In the early morning of February 1, the courts at the two levels in Xiong'an New Area carried out a unified action of "cracking down on the ice" to concentrate on enforcement, intensify the crackdown on refusal to enforce, and ensure that the rights and interests of the winning parties are cashed out, and the money is obtained, so as to spend a year of peace of mind.
This action focuses on eight types of enforcement cases such as "involving people's livelihood", selects individual cases, studies and judges each case, and focuses on tackling key problems. The courts at the two levels made careful arrangements and arrangements in advance, organized and mobilized in depth, comprehensively created a momentum and atmosphere, and showed their swords to the "old lai".
At 4:50 a.m. on the same day, the enforcement cadres and police of the courts at the two levels were assembled in the executive command centers of each court, and invited personnel such as deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, representatives of the procuratorate, and media representatives witnessed the participation online or offline. The commander-in-chief of this operation and the person in charge of the Xiong'an Intermediate People's Court mobilized before the operation, stressing that this operation should embody compulsory enforcement and fight a good battle against tough problems; it is necessary to embody goodwill and civilization and fight a standard war; pay attention to unity and cooperation to fight an overall war; and raise a momentum and prestige and fight a good battle of public opinion.

Li Jing, member of the party group and vice president of the Xiong'an Intermediate People's Court, and Xu Hongjie, director of the executive bureau, connected to the execution site to command and dispatch the action.
The executive officers and police officers of each hospital were full of spirit and assembled in front of the office buildings of each hospital and were ready to go. With the further mobilization of the presidents of each hospital, the enforcement cadres and police officers rushed to their respective execution sites in groups according to the plan. On the one hand, they strengthened the interpretation of the law and reasoned and urged and guided the persons subject to enforcement to perform automatically; on the other hand, they strictly fined a group of persons subject to enforcement and detained a group of persons subject to enforcement in accordance with the law with a bad attitude and refused to cooperate, cracking down and deterring them together, and effectively safeguarding the authority of the law.
At 10:00 a.m. on the same day, the Xiong'an Intermediate People's Court held a video conference between the two levels of courts to sort out and summarize the action. During the operation, the courts at the two levels dispatched a total of 22 police cars, 73 enforcement officers, and 16 persons detained by custodial summons, with an amount of 274,200 yuan in place.
The significance of the unified action of the courts in the whole region to "break the ice" and focus on the implementation of the unified action is not only to tackle difficult and complex cases, but also to convey to the whole society the attitude of the Xiong'an Court towards refusal to enforce the law, and the temperature of actively performing its duties and wholeheartedly solving people's worries and benefiting people's livelihood. In the next step, the enforcement system of Xiong'an Court will take the "four unifications" reform as an opportunity to strengthen unified scheduling and unified command, form a "game of chess" pattern for the implementation of the whole region, establish a strong judicial concept, and comprehensively improve the quality, efficiency and effect of enforcement and case handling with a sense of responsibility and mission of "as I am in charge and I am in my end", and promote the public's sense of gain and satisfaction to a new height.
