and expanding and extending the development of the downstream finishing industry chain.
(3) By 2025, the existing iron-making capacity of 11.7 million tons and 17.9466 million tons of steel-making capacity of the equipment in use in Fuzhou's iron and steel industry will be increased to 17 million tons and 25 million tons (including 10 million tons of iron-making capacity and 15 million tons of steel-making capacity in the Luoyuan Bay area, and 7 million tons of iron-making capacity and 10 million tons of steel-making capacity in Changle area). The regional coke self-sufficiency rate was further improved, and the coke production scale was increased to 6.5 million tons (including 3.5 million tons of coke production capacity in the Luoyuan Bay area and 3 million tons of coke production capacity in the Changle area).
(4) Strive to achieve an annual output value of 150 billion yuan in Fuzhou's iron and steel industry by 2025, and achieve an average annual growth rate of about 20% in the region by 2025. Among them, the Luoyuan Bay Area has achieved an annual output value of 100 billion yuan, an annual tax payment of about 11.5 billion yuan, and an average output value of 11 million yuan per mu, while the Changle Area has achieved an annual output value of 50 billion yuan, an annual tax payment of about 6 billion yuan, and an average output value of 80 million yuan per mu.
(7) Key development areas: around Luoyuan Bay Area and Changle Area, other areas of Fuzhou will no longer lay out steel smelting projects in principle, and encourage and guide the steel production capacity of existing steel mills in other regions of Fuzhou to gradually withdraw.
(1) Luoyuan Bay Area
The area around Luoyuan Bay covers an area of about 9,400 acres, focusing on the Jingang Industrial Park on the north shore of Luoyuan Bay. Make full use of the favorable opportunity for the country's metallurgical industry layout to gradually shift to areas with rapid market demand growth and to coastal areas with convenient import of iron ore, and give full play to the advantages of ports and land. Mainly relying on leading enterprises such as Baosteel Desheng and Luoyuan Minguang, it focuses on the development of high-starting, high-tech and high-value-added steel products, enriches the varieties of special steel products, extends the industrial chain, and becomes one of the important ecological high-quality steel industry bases in the mainland.
(2) Changle area
The total land area of the two blocks in Changle area is about 6,400 acres, and there are two blocks in the planning of Changle area, the key planning area is located in the Panasonic area, the planning scope is east to Fuping Railway and G228, south to Changping Expressway, west to Xigao Reservoir, north to the foot of Ma'anshan Mountain, in accordance with the strategy of "green development, integration of industry and city", focusing on plant gardening, clean production, green building, low-carbon energy, and intelligent manufacturing, relying on the leading enterprise - Fujian Dadonghai, to promote the integrated layout of steel and coke, and create a low-carbon, green, A regional model for high-quality development.
