Project Background
Since 2021, the Longhua District Health Supervision Institute has actively explored a new model of service supervision in public places, implemented the "reverse office", and realized the transformation from "people looking for departments" to "departments looking for people", effectively improving work efficiency and service quality, but there are still some chaos that some public places fail to operate with licenses in accordance with laws and regulations, forming difficulties and blockages in law enforcement and supervision.

In the performance of the function of supervision and law enforcement, the Longhua District Health Supervision Institute has the courage to break down departmental barriers, work together with multiple departments to build a "joint office" work model, and link up with the street public service office, community public health committee, property management company, physical examination institutions and other departments to create "one-stop service door-to-door" Longhua characteristics, to help the standardization, precision and fine management of public health in public places.

Joint investigation and active mobilization and publicity
Jointly convene a mobilization meeting of the heads of public places to interpret policy documents on the spot, guide and standardize operations, and uniformly print and distribute information bulletin boards and health management systems.

Door-to-door pre-examination of permits, accurate and advanced guidance
The "window" for license approval was moved forward, and with the assistance of the property management center, it took the initiative to provide "one-to-one" whole-process services for merchants, and guided places that had not applied for permits to complete the pre-examination of permit materials for public places; after passing the pre-examination of materials, operators directly went to the administrative licensing window of Longhua District to apply for "health permits", and 28 pre-examination and certificates were issued.

On-site supervision, implementation and reform
The inspectors conduct on-site inspection and guidance on the license publicity, sanitation facilities and equipment, and hygiene management of the public places of the commercial center, and require them to make immediate changes, or register feedback one by one, and guide the merchants to rectify themselves, and then return to visit and accept. 13 institutions found problems and completed rectification.

Extend convenient services and smooth channels for benefiting the people
To build a bridge for the benefit of the people, it is proposed that the property management center take the lead in handling test reports for merchants in the form of group purchase with a third-party company (the Longhua District Health Supervision Institute provides a list of all qualified testing companies in Shenzhen) for merchants, and reach a consensus with the Longhua District Chronic Disease Prevention and Control Center to set up a "pop-up" point for health examination in the commercial center to conduct free physical examination for employees who have not obtained the health certificate of the relevant industry or the health certificate has expired, and the health certificate will be issued to those who pass the physical examination. There were 343 door-to-door physical examinations.
Project innovation
With the construction of a demonstration block in public places as the starting point, the implementation plan of "joint office" was specially formulated, and the commercial center of Dalang Street was selected as the first pilot work.
Key impacts
✔ The certificate holding rate has increased rapidly, and the hygiene quality of places has been effectively guaranteed, with 1,376 new certificates issued in the district in 2023.
✔ From point to point, we will comprehensively implement the "joint office" model and implement fixed-level grassroots governance. Through the "joint office" mechanism, various departments held a total of 6 health mobilization meetings, successfully built 6 demonstration blocks in the district, guided 122 public places to standardize their business, and implemented rectification of 80 people.
✔ We will continue to actively explore the new model of "joint management", break down departmental barriers, and deliver regulatory services to the door, so that the masses can truly "run away", promote the high-quality development of public health in depth, and improve the satisfaction of the masses.

Project Background
Since Shenzhen revised the Regulations on Smoking Control in the Shenzhen Special Economic Zone in 2019, after long-term supervision and publicity, indoor smoking bans have been in a good situation, but there are still "stubborn dead ends" such as toilets and stairways.
The Longhua District Health Supervision Institute has launched an online supervision model for tobacco control early warning, providing a new method for the construction of an indoor smoke-free environment, creating a healthier and more civilized social environment, and protecting the physical and mental health of citizens.

Real-time early warning monitoring
Tobacco control supervisors guide the property management office to adopt scientific and technological means to carry out targeted monitoring of indoor smoking stubborn dead ends, and a number of property companies have installed tobacco control "electronic sentinel" early warning and monitoring devices, when the tobacco control early warning monitoring perceives smoke, it will carry out voice alarms to remind smokers to consciously stop smoking.
In 2023, the Longhua District Health Supervision Institute will be upgraded on the basis of the original "electronic sentinel". Add online monitoring function to realize remote online monitoring of illegal smoking, when the smoke detector detects that someone is smoking, it will give an early warning to the management end of the property company, and the property tobacco control personnel will immediately carry out on-site control.

Introduce an online monitoring model for tobacco control
The joint property department implements remote online monitoring of the "smoking spots" with many complaints, monitors the smoke concentration in the premises by installing smart smoke detectors, and transmits the smoke concentration data to the mobile phones of the property management staff, and the property tobacco control personnel immediately carry out on-site control.
If the smoke concentration warning exceeds twice or the smoke concentration continues to rise to a certain concentration, the data will be directly pushed to the off-site law enforcement system (supervision end) of the Longhua District Health Supervision Institute, and the health supervisor will contact the property management personnel according to the background information of the off-site law enforcement system and go to the scene to supervise and enforce the law. Achieve the effect of online mastery, online early warning, and key supervision.

Multi-party linkage tobacco control
The person in charge of the leasing company, as the first person responsible for tobacco control, is fully responsible for the tobacco control work in the company, sets up reasonable smoking points, and strengthens the publicity and education of tobacco control for employees, so as to achieve the effect of multi-party co-management.
At the same time, tobacco control warning leaflets will be posted in key smoking areas, and smoking ban notices will be set up to indicate the consequences of violating the "Tobacco Control Regulations", and remind employees to exercise self-restraint.

The project takes digital reform as the starting point, combines online early warning, and offline joint supervision of property and leasing companies, pays close attention to key areas, protects public health, and creates a good working and living environment.
Key impacts
At present, Longhua District has installed 59 tobacco control "electronic sentinel" early warning and monitoring devices in 5 office buildings in the district, installed online monitoring smoke detectors at 2 demonstration sites, and installed online monitoring smoke detectors in office buildings in 2023 The number of tobacco control complaints in office buildings with online monitoring smoke detectors will decrease by 30% compared with 2022, and the number of tobacco control penalties in the district in 2023 will decrease by 34.2% compared with 2022.
