What is the Employment Grant Fund?

It shall be established by the people's government at or above the county level, and shall be managed by the finance department at the same level in conjunction with the human resources and social security department, and special funds for promoting employment and entrepreneurship shall be arranged through the general public budget
Employment subsidy funds are divided into two categories: subsidies for individuals and units, and subsidies for capacity building of public employment services
The subsidy funds for individuals and units are used for vocational training subsidies, vocational skill evaluation subsidies, employment training subsidies, one-time job search subsidies, one-time entrepreneurship subsidies, social insurance subsidies, public welfare post subsidies and other expenditures
The subsidy funds for capacity building of public employment services shall be used for subsidies for employment and entrepreneurship services, subsidies for the cultivation of high-skilled talents, and other expenditures
Individuals and units that have duplicated the employment subsidy and unemployment insurance subsidy for the same project cannot enjoy it repeatedly
Who can receive the vocational training subsidy?
The scope of persons enjoying vocational training subsidies includes, including college graduates in the year of graduation (including senior engineering classes, preparatory technician classes, technician classes and vocational education graduates of special education colleges, the same below), urban and rural junior and senior high school graduates who have not continued their studies, rural transfer employment workers, urban registered unemployed persons, persons with employment difficulties, etc. (hereinafter collectively referred to as the six categories of persons), as well as eligible enterprise employees
Vocational training subsidies are used for the following:
Employment skills training and entrepreneurship training for six categories of personnel
For the six categories of personnel who participate in employment skills training and entrepreneurship training, those who have obtained certificates that meet the requirements (including vocational qualification certificates, vocational skill level certificates, special vocational ability certificates, and training qualification certificates, the same below) after training will be given a certain standard of vocational training subsidies.
All localities should accurately meet the needs of industrial development and training targets, regularly publish a guidance catalogue for occupations (types of work) in urgent need, and appropriately increase the subsidy standard for vocational training in the guidance catalogue.
Training institutions that pay for the training fees of the labor preparation system in advance for urban and rural junior and senior high school graduates who have not continued their studies shall be given a certain standard of vocational training subsidies. Among them, rural students and urban trainees from low-income families who participate in the labor preparation system training can be given a certain standard of living allowance.
Job skills training for qualified enterprise employees
For the six categories of newly hired personnel of the enterprise, the labor contract with the enterprise for a period of more than 1 year shall be signed, and within one year from the date of signing the labor contract, the enterprise shall participate in the on-the-job skills training carried out by the enterprise relying on the training institution to which the enterprise belongs or the training institution recognized by the government, and if the certificate is obtained after the training, the individual employee or the enterprise shall be given a certain standard of vocational training subsidy.
For the in-service employees of enterprises who participate in the new apprenticeship training and technician training of enterprises in accordance with the relevant provisions of the state, if they obtain certificates after training, they will be given a certain standard of vocational training subsidies to individual employees or enterprises.
Project-based training for qualified personnel Local human resources and social security and finance departments may, in accordance with regulations, purchase employment skills training or entrepreneurship training services from training institutions through the project-based system, carry out vocational skills training for unemployed persons in major national reforms in accordance with regulations, and give certain standards of vocational training subsidies to training institutions that undertake project-based training tasks.
How to receive vocational training subsidies?
